The consultant, under the supervision of the  Social Policy Specialist (Social Service Workforce Strengthening), should carry out the various tasks:

•          A Bachelor’s degree in social sciences, International Relations and Development Studies

•          At least 10 years of progressively responsible professional experience in Social Policy, Social Protection, Child Protection, Case Management, or related social service programmes.

•          Demonstrated experience in the design, implementation, monitoring and technical support of cash-plus interventions, child-sensitive social protection programmes, Case Management, or integrated social services.

•          Proven experience working with the Government of Mozambique, particularly with relevant ministries and institutions responsible for social protection and social welfare.

•          Strong experience in capacity building, technical assistance, and coordination with government counterparts and development partners.

•          Demonstrated experience in field monitoring, supervision, programme implementation, and data collection and analysis using both qualitative and quantitative methodologies.

•          Experience in developing technical reports, operational guidance, funding requests, workplans, and programme documentation;

•          Experience supporting digital information management systems (e.g., Case Management Information Systems or similar platforms) is an asset.

•          Previous professional experience with UNICEF, UN agencies, or other international development organizations is highly desirable.

Requirements

•          Fluency in English and Portuguese (written and spoken) is required.

 

•          Strong knowledge of Social Policy, Social Protection, Child Grant, Case Management, and ProSAS.

•          Proficiency in Power BI, KoBoToolbox, Excel, and other data analysis, visualization, and dashboard management tools.

•          Strong skills in data management, monitoring, reporting, and evidence-based decision-making.

•          Demonstrated experience in budgeting, financial forecasting, and resource planning.

•          Excellent coordination and partnership management skills with Government, UN agencies, and development partners.

•          Strong analytical, communication, facilitation, and report-writing skills.

•          Ability to manage multiple priorities and deliver quality results under tight deadlines

•          Previous experience with UNICEF or UN programmes.

•          Experience supporting Government-led Social Protection and Child Protection programmes in Mozambique.

•          Familiarity with CMIS, digital case management systems, and results-based management approaches
