The complexity of the humanitarian-development-peace nexus in Iraq requires a Chief of Child Protection with a strong leadership, political acumen, and technical excellence. The programme prioritizes child protection systems strengthening (CPSS) through evidence-based advocacy, digitalization, and inter-ministerial governance to ensure sustainable policy implementation, financing and government ownership. Key priorities include the social service workforce and scaling up critical services—such as case management (CPIMS+), Gender-Based Violence (GBV), Mental Health and Psychosocial Support (MHPSS), and birth registration specifically for conflict-affected children and those on the move.

The portfolio bridges formal national and sub-national system-building with community-led social and behavioral change to eliminate harmful practices. UNICEF collaborates closely with the Government of Iraq and partners to promote child-friendly justice and provide specialized support to children of Third Country Nationals (TCN).

The Chief will lead a multi-disciplinary team, leveraging strategic partnerships and resource mobilization to foster a safe and protective environment for every child in Iraq.

The Chief, Child Protection reports to the Deputy Representative for general guidance and direction. The Chief is responsible for managing and supervising all stages of child protection programmes/projects from strategic planning and formulation to delivery of concrete and sustainable contributions to national and international efforts to create a protective environment for children against all harm and to protect their rights to survival, development and well-being, as established under the Convention on the Rights of the Child, international treaties/frameworks and UN intergovernmental bodies.

The Chief is responsible for establishing the plans of action and overseeing work progress to ensure the achievement of concrete and sustainable programme/project results according to plans, allocation, results based-management approaches and methodology (RBM) and UNICEF’s Strategic Plans, standards of performance and accountability framework. The Chief is also responsible for mobilizing support from country management senior management for its involvement in advocacy efforts.

Minimum requirements:

  • Education: Master or equivalent (Advanced University Degree) in International Development, Human Rights, Psychology, Sociology, International Law and any other related social science fields.
    A Bachelor or equivalent (First Level University Degree) in a relevant area combined with 2 additional years of relevant work experience may be accepted in lieu of an advanced university degree. This is applicable to internal (FT, Continuing and Permanent) staff only.
  • Work Experience: 8 years of professional experience in social development planning and management in child protection-related areas, at the international level, is required. 
  • Skills: Leadership, Team management, Political acumen, Advocacy, Monitoring and Evaluation, Stakeholder engagement
  • Language Requirements: Fluency in English is required.

Desirables:

  • Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
  • Experience working in a developing country is considered as an asset.
  • Relevant experience in programme development in child protection related areas in a UN system agency or organization is considered as an asset.
  • Relevant experience at country level, particularly in development, fragile settings and humanitarian contexts.
