THE ORGANIZATIONAL SETTING

The International Civil Aviation Organization (ICAO) sets international Standards and Recommended Practices (SARPs) for aviation safety, air navigation, security, and environmental protection. To that effect, ICAO is a knowledge-based organization engaged in the development of intellectual property.

The Information and Communication Technology (ICT) Section, under the Bureau of Administration and Services (ADB), is a service provider that plans, acquires, develops and manages the organization’s enterprise applications and systems. Key activities of the Section include the establishment of core infrastructure and network services; software development and support for enterprise applications; Enterprise Architecture and Project Management; Enterprise Data Management (EDM); Enterprise Resource Planning (ERP) support, Web content management and Regional Offices (RO) support.

ICAO has recently completed several major Digital Transformation signature projects modernizing key organizational systems and processes. These initiatives have strengthened ICAO’s ability to support Member States, leverage emerging technologies, and enhance the management of its intellectual property and knowledge resources. Among these initiatives, the Business Intelligence and Enterprise Data Management (BI-EDM) signature project has laid the foundations for the operationalization of Enterprise Data Management (Data Governance, Data Security Management, Data Warehousing and Business Intelligence (BI) Management, and other Data Management knowledge areas) towards a data-driven ICAO.

The Data Warehousing and Business Intelligence knowledge area of ICAO’s Enterprise Data Management framework, which is based on the Data Management Association’s (DAMA) Data Management Body of Knowledge (DMBoK), requires human resource(s) versed in database management systems, data warehouses, data lakes, data engineering, data integration, data analysis, Microsoft Power BI and Oracle report development to support enterprise data analysis, Business Intelligence (BI) and reporting for ICAO’s functional departments such as Finance, Human Resources, Procurement, Capacity Development, Regional Offices, etc.

Reporting to the Data Management Officer, the incumbent supports the ongoing development, maintenance and enhancement of analytical and reporting data artefacts, working closely with business and technical resources, stakeholders, and third-party vendors.


 
MAJOR DUTIES AND RESPONSIBILITIES
 
Function1 (incl. Expected results)

Support the ADB/IMS/ICT/DM/BI Team, achieving results such as:

  • Develop and maintain enterprise data analysis, Business Intelligence (BI) and reporting for ICAO’s functional departments such as Finance, Human Resources, Procurement, Capacity Development, Regional Offices, etc.
  • Analyze ICAO’s legacy Unit4 (Agresso) ERP and new Oracle Fusion (Quantum) ERP data based on institutional knowledge, and develop reports using Microsoft Azure Synapse Analytics, Microsoft Power BI and, or Oracle reporting tools such as Oracle Business Intelligence Publisher (BIP), Oracle Transactional Business Intelligence (OTBI) or others.
 
Function 2 (incl. Expected results)

Conduct systems/business analysis, achieving results such as:

  • Gather, analyze and document client reporting requirements or specifications to determine the feasibility of developing, deploying and maintaining Business Intelligence (BI) and reporting solutions.
  • Use ICAO’s Azure DevOps for Agile/SCRUM development, documenting and managing client reporting requirements (Epics, Features, Product Backlog Items (PBI) or User Stories, Tasks, Bugs, Wiki etc.), configuring and managing Continuous Integration and Continuous Deployment (CI/CD) pipelines for the automated publishing of Power BI artefacts.
     
Function 3 (incl. Expected results)

Use the Software Development Lifecycle (SDLC – Planning, Requirements Analysis, Design, Development/Implementation/Coding, Testing, Deployment and Maintenance) or similar Agile/SCRUM development methodologies/frameworks, achieving results such as: 

  • Develop, test, implement and optimize SQL and T-SQL queries, Stored Procedures, Indexes, Functions, data models, Facts and Dimensions tables etc. that downstream Microsoft Power BI reports and Business Intelligence (BI) solutions will use as per the requirements and specifications provided by the various business areas of ICAO.
  • Develop reports using Microsoft Azure Synapse (Data Warehouse or Dedicated SQL Pool, Azure Data Lake Storage (ADLS2), Serverless SQL Pools and, or ETL Pipelines) and Microsoft Power BI (Service, Desktop, Workspaces, Paginated reports, Dashboards, Apps etc.) per the requirements and specifications provided by the various business areas of ICAO.
  • Develop reports using Oracle Fusion reporting tools such as Oracle Transactional Business Intelligence (OTBI), Oracle Analytics Publisher or Business Intelligence Publisher (BIP) per the requirements and specifications provided by the various business areas of ICAO.
  • Ensure high overall quality by developing to the requirements and specifications provided by the various business areas of ICAO.
     
Function 4 (incl. Expected results)

Conduct data quality activities, achieving results such as: 

  • Assess the high-level data quality of Oracle Fusion (Quantum) ERP datasets provided to ICAO’s data warehouse using data quality dimensions such as Completeness (e.g. Number of rows for specific table(s); non-null rows or columns) and Uniqueness (non-duplicate rows as required).
  • Examine and compare data in the Oracle Fusion (Quantum) ERP UI, OTBI or BIP reporting tools with the Oracle Fusion (Quantum) ERP data provided to ICAO’s data warehouse for the Accuracy dimension of data quality.
  • Share the beta versions of developed reports with the various ICAO business or Subject Matter Experts (SME) to confirm the Accuracy dimension of data quality from the business or specific domain perspective.
  • Explore and monitor the ETL schedules and run status in UNDP’s Incorta cloud environments.
 
Function 5 (incl. Expected results)

System administration, and security, achieving results such as: 

  • Provide as necessary system-level support or administration of ICAO’s data infrastructure or platforms (Azure Synapse Workspace and Pipelines, Microsoft Power BI Service and Workspaces).
  • Conduct regular security reviews and adhere to security best practices or measures in supporting platforms (Azure Synapse, Microsoft Power BI Service) and reporting artefacts (T-SQL queries, Stored Procedures, Functions, Microsoft Power BI reports etc.).

QUALIFICATIONS AND EXPERIENCE
 
Educational background
 
Essential
  • A first-level university degree (undergraduate bachelor’s degree or equivalent) in Computer Science, Information Systems or a related field.
 
Professional experience and Knowledge
 
Essential
  • A minimum of seven (7) years of professional experience analyzing ERP data and using the Software Development Lifecycle (SDLC – Planning, Requirements Analysis, Design, Development/Implementation/Coding, Testing, Deployment and Maintenance) or similar Agile/SCRUM development methodologies or frameworks to develop reporting and BI solutions.
  • A minimum of five (5) years of professional experience using the Microsoft SQL Server RDBMS, SSMS, developing and optimizing SQL, T-SQL, Indexes, Stored Procedures, Functions etc.
  • A minimum of two (2) years of professional experience using Microsoft Azure Synapse Workspace and Pipelines for data integration, Microsoft Power BI (web service, Desktop, Paginated reports etc.), dimensional modelling and Azure DevOps for managing client requirements, work tasks, CI/CD pipelines etc.
Desirable
  • Experience working in an international or multicultural environment, ideally within the UN system or a similar intergovernmental organization.
  • Experience working with the Oracle Fusion ERP and Oracle data analysis and reporting tools such as Business Intelligence Publisher (BIP), Business Intelligence Cloud Connector (BICC), or similar.
     
Language Skill
 
Essential
  • Fluent reading, writing and speaking abilities in English.
Desirable
  • A working knowledge of any other language of the Organization (Arabic, Chinese, French, Russian, Spanish).
     
CONDITIONS OF EMPLOYMENT

The duration of the assignment is one (1) year. Compensation is provided at a monthly rate ranging from CAD 7,562 to CAD 10,910.
