For the successful implementation of UNFPA Ethiopia's 10th Country Programme, the Country Office seeks to engage a consultant who exemplifies transformative leadership, inspires innovation, and is committed to delivering high-impact, sustainable results.
The purpose of this consultancy is to engage an Information Management Analyst who will play a critical role in supporting the generation, compilation, and analysis of relevant humanitarian-development-peace (HDP) nexus data for the country office. The consultant will contribute to strengthening evidence-based decision-making by providing timely and accurate data analysis and insights. This will inform policy formulation and programme development.
The Information Management Analyst Consultant will provide technical expertise in Data Management & Analysis, Documentation, Reporting & Quality Assurance, Programme Management, and Knowledge Management to support UNFPA’s 10th country programme. The consultant will deliver the following key services and outputs:
- Active management of the technical transition to the ITSO/HQ DHIS2 Production Instance, requiring close collaboration with ITSO.
- Oversee and coordinate the monthly data collection from Implementing Partners (IPs) via DHIS2, ensuring rigorous quality assurance and providing continuous technical support and follow-up to ensure data completeness.
- Analyze and visualize data from various system components (e.g., service packages, data elements, category groups) for planning, decision-making, and reporting
- Document key decisions, meeting outcomes, technical specifications, and system configuration changes throughout the system transition and maintenance process.
- Track roles, responsibilities, and deliverables of various actors involved in system management using the project role matrix.

Support validation and harmonization of data across DHIS2 configuration sheets (e.g., data elements, category combos, dataset structures).
Propose innovative approaches for improving data collection and analysis processes.
Collaborate with the Monitoring & Evaluation (M&E) team and implementing partners to improve programme data collection and analysis, contributing to effective reporting and the refinement of work plans, baselines, and targets. Docusign Envelope ID: C7267F74-F7B2-88FD-8015-5AF2AD38BB82
Support GBV AOR and IMS-related activities.
● Compile and analyze information relevant to UNFPA’s mandate, including the development of work plans and the preparation of reports.
●Participate in monitoring programme activities, including field visits, review meetings, and status reporting, while ensuring quality data is used to inform strategic decisions.
●Engage in interagency coordination efforts to ensure that population data and analysis are central to joint planning and reporting.
●Develop user-friendly documentation, SOPs, and guidance notes to facilitate information access and continuity.
●Support the implementation of knowledge management strategies to capture, document, and share lessons learned and best practices.
●Contribute to the development of knowledge resources aimed at building capacity in data generation, analysis, and utilization.
●Monitor and report on emerging trends and issues relevant to the humanitarian context.
The consultant will also perform other tasks as assigned by UNFPA leadership to support the effective delivery of the country programme objectives.
Requirements
~1 min read- A master’s degree or higher in statistics, demography, research methods, or a related field.
- Up to two years of relevant professional experience in data generation and analysis.
- Solid understanding of statistical techniques and proficiency in statistical software such as R, STATA, SPSS, or similar tools.
- Hands-on experience in data collection and analytical processes.
- Familiarity with a range of research methodologies.
- Some demonstrated experience in providing technical support to government entities at national, regional, or local levels, as well as to non-governmental partners.
- Proficient in using standard office software and online management systems.
- Skills in collecting and analyzing high-quality, disaggregated data—by age, sex, and geographic location—are considered an advantage.
- Prior involvement in large-scale national surveys or census operations is an asset.
Fluency in English; knowledge of other official UN languages is desirable.
