The Programme Analyst, Sexual and Reproductive Health and Rights (SRHR) is located in the UNFPA Timor-Leste Country Office in Dili and manages UNFPA’s work on sexual and reproductive health and rights (SRHR), for accelerating the achievement of the ICPD Programme of Action and 2030 Agenda for Sustainable Development.

Under the direct supervision of the International Programme Coordinator, you will provide technical and policy advice in SRHR, promote rights-based approaches, position UNFPA’s work strategically within the health sector, and ensure linkages with UNFPA’s programmes in adolescent and youth, gender equality, and population dynamics.

The Programme Analyst, SRHR provides quality policy guidance and technical support to national and subnational efforts towards advancing universal access to sexual and reproductive health services and realizing reproductive rights, in line with UNFPA’s Strategic Plan and priorities of Timor-Leste’s fifth Country Programme (CP5),2026-2030.  The position ensures effective oversight and management of UNFPA-supported interventions in strengthening the health system for improved access to integrated SRHR and gender-based violence (GBV) response services across the development- humanitarian continuum. Through substantive analysis of political, social and economic trends relevant to SRHR for all, particularly women and young people, the Programme Analyst contributes to policy and programme formulation, guides implementation, and ensures the achievement of programmatic and policy advocacy results through results planning, monitoring, reporting, analysis and evaluation.

The Programme Analyst, SRHR facilitates  and maintains collaborative relationships with counterparts in government, multilateral and bi-lateral  agencies and civil society to support the implementation of UNFPA’s programme, expand partnerships, and address emerging issues. You are expected to effectively influence counterparts from diverse backgrounds to jointly contribute to achieving UNFPA’s mandate. 

  • Engage in policy dialogue with the Government, UN system, and development partners to ensure SRHR is positioned in relevant national policies, strategies, plans, and UN system-wide frameworks
  • Keep abreast of technical developments and international good practices in integrated SRHR and GBV response services
  • Provide technical support to the Ministry of Health and subnational health authorities in strengthening the health sector through development, review,  implementation of national policies, strategies, clinical guidelines, operational plans, and training packages in integrated SRHR and GBV response services.
  • Represent UNFPA in relevant health sector technical working groups, inter-agency mechanisms, and national coordination fora; promote the integration of SRHR within national development frameworks including climate adaptation, disaster preparedness and risk reduction frameworks.
  • Ensure research findings and learnings are integrated within UNFPA-supported policies and programmes; contribute to the operationalization of UNFPA’s  CP5 projects and interventions, ensuring selected approaches are grounded in gender equality, rights-based frameworks, and social inclusion.
  • Develop SRHR  factsheets, briefing materials, infographics, and presentations for public information, advocacy, and resource mobilization purposes.
  • Advocate for evidence-based SRHR policy interventions with government, and key partners; support the integration of UNFPA-supported good practices within national systems and processes to accelerate the sustainability of SRHR interventions.
  • Analyse the political, social, and economic environment for UNFPA’s work in SRHR and provide advice to CO leadership on potential implications.
  • Support evidence generation  and advocacy for leveraging  domestic resource allocations for SRHR including ASRH. 
  • Contribute to the advocacy and resource mobilization efforts  by exploring funding opportunities from public and private sectors and maintaining technical-level partnerships with national and development partners, donors and key stakeholders.
  • Collaborate closely with the Partnerships, Resource Mobilization and Advocacy Analyst, International Programme Coordinator, and Representative to prepare project concept notes, proposals, donor documentation, technical briefs, reports, and visibility materials.
  • Contribute to the CO communication efforts by developing advocacy and communication materials, such as press releases, packs, brochures, human-interest stories, and multimedia content .
  • Ensure the timely preparation of UNFPA and implementing partner annual work plans (AWPs) for SRHR results, in line with the CP5 expected; undertake day-to-day management of the SRHR programme, including budget planning, management, budget approvals and revisions in Quantum as per UNFPA policies and procedures requirements.
  • Support implementing partners across the programme cycle, planning, implementation, monitoring, and reporting, in compliance with UNFPA programme management policies and resource safeguarding requirements; apply corporate systems and platforms for programme management.Ensure effective financial management for SRHR programme; monitor budget and expenditures to ensure delivery is in line with approved budgets and to realise targeted financial performance. 
  • As per the agreed internal control framework (ICF), approve requisitions, follow up on purchase orders and payment requests in QUANTUM.
  • In collaboration with Monitoring and Evaluation Analyst, conduct  monitoring visits and field missions; assess the effectiveness of SRHR interventions; identify barriers and bottlenecks; provide quality assurance on partner deliverables; and report on programme results including progress reports, and annual reporting inputs.
  • In coordination with the Monitoring and Evaluation Analyst, contribute to the implementation of the M&E plan for SRHR programme; analyze factors affecting achievement of results; recommend corrective actions; and document lessons learned, best practices, and success stories for organizational learning.
  • Strengthen partnerships and collaboration with government counterparts, civil society actors, implementing partners, and development partners;  ensure proper planning and delivery of technical assistance services. 

Carry out any other duties as may be required by UNFPA leadership.

Requirements

  • Advanced university degree in public health, medicine/health sciences, nursing/midwifery,  or a related  discipline. 
  • Minimum two years of professional experience in SRHR programming, preferably in programme/project management in a public health or development context.
  • Proven working experience in sexual and reproductive health and rights, with knowledge of family planning, maternal health, adolescent SRHR, and/or SRHR in emergencies.
  • Knowledge of UN/UNFPA programming principles including rights-based approaches, gender equality, and human-rights based approaches. 
  • Experience in policy advocacy, development of national strategies and guidelines, and engagement with government health systems; familiarity with the Timor-Leste health sector context is a strong asset.
  • Demonstrated strategic thinking skills, good coordination, and communication skills.
  • Results-based programme management experience, with a particular focus on strategic planning and capacity building.
  • Prior experience in the UN system is an asset.
  • Demonstrated ability to work in a team.

Fluency in English and Tetum is required. Working knowledge of Portuguese would be an advantage.
