Mozambique is highly susceptible to weather-related hazards and climate change, ranking third among African countries affected. Over the past four decades, it has endured over 80 types of hazards, including floods, droughts, earthquakes, epidemics, and tropical cyclones, exposing over a quarter of its nearly 30 million inhabitants to these risks. Cyclones pose the greatest recurrent threat, particularly in coastal areas like Cabo Delgado, Nampula, Zambézia, Manica, and Sofala, affecting up to 2 million people. Recent events, such as Cyclones Idai and Kenneth in 2019, caused significant casualties, displacement, and infrastructure damage. These disasters disproportionately impact women and children, exacerbating gender inequalities, vulnerability to gender-based violence, early pregnancies, and child marriages due to economic hardships and reduced security. To enhance resilience, a gender-responsive disaster risk reduction (DRR) approach is crucial. Moreover, Mozambique faces additional challenges to effective disaster risk reduction, including a rise in violent attacks by insurgent groups, primarily in Cabo Delgado.
These incidents, ongoing since 2017, have resulted in civilian casualties, displacement, and recruitment of youth into armed groups, contributing to insecurity. Tensions also exist between political parties in other vulnerable provinces like Sofala and Manica. The convergence of disaster, conflict, and economic shocks, necessitates a coordinated approach to disaster risk reduction, humanitarian aid, development, and peacebuilding to build lasting resilience and peace.
Based on this context, UNDP is implementing a project together with Korea International Cooperation Agency (KOICA) and the Government of Mozambique that will address the pressing need to build resilience of communities to multiple risks, with an emphasis on pressing risks related to disasters and conflict, while bridging the gap with humanitarian response and recovery. The project, to be implemented by the unit for Environment, Natural Resource Management, Climate Change, and Disaster Resilience, will support capacity development of the government at the national and local level, emphasizing the needs of women and youth with engagement of the civil society. Leveraging on the disaster risk reduction, social cohesion and humanitarian-development-peace nexus, the project will seek to support two main areas: 1) strengthening risk governance mechanisms, including for a multi-dimensional risk analysis, to ensure a coherent policy and programmatic approach; and 2) Improving community resilience to disasters and conflict through community engagement to leverage local knowledge in resilience building and conflict prevention.
Against this backdrop, the project is seeking to recruit a dedicated and motivated Procurement Analyst. This crucial role will play a pivotal part in facilitating the procurement process, ensuring the timely and efficient acquisition of essential resources and services needed for the project's successful implementation.
Under the direct supervision of the CO Head of Procurement and close coordination with Head of Environment, Climate Change and Resilience (ECR) Unit, the Procurement Analyst will be responsible for the effective delivery of procurement services for the project, in order to obtain the best value for money. The Procurement Analyst will manage all the procurement related to the project and provide solutions to a wide spectrum of complex issues related to Unit. The Procurement Analyst will promote a collaborative, client-focused, quality and results- oriented approach in all tasks. The Procurement Analyst will work closely with the Operations, Programme and project teams in the UNDP CO, UNDP Regional and HQs as necessary, as well as with Government officials, to successfully deliver procurement services.

- Support and strengthen Procurement Capacity within the ECR Unit portfolio.
Responsibilities

- Develop and implement internal controls to establish a client-oriented procurement management system for the Disaster Resilience and Social Cohesion project, and extend support to other projects within the ECR Unit in coordination with the procurement Unit;
- Ensure implementation of the CO Standard Operating Procedures (SOPs) and control the workflows in the Unit in coordination with the procurement rules and regulations;
- Develop and implement cost-saving and reduction strategies;
- Conceptualize, elaborate, and implement contract strategies, including tendering processes, contractor evaluation, and contract negotiations;
- Oversee risk assessment and legal considerations related to procurement processes of the project/Unit;
- Contribute to the development and implementation of the strategic procurement approaches, including sourcing strategy, supplier evaluation, customer relationship management, and e-procurement tools.
- Lead the timely preparation and implementation of procurement plans for the Disaster Resilience and Social Cohesion project and extend support to other projects within the ECR Unit; ensure it is consolidated within the CO procurement plan;
- Establish a robust monitoring system for procurement processes, ensuring compliance with UNDP procurement rules and regulations;
- Organize and execute of RFQs, ITBs, and RFPs, including bid evaluation and contract negotiations;
- Submit the ECR procurement cases to the Contract, Asset and Procurement Committee (CAP) and Advisory Committee on Procurement (ACP) upon the Head of Procurement Unit clearance;
- Manage procurement contracts and oversee purchase order approvals in Quantum as delegated;
- Ensure effective internal controls for procurement activities, addressing budget errors and ensuring smooth transaction flows;
- Implement and supervise procurement process monitoring systems to identify and mitigate deficiencies;
- Promote and implement harmonized procurement services and joint procurement initiatives within the ECR Unit.
- Development and management of the rosters of suppliers, elaboration of supplier selection and evaluation criteria, quality and performance measurement mechanisms;
- Implementation of e-procurement module;
- Implementation of the internal control system which ensures that Purchase orders are duly prepared and dispatched;
- Timely corrective actions on POs with budget check errors and other problems;
- Presentation of reports on procurement for the project/unit;
- Ensures organization of logistical services focusing on achievement of the following results: arrangement of shipments, vehicle rental, conference facilities arrangements surveys.
- Provide support to unit members on diverse technical evaluations within procurement procedures;
- Deliver training sessions on various Enterprise Resource Planning (ERP) solutions and platform/dashboard usage;
- Foster seamless knowledge transfer to newly appointed team members, facilitating their integration and proficiency;
- Synthesis of lessons learned and best practices in procurement;
- Closely follow up with ECR for timely closure of purchase orders upon completion.
The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.
Reporting primarily to the Head of Environment, Climate Change and Resilience (ECR) Unit with a secondary reporting line to the Head of Procurement Unit, the Procurement Analyst will play a pivotal role in efficiently managing daily procurement operations. The incumbent will meticulously coordinate procurement activities, ensuring seamless adherence to established guidelines and regulations, both for the Disaster Resilience and Social Cohesion Project and in support of the ECR Unit.

Requirements
~1 min read- Advanced university degree (master’s university degree or equivalent) in Business or Public Administration, Finance, Economics or other social science related field is required, OR
- A first-level university degree (bachelor’s degree) in the above fields in combination with additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.
- CIPS level 3 is highly desirable for this position and candidates holding this level at the time of application will have a distinct advantage. If the desired certification is not available at the time of recruitment, it should be obtained within one year of recruitment. Candidates holding a CIPS certification at any level below at the time of application will have a proportionate advantage.
- Applicants with a master’s degree (or equivalent) in a relevant field of study are not required to have professional work experience. Applicants with a bachelor’s degree (or equivalent) are required to have a minimum of two (2) years of relevant professional work experience progressively in public sector procurement management at the national or international level;
- Experience in the usage of computers and office software packages (MS Word, Excel, etc) is desired;
- Advance knowledge of automated procurement systems is desired;
- Experience in handling of web based management systems is desired;
- Knowledge of UN procurement procedures; or of public procurement principles is an asset;
- Demonstrated ability to work effectively in the team, delivering through and with others is an asset;
- Training and/or certification in procurement and supply chain management would be considered an asset;
- Ability to create clarity around UNDP Value proposition to beneficiaries and partners and to develop service offers responding to client needs based on UNDP’s organizational priorities and mandate;
- Experience in the UN and/or UNDP procurement rules and procedures is an asset;
- Experience in Quantum is desired.
- Fluency in English and Portuguese is required.
- Specialized training in procurement CIPS Level 3 is desired.
