The 2030 Agenda for Sustainable Development recognizes the critical role of youth in achieving the Sustainable Development Goals (SDGs) and calls for decisive action to address the economic, social, and political barriers that limit young people’s inclusion. UNDP Indonesia places youth at the center of its development agenda, recognizing young people as key drivers of economic, social, and environmental transformation. Through its country programme, UNDP focuses on equipping youth with future-ready skills, expanding access to quality education, decent work, and entrepreneurship, and strengthening youth participation in decision-making, particularly in the green and digital economy transitions.

Indonesia stands at a pivotal moment in harnessing its demographic dividend. In 2024, 64.22 million young people aged 16–30 years old, representing 24 percent of the population, underscore the strategic importance of youth in realizing Indonesia Emas 2045. In line with the Government of Indonesia’s Asta Cita, where youth empowerment is identified as the fourth national priority, and guided by the RPJMN 2025–2029, UNDP Indonesia remains committed to advancing youth economic empowerment. Through integrated policy support, innovation, and partnerships with government, the private sector, and civil society, UNDP ensures that youth, especially those in vulnerable situations, are not only beneficiaries of development, but active leaders shaping inclusive, resilient, and sustainable development pathways through implementation of: Youth Ultra Micro Entrepreneurship Empowerment (YUMEE).

Initiated with Temasek Foundation in 2025. The initiative aims to empower 400 young women-owned ultra-micro enterprises (UMEs) and 100 university students (age 18 -30) in rural Indonesia from April 2026 - March 2028. Where the project enhances their access to finance, business skills, and digital toolsAs well as equipping them with the resources and knowledge to sustain and grow their businesses, driving inclusive local economic development.

Youth Digitalization for Employability and Entrepreneurship Program (YDEEP)

Branded as Skill Our Future, this Asia-Pacific initiative, jointly led by UNDP, Microsoft, and the Islamic Development Bank (IsDB) aims to create inclusive digital pathways that enhance youth employability while enabling young people to thrive as globally engaged citizens contributing to the sustainable development of their communities and beyond. With a strong focus on reaching 13,000 youth from underserved communities starting in August 2025 to December 2027, the initiative equips participants with in-demand 21st-century and digital skills, including artificial intelligence (AI) fluency, to support successful transitions into decent and gainful employment. In parallel, the programme supports youth entrepreneurship by providing targeted resources that are expected to generate at least 350 internship placements and work-based learning opportunities. Responding to this need, UNDP Indonesia will recruit a Technical Analyst for Youth Empowerment Initiatives who will serve as the focal for youth empowerment, mainstreaming of youth into country office portfolio, lead youth-led programmes addressing the county’s pressing issues and needs, and facilitate fostering youth contribution to SDGs through forging partnerships and collaboration among youth groups in Indonesia.

  • Ensure and coordinate the implementation of YUMEE, YDEEP, and others youth related projects at UNDP Indonesia;
  • Provision of input for the Human Development and Resilience Governance unit on the needs for evaluation based on the donor agreements;
  • Analysis based on data collection for the evaluation process as necessary and requested by independent evaluators;
  • Supervise project team and coordinate with project board and the stakeholders to ensure smooth conduct of the evaluation;
  • Support to mainstream youth empowerment within UNDP country office to support collaboration and enhancement of country office portfolios;
  • Provision of high quality of data and strategic inputs for improving the existing youth empowerment activities;
  • Timely implementation of evaluation recommendations;
  • To make sure implementation of gender equality accountability framework and Gender equality Results Based management at project level i.e. performance management, gender marker assignment in web-based system, reporting, etc.
  • Assist in maintaining strategic partnerships with key development partners in government, private sector, civil society, and academia to garner the resources and support required for an effective portfolio;
  • Provision of support in strengthening cooperation with key stakeholders;
  • Support the communication of the Democratic Governance programme/projects in order to facilitate resource mobilization from various sources such as global trust funds, bilateral donors, and the private sector;
  • Facilitate information sharing and dialogue within the donor community.
  • Contribution to the implementation of Evaluation Knowledge Management and Learning Strategy;
  • Established system and updated documentation of research reports, studies and evaluations are maintained. This includes the collection and documentation of relevant reports from government research bodies, national and international agencies, etc;
  • Facilitation and participation in results-oriented monitoring and evaluation training efforts;
  • Effective contribution to the network for youth mainstreaming learning and knowledge sharing;
  • Ensure that key programme and project results data and promotional material are available to showcase the progress, achievements and impacts of UNDP’s work in the Youth Empowerment area.
  • Human rights and gender equality is prioritized as an ethical principle within all actions;
  • Activities are designed and implemented in accordance with “Social and Environmental Standards of UNDP”;
  • Any kind of diversities based on ethnicity, age, sexual orientation, disability, religion, class, gender are respected within all implementations including data production;
  • Differentiated needs of women and men are considered;
  • Inclusive approach is reflected within all actions and implementations, in that sense an enabling and accessible setup in various senses such as disability gender language barrier is created;
  • Necessary arrangements to provide gender parity within all committees, meetings, trainings etc. introduced.

The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

The Technical Analyst for Youth Empowerment Initiatives will work under the overall guidance and supervision of Democratic Governance Lead of Human Development and Resilience Governance Unit to overlook the implementation of Youth Empowerment Initiatives, including to mainstream youth into country office portfolios.

To successfully advance UNDP's youth empowerment program in Indonesia, the Analyst will collaborate closely with UNDP's operations, finance, and communication units. The incumbent will also liaise with local and national government bodies, regional bureau and HQ focal points, senior management, international development partners, financial institutions, and civil society organizations. Additionally the Analyst will supervise project team members.

  • Advanced university degree (master’s degree or equivalent) in Public Policy, Economics, Finance, International Relations, or other related fields is required; or

  • A first-level university degree (bachelor’s degree) in the areas mentioned above, in combination with two (2) additional years of relevant professional experience, will be given due consideration in lieu of a master's degree.

  • Applicants with a master’s degree (or equivalent) in a relevant field are not required to have prior professional work experience.
  • Applicants with a bachelor’s degree (or equivalent) are required to have a minimum of two (2) years of relevant professional experience in programme/project management in the domains of Youth Entrepreneurship or Youth Upskilling & Reskilling, or Youth on Climate Action.
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.), advance knowledge of spreadsheet and database packages;
  • Experience working with UNDP or other UN agencies on programming related to sustainable development and the SDGs.;
  • Demonstrated experience in designing, monitoring, or managing youth empowerment portfolios;
  • Proven track record of experience in mobilizing resources/building strategic partnerships across government, the private sector, or civil society;
  • Experience of working with the financial institutions, development partners, universities, venture capitals on innovative finance or impact investment;
  • Experience in impact investment, emerging markets, and developing economies;
  • Experience in supporting the administration of Learning Management Systems or digital learning technology;
  • Experience in a supervisory or team leadership capacity including the ability to guide project teams, oversee implementing partners, or coordinate complex evaluation processes with project boards and independent evaluators.
