  • Reports to Power Plant Manager/Power Plant Supervisor 
  • Performs hands on routine inspection, preventative maintenance, condition monitoring, troubleshooting, corrective and emergency repairs on power plant electrical production and distribution systems, associated local control systems and PULSE/SCADA system with computer servers and interface controllers in working order. Diagnose problems and then repair/replace defective parts as required 
  • Performs hands on electrical maintenance and repair of power production electrical and mechanical and auxiliary systems of power generation facilities operating at 5-85Mw and greater total output with diesel driven prime movers 
  • Performs hands on inspections, operates, and maintains the paralleling and main medium voltage switchgear systems, with local and remote monitor and metering capabilities, SCADA and PLC control systems, alarm response to ensure maximum system reliability 
  • Performs hands on inspections, operates, maintains and tests fuel receiving and distribution system including tanks, pumps, leak detection, fuel distribution and inventory, scheduling orders, and reporting 
  • Performs hourly genset, feeder readings and records readings on required documentation 
  • Inspects gensets for leaks and poor running condition. Annotates any faults found in required documentation  
  • Submits daily, weekly, monthly power plant/electrical distribution reports and CDRLs to Power Plant Manager/Supervisor 
  • Inspects operational activities for safety precautions and instructs employees against occupational hazards. Responsible for employee conduct and compliance with all safety policies, regulations and compliance with all OSHA and NFPA requirements 
  • Coordinates environmental testing, required permitting and compliance activities with the US Military/Prime Contractor designated representative. Responsible for operation of the power generation facility within all environmental and regulatory requirements and constraints 
  • Maintains technical library and record-keeping which documents all procedures necessary to accomplish assigned responsibility-daily/weekly/monthly reports, LOTO records, sanctions to test, permits to work, switching programs, hourly check sheets, meter readings, equipment service/maintenance/inspection/testing documents, black start procedure, etc. 
  • Responsible for facility custodianship of work area, hand, power, and shop tools 
  • Responsible for power plant communications activities to include generator mechanics, power plant operators, MV electrical team  
  • Attend/participate in department meetings 
  • Be able to articulate concerns and forward to Power Plant Manager/Supervisor 
  • Responds to emergency calls regarding power generation equipment breakdowns and unit outages. Ability to interpret and apply required corrective action with data readings and results of equipment checks to identify equipment or process problems and take appropriate responses to correct or resolve problems 
  • Single point of communication between Power Plant and MV distribution Manager/team leader during power plant/distribution switching activities, energizing/de-energizing feeders, distribution fault finding, etc. 
  • When workload/mission/staffing levels dictate, assist with daily Power Plant operations to include bringing online/offline gensets, synchronizing/paralleling gensets, taking hourly generator readings, fueling in power plant environment, electrical distribution installation/maintenance, facility maintenance, housekeeping  
  • When workload/mission/staffing levels dictate, assist with MV/LV electrical/Power Plant operations teams with installation/removal of electrical distribution equipment 
  • Ensure required documentation/reporting is submitted in a timely manner  
  • Request/retrieve service/maintenance/repair parts/components from Prime Contractor Consolidated Material Warehouse and transport to powerplant service/repair location  
  • Attend/deliver daily Safety meetings/stand downs IAW with VGS and Prime contractor policies 
  • Most senior Power Plant Operator/Team leader for power plant equipment within power plant environment at assigned work location  
  • Take ownership of Power Plant to ensure repairs, maintenance, overhauls, etc. are performed with utmost of quality/safety in mind and IAW manufacture's service/maintenance recommendations  
  • Assist Prime contractor Procurement/Materials staff with acquiring repair parts/consumables by supplying Genset model data, part numbers, descriptions and technical oversight when required 
  • Willingness to attend formal OEM specific genset and/or controls training  
  • Accountability for power plant staff, tools, manuals, and equipment status-FMC/NMC 
  • Ensure less experienced members of power plant operation team are performing services/minor repairs to high quality standards and IAW manufacture's recommendations 
  • Ensure power plant staff are performing service/maintenance/repair duties IAW US Military, Prime Contractor, Host Nation and VGS Environmental/Hazmat policies and procedures  
  • Attend VGS EHS (Electrical Health & Safety) training and establish a status of CP (Competent Person), AP (Authorized Person)or SAP (Senior Authorized Person)  
  • Operate/perform within the behavioral guidelines/policies/procedures put forth by USG, US Military Command, Host Nation, Prime Contractor and VGS  
  • Duties will involve work outdoors with a potential exposure to tropical climatic conditions including frequent rainstorms, high humidity and temperatures up to 95°F degrees in the summer months 
  • Must be able to work overhead with arms raised for extended periods  
  • As directed by the Supervisor  

Requirements

  • Must have computer skills and be able to cooperate with a variety of computer programs.
  • Must be able to speak, read and write English fluently
  • Must maintain a valid driver’s license from their home country with validity for 12 months from on-site employment date
  • Must maintain a valid passport from their home country with validity for 12 months from on-site employment date.  Passport must have a minimum of 6 blank pages prior to OCONUS mobilization.
  • Must satisfy the USARPAC Force Health Protection Guidance medical requirements for INDOPACOM prior to OCONUS mobilization, must be able to maintain a Medically Qualified (MQ) rating on an annual basis.
  • Must meet the Republic of the Marshall Islands (host nation) COVID-19 entry requirements; COVID-19 vaccination(s), fully inoculated and Booster.
  • Must be CAC eligible and able to gain and maintain authorized US military installations.

  • Must be CAC eligible 
  • Must have a minimum of 3 years of experience in inspecting, operating, monitoring, maintaining, and repairing multi-diesel driven generator power generation facilities with an output capacity of 5-85Mw or greater 
  • Hands on inspect, test, and repair components of electrical systems to include generators, transformers, transfer switches, switchgear, PLC controls, and fuel monitoring and delivery systems 
  • Ability to follow troubleshooting procedures and use deductive reasoning to isolate the fault; and provide step by step feedback on all steps taking 
  • Able to take specific verbal and written directions and carryout directions from the supervisor. Decisions made are covered by specific, well-established work methods and procedures 
  • In the event problems arise, operators at this level are able take corrective action in accordance with instructions or notify their supervisor 
  • Experience in providing prime power O&M Services to clients 
  • Must be familiar with the Fundamentals of Electrical Safety based on NFPA 70E standards  
  • Knowledge and experience regarding occupational hazards for electrical and mechanical trades, related safety practices, and skill required for the installation, maintenance, and repair of power generator systems and equipment 
  • Basic knowledge and trained with current certification of First Aid & CPR 
  • Must rescue an injured victim from an electrical conductor 
  • Must know Lockout/Tagout Procedures 
  • Experienced in working with other technical staff 
  • Proactive nature and strong interpersonal skills in collaborating, communicating and working with (1) Senior managers and staff (to include Site management team), (2) Local and International subcontractors; (3) US Military representatives; and (4) Local officials as required 
  • Must be willing and able to perform physical activities including heavy lifting, climbing in and out of equipment, crawling and working outdoors. Must be willing and able to lift and move items, part assembles and equipment up to the safety regulation maximum 
  • Must have knowledge of use and proper application of Personal Protective Equipment 
  • Must be able to demonstrate general knowledge of industrial safety and environmental regulations, including compliance with OSHA and NFPA70E requirements, personal protective equipment uses and lock out tag out procedures for electrical, mechanical and fluid systems and controls 
  • Ability to read, comprehend/understand and apply information contained in manufacturer equipment manuals, facility document including drawings and specification, operation and maintenance manuals, standard operating and emergency response procedures, material safety data sheets, etc. 
  • Ability to interpret and apply required corrective action with data readings and results of equipment checks to identify equipment or process problems and take appropriate responses to correct or resolve problems 
  • Specific understanding and knowledge of power generation equipment startup and shut down and basic equipment maintenance procedures as they relate to the power generation equipment and/or auxiliary operator  
  • Experience using all types of hand and power tools, shop equipment such as hydraulic presses, drill presses, hydraulic, electric or pneumatic lifting devices, etc.
  • Experience using all types of measuring devices such as Vernier calipers, micrometers, dial bore gauges, etc  
  • Must have oral and written communication skills sufficient to produce written reports/CDRLS for submittal to Power Plant manager/supervisor, Prime Contractor, US Military and to brief management on project status 
  • Intermediate skill level with Microsoft Word, Outlook and Excel is required, high level is preferred 
  • Minimum 3 years as Power Plant Lead Operator or equivalent 
  • Provide Certificates and/or willingness to attend formal training 
  • Great interpersonal skills.
