We are looking for an experienced Chief Accountant to take full ownership of statutory accounting and tax compliance in Uzbekistan. The role is responsible for ensuring accurate and timely accounting, payroll, tax, and statutory reporting in line with local legislation and company policies.

The successful candidate will play a key role in maintaining strong financial controls, supporting audits, managing relationships with tax authorities and other external stakeholders, and ensuring the company remains fully compliant with local regulatory requirements.

The Uzbekistan local entity supports a portfolio of approximately 6–7 active projects, with around 50 full-time employees and approximately 10 contractors engaged in ongoing operations. The business also works with import and export operations, including cross-border services, transactions with non-residents, foreign currency settlements, and related documentation. This requires strong local accounting, tax, VAT, currency control, and reporting discipline, as well as effective coordination with clients, vendors, banks, auditors, tax authorities, customs-related stakeholders, and regional finance teams.

Requirements

·        Minimum 5 years of total accounting experience, including at least 3 years in a Chief Accountant position in Uzbekistan.

·        Strong knowledge of Uzbekistan legislation in accounting, taxation, currency regulation, and statutory reporting.

·        Proven experience preparing and submitting financial, tax, statistical, and regulator-facing reports.

·        Strong payroll administration capability for local employees, expatriates, and civil law contracts.

·        Practical experience in VAT and corporate income tax, export and import of services, and interactions with tax authorities, banks, auditors, and inspections.

·        Russian: fluent, mandatory.

·        English: minimum B2 level, including business correspondence, contracts, and communication with foreign counterparties.

Responsibilities

·        Maintain full ownership of statutory accounting and tax accounting for the Uzbekistan legal entity in accordance with local legislation and company requirements.

·        Ensure accurate accounting for payroll, fixed assets, inventory, services, settlements with customers and suppliers, bank and cash operations, and primary documentation.

·        Prepare and submit statutory, tax, statistical, and other regulator-facing reports on a timely basis.

·        Manage monthly, quarterly, and annual closing activities for local statutory books, including reconciliations, accruals, provisions, and supporting schedules.

·        Administer payroll accounting for local employees, expatriates, and contractors, including payroll taxes, social contributions, leave accruals, and related reporting.

·        Oversee VAT and corporate income tax accounting, including transactions with non-residents, export and import of services, withholding tax matters, and supporting documentation.

·        Support accounting and tax treatment for import and export operations, including foreign currency settlements, customs-related documents, cross-border service transactions, and compliance with local currency control requirements.

·        Ensure proper review, storage, and control over primary accounting documents, contracts, acts of completion, invoices, electronic invoices, bank documents, and other supporting records.

·        Coordinate with tax authorities, banks, auditors, statistical authorities, customs-related stakeholders, clients, vendors, and internal finance teams.

·        Support internal and external audits, tax inspections, and other regulatory reviews by preparing explanations, reconciliations, and supporting documentation.

·        Monitor changes in Uzbekistan accounting, tax, payroll, currency control, and statutory reporting requirements and assess their impact on the entity.

·        Maintain effective internal controls over statutory accounting processes, tax compliance, payments, documentation, and reporting deadlines.

·        Support project teams and management with finance-related queries, including contract documentation, tax implications, payment documents, and local compliance matters.

·        Work with regional and corporate finance teams to ensure alignment between local statutory accounting, management reporting, and company policies.

·        Identify opportunities to improve accounting processes, documentation flow, electronic reporting, and coordination between finance and project teams.

·        Higher education, preferably a Bachelor’s or Master’s degree in accounting, finance, or economics.

·        Additional professional certifications or courses such as ACCA, DipIFR, CAP/CIPA, or similar are an advantage.

Medium: understanding and compliance with occupational health and safety standards, company internal policies, and procedures.

·        Advanced MS Office user, including Excel formulas, pivot tables, Word, and Outlook.

·        Confident user of 1C: Accounting v.8.3 for statutory accounting.

·        Experience working with electronic reporting systems, including tax portals and electronic invoices.

·        High level of responsibility and attention to detail.

·        Ability to work independently and make informed decisions.

·        Strong communication skills and ability to interact with management and internal departments.

·        Team player, able to effectively manage and collaborate with the accounting team and other functions.

·        Stress resilience and ability to work under tight deadlines.
