Project: EIB Greening Financial Systems Technical Assistance Programme (GFS TA)

The Greening Financial Systems Technical Assistance Programme (GFS TA) is an EIB flagship initiative focused in supporting regulators and financial intermediaries in creating an enabling environment to catalyse funding and integrating climate risk in the investment process. The GFS TA Programme is structured into two vertical components, offering advisory and tailored support to amplify climate action to central banks, regulators, and financial intermediaries.  Component 1 focuses in supporting central banks and financial supervisors in addressing climate risk and green financing. Component 2. Supporting financial institutions in scaling up green financing. A transversal component is aimed at improving green finance capacities, fostering knowledge sharing among FIs, central banks and regulators, as well as raising awareness. The GFS TA Programme is embedded in the EIB investment cycle, providing advisory and lending in ten focus countries in Africa and Eastern Europe. 

The GFS TA Programme is funded by the International Climate Initiative (IKI) Fund whose first contributor is the German Federal Ministry of Economic Affairs and Climate Action (“BMWK”). The Programme is implemented by the EIB, in close coordination with the NDC Partnership. 

For country- 

Core areas of expertise required for the assignment include:

  • Blended finance and guarantee structuring, including Partial Portfolio Guarantees;
  • Portfolio-level risk modelling and capital impact analysis;
  • Green financial product design and operationalisation;
  • Environmental and technical validation of energy efficiency and renewable investments;
  • MSME advisory, aggregation models, and cooperative finance;
  • Marketing and communication expertise;
  • Integration of gender and inclusive finance considerations;
  • Monitoring, reporting, and environmental impact measurement.

Senior Non-Key Experts, who will provide targeted technical depth across critical elements of the assignment, including:

  • Guarantee modelling, portfolio risk analysis, and capital impact assessment;
  • Technical assessment and verification of energy efficiency and renewable energy investments;
  • Marketing and awareness raising support to target sub-borrowers both within and outside of the current PFI client base;
  • segment-specific financial structuring for MSMEs, mid-caps, and cooperative models;
  • pipeline mobilisation and transaction support for MSMEs and cooperatives; and
  • development and application of impact measurement and reporting methodologies.
  • Senior International Lead Engineer – Preferably with 15 years’ international project experience, including overseeing the work of a team of engineers; Preferably prior experience in green finance facilities with DFIs;
  • Senior International Lead Green Finance Specialist - Preferably with 10 years’ proven technical experience in industrial/agricultural/building/residential/corporate energy and material efficiency, and/or renewable energy including related financing schemes;
  • Senior Local Senior Gender Expert – Preferably with 10 years of experience in the field of gender and economics; with experience conducting gender focused projects with financial institutions, such as women’s entrepreneurship and women’s access to finance, climate change, development, microfinance, or SME finance;
  • Senior Local Lead Marketing and Communication Specialist - Preferably with 10 years’ experience in developing marketing strategy and marketing tools offline and online;
  • Senior/Junior Local Senior Pool of Engineers (Assessment) - Preferably 15/5 years’ international project experience, including overseeing the work of a team of engineers; Knowledge of regulations applicable to Jordan (energy performance, building design, health, and safety, etc.) and the market context of the agricultural-, industrial-, commercial-, and residential sectors;
  • Senior/Junior Local Senior Engineer (Verification) Preferably 10/5 years’ experience with energy audits and green technologies, with strong background in renewable energy, energy efficiency, climate adaptation and resilience measures. Proven track record in implementing financial programs focused on climate adaptation and resilience measures;
  • Local Junior Pool of Engineers At least 5 years’ professional project experience related sustainable energy projects, including: (i) conducting energy audits, (ii) assessment of project investment plan including its risks and mitigation strategy, (iii) commercially based sustainable energy projects financing, and (iv) calculation of energy savings and greenhouse gas emission reduction for such projects;
