DAI is seeking a senior-level Occupational Health and Safety (OHS) Lead for the MCC-Management Oversight, Social and Environmental Support (MOSES) contract. This is an initial 18-month assignment, with the possibility of five additional option periods of 12 months each, and is based in Freetown, Sierra Leone.
The Millennium Challenge Corporation (MCC) and the Government of the Republic of Sierra Leone signed a Millennium Challenge Compact on September 27, 2024, valued at USD $480 million. The Compact aims to reduce poverty and promote economic growth in Sierra Leone by strengthening the country's electricity sector. It consists of three projects: (i) the Transmission Backbone Project, which expands Sierra Leone's electricity transmission network; (ii) the Distribution and Access Project, which improves the reliability of electricity supply and expands access in selected communities; and (iii) the Power Sector Reform Project, which improves the financial sustainability, governance, and performance of the electricity sector. The Management Oversight, Social and Environmental Support (MOSES) contract supports MCA-Sierra Leone, the Government of Sierra Leone, and the Compact's implementing entities, including the Electricity Generation and Transmission Company (EGTC), the Electricity Distribution and Supply Authority (EDSA), the Electricity and Water Regulatory Commission (EWRC), and the Ministry of Energy. Ultimately, the Compact aims to benefit Sierra Leonean citizens through improved access to reliable and affordable electricity.
Responsibilities
~2 min readThe OHS Lead will oversee all health and safety oversight activities within the MOSES scope. This includes developing and maintaining the HSE Management Plan, reviewing Contractors' OHS sub-plans and Job Hazard Analyses (JHAs), conducting health and safety audits of project sites, and providing technical OHS guidance to MCA-SL and implementing entities. The role requires both strong technical OHS expertise and the ability to manage complex contractor relationships in a challenging field environment.
- →Lead the development and finalization of the MOSES Health, Safety, and Environmental (HSE) Management Plan, ensuring alignment with IFC Performance Standards and World Bank Environmental, Health and Safety Guidelines.
- →Review and provide technical oversight of Contractors' OHS sub-plans, including Job Hazard Analyses (JHAs), Emergency Preparedness and Response Plans (EPRP), and construction safety procedures.
- →Conduct regular OHS audits and site inspections across all Compact project sites, documenting findings and tracking corrective actions.
- →Develop and deliver OHS training programs for Contractor personnel, MCA-SL staff, and implementing entity counterparts (EGTC, EDSA).
- →Monitor and report on health and safety performance indicators across all project sites, including incident statistics, near-miss reports, and corrective action status.
- →Advise MCA-SL on compliance with Sierra Leone's OHS regulatory framework, including liaising with relevant government agencies.
- →Coordinate with the Environmental and Social Lead on the integration of OHS requirements into the ESMS and Contractors' CESMPs.
- →Finalize the Emergency Preparedness and Response Plan (EPRP) as part of the ESMS framework.
- →Provide OHS-related inputs to Quarterly Progress Reports and the Base Period Closure Report.
- →Investigate and report on workplace accidents, incidents, and near-misses in accordance with MCA-SL and MCC requirements.
Requirements
~1 min read- A degree in Occupational Health and Safety, Industrial Hygiene, or a related field such as biology, chemistry, or engineering;
- A minimum of 8 years of professional experience in health and safety management on large-scale infrastructure projects;
- Proven experience in developing and implementing health and safety plans, conducting risk evaluations including Job Hazards Analysis (JHA), establishing safe work procedures, and conducting health and safety audits;
- Demonstrated experience managing and providing OHS oversight for construction activities on infrastructure projects of similar size and complexity;
- Experience applying international good practice in occupational health and safety management — including IFC Performance Standards, World Bank Health and Safety Guidelines, or equivalent standards — on a minimum of two projects in the past five years;
- Demonstrated mastery of Sierra Leone's OHS regulatory framework;
- Strong interpersonal and communication skills, with demonstrated ability to work effectively with contractors, government counterparts, and community stakeholders;
- Proficiency in English (written and spoken) required;
- Experience with IFC Performance Standards or other international OHS requirements such as the Equator Principles and World Bank safeguard policies is highly desirable; and
- ISO 45001 or OSHA certification is highly desirable.
