DAI is seeking a senior-level Social Analysis Lead for the MCC-Management Oversight, Social and Environmental Support (MOSES) contract. This is an initial 18-month assignment, with the possibility of five additional option periods of 12 months each, and is based in Freetown, Sierra Leone.
The Millennium Challenge Corporation (MCC) and the Government of the Republic of Sierra Leone signed a Millennium Challenge Compact on September 27, 2024, valued at USD $480 million. The Compact aims to reduce poverty and promote economic growth in Sierra Leone by strengthening the country's electricity sector. It consists of three projects: (i) the Transmission Backbone Project, which expands Sierra Leone's electricity transmission network; (ii) the Distribution and Access Project, which improves the reliability of electricity supply and expands access in selected communities; and (iii) the Power Sector Reform Project, which improves the financial sustainability, governance, and performance of the electricity sector. The Management Oversight, Social and Environmental Support (MOSES) contract supports MCA-Sierra Leone, the Government of Sierra Leone, and the Compact's implementing entities, including the Electricity Generation and Transmission Company (EGTC), the Electricity Distribution and Supply Authority (EDSA), the Electricity and Water Regulatory Commission (EWRC), and the Ministry of Energy. Ultimately, the Compact aims to benefit Sierra Leonean citizens through improved access to reliable and affordable electricity.
Responsibilities
~2 min readThe Social Analysis Lead will direct the social analysis function across all MOSES activities, working closely with MOSES senior leadership. This includes the development and oversight of MCA-SL's Social Analysis and Implementation Plan (SAIP), the TIP Risk Management Plan, and associated training programs. The role ensures that social analysis considerations — including employment equity, counter-trafficking in persons (C-TIP), Sexual Exploitation and Abuse (SEA), and women's economic empowerment — are systematically integrated into project design, resettlement planning, livelihood restoration, and stakeholder engagement activities. The role requires deep expertise in socio-economic analysis, gender integration, and community development, combined with strong capacity for policy-level engagement with MCA-SL, MCC, and GoSL counterparts.
- →Lead the development, implementation, and annual review of MCA-SL's Social Analysis and Implementation Plan (SAIP) in line with MCC Guidance for Developing Social Analysis and Implementation Plans (2025).
- →Develop the TIP Risk Management Plan and associated training programs for Compact projects, consistent with the MCC Counter Trafficking in Persons Policy (2021).
- →Integrate social analysis considerations — including gender equity, employment of women and youth, counter-TIP measures, SEA risk response, and livelihood restoration for women — into project design and implementation frameworks.
- →Conduct and/or oversee socio-economic, cultural, institutional, and policy assessments related to Compact activities, with a focus on poverty, gender, and social inclusion.
- →Provide technical guidance to ensure that resettlement and livelihood restoration programs adequately address the needs and rights of women, youth, and other vulnerable groups.
- →Supervise and coordinate the Social Analysis/TIP Specialist and other relevant team members.
- →Engage with MCA-SL counterparts, the Ministry of Gender and Children's Affairs (MGCA), and relevant NGOs and civil society organizations on social analysis priorities.
- →Contribute social analysis inputs to Quarterly Progress Reports, the ESMS, the Grievance Redress Management Plan, and the Base Period Closure Report.
- →Apply participatory community development methods to facilitate meaningful engagement with affected communities, with particular attention to the voice and agency of women and marginalized groups.
- →Monitor and report on social performance indicators related to C-TIP compliance, gender equity outcomes, and community development.
Requirements
~1 min read- A master's degree, preferably in Social Sciences, or a related discipline including anthropology, sociology, public policy, or equivalent;
- A minimum of 10 years of international experience in the preparation and conduct of social analysis, including socio-economic, cultural, institutional, and policy assessments, as well as poverty analysis focused on broad segments of the population (women, men, youth, rural/urban);
- Extensive experience in promoting employment opportunities for men, women, and youth, and in integrating gender and social inclusion into development project design and implementation;
- Relevant experience integrating social analysis into large-scale infrastructure projects, including addressing Trafficking in Persons, Sexual Harassment and Exploitation (SEA), and incorporating social analysis into resettlement, compensation, and livelihood restoration programs focused on women's participation and economic empowerment;
- Extensive experience working in developing countries, with demonstrated adeptness in applying best international practices and methodologies;
- Experience in participatory community development and advisory methods;
- Social Analysis-related work experience in sub-Saharan Africa is required;
- Proficiency in English (written and spoken) required; and
- Experience working in West Africa and/or Sierra Leone is highly desirable.
