Job Summary & Essential Functions:

Program Manager Fairbanks

Responsibilities, Oversight and Supervision

Provide leadership, oversight, and supervision: of a broad range of services that support consumers from their initial point of contact through enrollment, ongoing service delivery, case management, and administrative compliance.

Manage and coordinate operations: across three departments that share a common goal of enhancing consumer independence and quality of life. Ensure effective collaboration between programs serving individuals with specific disabilities who may benefit from receiving All Three Durable Medical Equipment (DME) Independent Living Advocacy (ILA) services and Consumer-Directed Personal Care Services (CDPCS) support.

Key Responsibilities Including:

Oversee: daily program operations and ensure high-quality service delivery.

Supervise: staff and provide guidance, coaching, and performance management.

Ensure: compliance with federal, state, agency, and program-specific regulations and requirements.

Monitor: consumer services from intake through ongoing support and service coordination.

Facilitate: collaboration between departments to maximize consumer access to available resources and support.

Develop: and maintain processes that promote efficiency, accountability, and positive consumer outcomes.

Support: program growth, quality improvement initiatives, and consumer-centered service planning.

Work Schedule & Classification


This is a full-time, exempt management position. The typical work schedule is Monday through Friday during regular business hours; however, the responsibilities of this role require flexibility to meet organizational and program needs.

The Program Manager Support Specialist is expected to work the hours necessary to effectively fulfill the duties and responsibilities of the position. This may include evenings, and occasional Saturdays, travel, and work hours exceeding 40 hours per week, as needed. The position requires a commitment to ensuring continuous program oversight, staff support, consumer service delivery, and operational effectiveness across assigned departments and programs.

Required Education:

Highschool Diploma and Prefer Certified Nonprofit Management (CM), Institute of Certified Professional Managers (ICPM) or 8 years of Management experience. Credentialing/specialized training in mechanical, electrical, plumbing, etc.

Administrative Skills

Demonstrated ability to oversee program operations, maintain regulatory compliance, manage budgets and reports, supervise staff, coordinate services, maintain accurate records, analyze program data, and effectively communicate with consumers, employees, funding agencies, and community partners. Strong organizational, problem-solving, and project management skills are required, along with proficiency in Microsoft Office and electronic record management systems

Work Authorization:

All positions at Access Alaska, Inc. require successful completion of a State of Alaska and federal name- and fingerprint-based criminal background check prior to the commencement of employment. Employment is contingent upon receiving a valid Provisional Approval or Final Approval through the State of Alaska Background Check Unit.

Employees must maintain eligibility to work under the applicable approval status and comply with all renewal requirements mandated by state regulations. Background check approvals are generally valid for five (5) years, subject to state regulations and program requirements. Recertification must be initiated and completed at least forty-five (45) days prior to the expiration date of the current approval.
