ACRS seeks an on-call Counselor III – Recovery Services (On-Call) who provides as-needed advanced counseling and case management services to support continuity of care within Recovery Services. This role ensures high-quality, culturally humble, and trauma-informed care primarily for the Asian and Native Hawaiian/Pacific Islander (A&NH/PI) communities, while also serving individuals from diverse backgrounds. As a senior-level counselor, the On-Call position provides clinical coverage, crisis response, and team support in the absence of regular staff, upholding the program’s standards and integrity.   COMPETITIVE BENEFITS PACKAGE INCLUDES: Pay range is between $35.95 to $39.99 hourly. Can increase based on experience. Free on site parking available at Main Office. Accrue 1-hour of Sick Leave per every 30 hours worked. Accrual begins on Day-one. Accrued Sick Leave becomes available for use after 60 days of employment. Employee assistance program   Essential Job Functions: Provides integrated and holistic services to meet the range of clients’ behavioral health care needs based on recovery principles. Provides coordinated services in compliance with relevant State, County, and City standards, including meeting expectations of the applicable systems, including mental health, substance use disorder, and/or problem gambling. Expected to meet program performance and/or productivity standards. Coordinates and cooperates with other agencies, organizations, and natural supports on client evaluation, care plans, and follow-up to meet state and agency requirements and to ensure quality care to clients. Prepares progress reports and completion notices and provides them to the courts, probation departments, and referral sources as appropriate. Prepares concise, complete, and accurate progress notes and program documentation according to agency policy and system standards. Completes all of the required documentation and reports relevant to public payors, such as Medicaid and other third party payors, such as private insurers, in a timely manner. Expected to meet program documentation standards. Participates in Agency required and Program recommended training and meetings. Provides guidance to staff by assisting with clinical questions and other issues when the Manager/Supervisor is unavailable. Ensures coaching/guidance to staff adheres to contract requirements and agency policies. Provides supervisory coverage in the absence of the Supervisor. Directs personnel-related inquiries to HR. Provides team backup for case coverage and group facilitation when staff are out of the office, both planned and unplanned. Assists with training new staff and may train and supervise interns as requested.   POSITION QUALIFICATIONS: Education and Experience: Master’s degree in social work or social/behavioral science with two (2) years’ of post-SUDP experience; OR Bachelor’s degree in social science with four (4) years’ of post-SUDP experience OR Associate’s degree in social science with six (6) years’ of post-SUDP experience; AND Active Substance Use Disorder Professional (SUDP). May not have a history of alcohol or other drug misuse for a period of three years prior to employment as a SUDP and not display evidence of misuse of alcohol or other drug while a SUDP Cultural Humility: Ability to provide effective and respectful quality care and services that are responsive to diverse cultural beliefs and practices. Fluency in Asian and Native Hawaiian/Pacific Islander language. Knowledge and Skills:: Ability to: work as a team member with professional and support staff; analyze and draw conclusions from case records; apply casework principles to individual situations; and exercise judgment and organize multiple tasks. Advanced understanding of trauma-informed care principles and the ability to apply evidence-based practices in substance use disorder treatment to support client recovery. Proficient in understanding contract requirements and agency policy/procedure Advanced knowledge and understanding of substance use disorder and its cognitive, emotional, and behavioral impact. Ability to proficiently utilize ASAM, DSM-5, ICD-10 for diagnosis and treatment recommendation and planning. Technical Skills: Effective ability to navigate a personal computer.  Competency in use of the Microsoft Office and other relevant software for word processing, calendaring, e-mail, and data entry.  Efficiently research and perform various tasks via the internet. Additional Requirements: Employee must have a vehicle or reliable transportation to fulfill all job duties. If using a personal or agency vehicle, this includes valid current Driver’s license and must be insurable under agency’s auto policy. If using a personal vehicle, must have current auto insurance. Follows all agency policies and procedures as outlined in the Employee Handbook.   Working Conditions: The position requires regular mobility within the office or workspace, may involve sitting for extended periods throughout the day and the ability to handle objects, tools, or controls. Occasional lifting or moving of up to 20 pounds may be required. May involve tasks where visual acuity is beneficial. This position is on-site only. The noise level in the on-site work environment is moderate.
