Based in NYC strongly preferred but not required.

Delivery cadence and predictability are consistent.
Reliability and incident posture reflect a platform teams can stand behind.
Specific platform-level milestones are hit: A meaningful capability shipped, a compliance milestone reached, and a systemic reliability problem solved.
