The Resource Planning Manager is responsible for the forecasting, scheduling, and
deployment planning of Aviaserve’s workforce across Ramp, Baggage, and Passenger
Services at MIA. Resource Planners across the various departments will report to the
Resource Planning Manager. The post holder is the accountable party for reviewing,
assessing, and approving rosters prior to issuance.
Responsibilities

o Maintain running forecasts of staff from the airport’s seasonal, weekly and
daily flight schedules, as required under Schedule 5 Part 2 (Operational
Information) of the Concession Agreement.
o Model peak periods, ad hoc and unscheduled movements, and the additional
handling demand.
o Keep forecast records available to the Grantor (MIA) on request.
o Produce shift rosters for ramp, baggage and passenger handling staff at all
hours of the 24/7 operation.
o Build an adequate contingency buffer into every roster for sick leave,
unplanned leave and slot movement of +/- 45 minutes from Scheduled Time
of Arrival.
o Ensure supervisory cover is rostered 24/7 for the Ramp, Baggage Services and
Passenger Handling Supervisor roles required by the Concession.
o Monitor and ensure compliance with required rest periods, while ensuring
that Vacation Leave balances are managed appropriately.
o Plan the use of full-time, part-time and (where approved) sub-contracted
staff, ensuring only trained staff are rostered.
o Ensure that all employee training requirements are incorporated into rosters,
ensuring that employees hold the required certifications prior to deployment.
o Own the resource management platform used for live allocation of staff, real?time reassignment and timestamping of turnaround, check-in and gate
activities.
o Produce reports and live data on forecasts, allocations, maintenance and
release schedules for the Grantor on request.
o Monitor deployment against Schedule 5 Service Levels and Service Credit
triggers of the Concession Agreement, investigate shortfalls caused by staff
or asset deficiencies, and adjust plans to prevent recurrence.
o Provide resource data and analysis to support the Head of Operations and
General Manager.
o Maintain accurate records of employees and sub-contracted staff by section,
role, and training history, in coordination with the Training Manager.
o Prior to roster issuance, quantify projected overtime hours and submit them
to the Head of Operations for review and approval.
o Prepare monthly reports analysing rostered overtime hours and month-on-?month trends.
o Prepare a monthly report on SLA failures, identifying trends and resource ?related causes.
o Develop and support initiatives aimed at minimising SLA failures through
effective resource planning and deployment.
o Escalates any resource shortfall or potential operational disruption to the
relevant Area Managers, Head of Operations, and General Manager, as
appropriate, to ensure issues are proactively identified, anticipated, and
addressed.
Requirements
~1 min read- 5+ years in airport ground handling, airline or airport operations
- Previous experience in business continuity planning is essential
- Previous experience in aircraft parking allocation, gate allocation
- Working knowledge of the IATA Airport Handling Manual (AHM) and of ground handling service level agreements
- Experience building shift rosters for a 24/7 operation, including leave and sick cover buffers and part time working planning
- Strong Excel skills and spoken English; able to engage with MIA and airline customer directly
- Eligible to hold an MIA airside security pass and to work in Malta
- Fluent written and spoken English; able to engage with MIA and airline customers directly
o Knowledge of Commission Regulation (EU) 2025/20 on ground handling
organizations.
o Experience with turnaround time-stamping or digital ground operations
platforms.
o Analytical: flight schedules turn into staffing and equipment numbers with
confidence.
o Anticipate: plans for peaks, disruption and growth rather than reacting to
them.
o Organized under pressure: keeps rosters accurate when the operation
changes at short notice.
o Collaborative: works across operations, training, engineering and HR to
make plans stick.
o Commercially aware: balances service level compliance against cost and
overtime.
- Based at Aviaserve Ltd Offices; office-based with regular presence on the ramp, in
the baggage hall and at the terminal.
- Core hours Monday to Friday.
- Subject to MIA airside pass clearance, Airside Safety Awareness Training (SAT) and
renewals, and MIA’s Drug and Alcohol Management Policy (OPS-05).
- The post is entitled to a Continuous Professional Development (CPD) Allowance and
a Mobile Phone Allowance, in line with company procedures
