JOB SUMMARY:

The Commissary Project Manager (PM) is responsible for the day-to-day execution and overall performance of the commissary contract across shelf stocking, Receiving/Storage/Holding Area (RSHA), and custodial services. This position provides leadership to the Assistant Project Manager (APM), supervisors, and staff; ensures work is performed in accordance with the Performance Work Statement (PWS); and uses actual case volume, product mix, staffing levels, and contract requirements to plan, direct, and adjust operations. The PM serves as BAC’s primary onsite operational representative and coordinates day and night operations to ensure required work is completed safely, on time, within staffing expectations, and to quality standards.

ESSENTIAL FUNCTIONS:

Night Operations and Workload Management

• Lead overall operations across shelf stocking, RSHA, and custodial functions to ensure contract requirements and performance standards are met.
• Begin each shift by reviewing inbound case volume, RSHA information, staffing levels, and nightly priorities; conduct brief huddles to set expectations, assign work areas, and reinforce safety.
• Use actual truck case counts, product mix, and BAC’s average productivity expectations to estimate labor needs and to plan nightly work by function (stocking, RSHA support, custodial).
• Adjust staffing and work assignments based on real-time workload, staffing changes, and operational conditions (e.g., shifting associates between functions, re-prioritizing aisles or tasks) based on real-time workload, staffing changes, and operational conditions.
• Coordinate day and night operations to ensure RSHA activity, stocking requirements, and custodial workload are effectively communicated and completed.

Contract Compliance, Quality, and Communication

• Maintain a working knowledge of the PWS and Performance Requirements Summary (PRS) for shelf stocking, RSHA, and custodial operations, and ensure nightly work aligns with those standards.
• Monitor stock rotation, product handling, floor care, restroom servicing, and waste/cardboard/plastic handling during the shift; identify deficiencies and direct timely corrective action.
• Coordinate closely with the Warehouse Supervisor and day leadership to translate daytime RSHA activity and inbound truck volume into realistic night-shift stocking and custodial plans.
• Serve as the primary onsite operational point of contact for Government Quality Assurance Evaluators (QAEs), commissary personnel, and BAC Operations leadership.
• Ensure required contract documentation, case counts, productivity records, quality checks, incident reports, and other operational records are accurate and completed timely.

People Leadership and Training

• Provide leadership to the APM, supervisors, leads, and staff, including setting expectations, monitoring performance, providing coaching, and addressing operational concerns.
• Support interviewing, selection, and onboarding by providing performance input and participating in training plans; make hiring, promotion, and discipline recommendations to management rather than acting independently.
• Train and reinforce expectations around workload awareness, case counts, productivity, safety, rotation, and quality standards, including how product mix affects pacing and labor requirements.
• Promote an inclusive, structured work environment that supports employees with disabilities, including clear instructions, predictable routines, and respectful communication.

Safety, Compliance, and Incident Management

• Ensure compliance with OSHA, DoD, DeCA, installation, and BAC safety requirements, including PPE use, safe equipment operation, hazard communication, and emergency procedures.
• Ensure appropriate training and oversight related to powered industrial trucks and other material handling equipment.
• Ensure incidents involving injuries, near misses, property damage, or safety concerns during the shift are reported promptly and documented using required DeCA and BAC forms.
• Coordinate response to operational disruptions and emergencies, including equipment failures, product recalls, severe weather, and staffing shortages.

Administrative and Performance Monitoring

• Monitor labor utilization, staffing, overtime, productivity, operational costs and address or elevate significant variances.
• Review operational performance indicators such as cases received, cases stocked, productivity, RSHA workload, custodial coverage, quality, and staffing.
• Maintain or oversee operational tracking tools and reports that support workload planning and contract performance.
• Provide BAC Operations leadership with updates on workload, staffing, quality, safety, customer concerns, and contract performance.

Supervisory Responsibility:

• Provide ongoing leadership, training, and follow-up support to the APM, supervisors, leads, and staff
• Identify training needs to maintain a safe, productive, and contract-compliant work environment.
• Ensure employees receive appropriate training in equipment, supplies, safety, and skills required to meet contract requirements.
• Make employment recommendations to Management regarding hiring, promotion, termination, discipline, recognition, and appraisals.

MINIMUM QUALIFICATIONS:

• Associate degree required. An equivalent combination of education, training, and relevant experience may be considered.
• Five (5) years of commissary, grocery, custodial, or comparable experience, including at least three (3) years of supervisory experience.
• Ability to successfully complete required background screening and obtain and maintain access to the military installation and commissary work areas.
• Must successfully pass a pre-employment drug screening.
• Must have reliable transportation and the ability to work a flexible schedule, including evenings, weekends, and holidays, based on operational needs.
• Must possess a valid driver’s license with a driving record that meets BAC standards if driving responsibilities are assigned.

PREFERRED QUALIFICATIONS:

• Associate’s degree in business administration or related field preferred.
• Experience in commissary, supermarket, military, or federal service contract operations.
• Experience working with individuals with disabilities.
• Experience working in disability services or within a multi-division organization.

• Ability to work independently with limited supervision and exercise sound judgment in day-to-day operations.
• Ability to interpret case volume, product mix, staffing levels, and productivity data and translate that information into realistic operational plans.
• Strong verbal and written communication skills, including the ability to respond effectively to inquiries or complaints and present information clearly.
• Strong interpersonal and customer service skills; able to work effectively and professionally with individuals of diverse backgrounds, personalities, and abilities.
• Strong reasoning and problem-solving skills, including the ability to identify issues, evaluate relevant facts, draw sound conclusions, and respond effectively to changing situations.
• Strong administrative and organizational skills, with the ability to manage multiple priorities concurrently while maintaining attention to detail and quality.
• Proficiency with Microsoft Office applications, including Word, Excel, Outlook/email, and related business applications.
• Solid business math skills.

CERTIFICATIONS, LICENSES AND REGISTRATIONS

• Must possess and maintain a valid state driver’s license, satisfactory driving record, and appropriate automobile insurance, if driving duties are assigned.
• OSHA 10 certification required, or the ability to successfully obtain certification within 90 days of hire at company expense.
• Forklift/Material Handling Equipment (MHE) certification required, or the ability to obtain and maintain certification as required by the position.

TRAVEL:

No travel is expected for this position.

WORK AUTHORIZATION / SECURITY CLEARANCE

Must be able to obtain and maintain required military installation/base access credentials and access to commissary work areas.

SAFETY & ENVIRONMENTAL CONDITIONS:

• Working conditions are predominantly indoors. Infrequently it may involve working outdoors with some exposure to heat and inclement weather.
• This position may require work to be performed in a cooler and/or freezer.
• Ability to work in an environment with dust.
• Will need to use any personal protective equipment (PPE) as designated, properly, and consistently.
• Involves exposure to hazardous materials (i.e., cleaning solutions and bio-waste hazards).
• Required inoculations and training provided by the company.

PHYSICAL REQUIREMENTS:

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job:

• Ability to lift and maneuver 40-pound cases of groceries.
• Ability to operate manual and mechanized material handling equipment.
• Full range of motion. Ability to stand, squat, bend, twist, crawl, kneel, climb, reach above shoulders.
• Ability to maintain continuous walking, standing, bending or stooping for extended periods of time.
• Sight required to visually check for merchandising accuracy and damage.
• Ability to hear and respond to internal paging system and warning devices.

SENSORY REQUIREMENTS:

Some tasks require manual dexterity, in addition to visual and hearing acuity.

Availability: Full Time

Salary: Starting at $67,000 per year
