Under general guidance and direction from the Parks Director, performs administrative, supervisory, and maintenance duties in the daily operation of parks facilities.

 

Manages Parks division and supervises full-time and seasonal employees; assists in the hiring and training of Parks Dept. employees; assists with employee evaluations and employee job performance reviews, assists in employee disciplinary actions; assists with timecard management and payroll preparation. Promotes Parks Dept. core values and goals, and ensures maintenance standards are being met at City owned parks, open spaces, properties and facilities, detention basins, and public rights of ways.

Represents the Department Director, as needed at management team, City Council, budget, and public or professional meetings. Presents department related information to City Council and other elected officials. Participates in Professional Association conferences and trainings.

Schedules, assigns, and monitors' full-time Crew Lead and seasonal employee work; develops department policies and priorities, maintenance schedules, parks maintenance projects, park improvement projects, ensures all daily park maintenance needs are completed, i.e. bathroom cleaning, garbage collection, bowery and picnic table cleaning, mowing and trimming, park inspections, playground maintenance and inspections, and provides oversight and assistance for sprinkler system repair and maintenance.

Works with Parks Director to plan for new and improved parks facilities; manages projects under construction; assists in preparation of the Parks department budget; ensures operations and maintenance stay within budget allotments and constraints, supervises preparation of and signs purchase orders for supplies and equipment. Stays current on industry products, advancing maintenance procedures, and new trends or innovations.

Coordinates services and assists with community partner events and programs, i.e., Chalk Art Festival, Coats For Kids Car Show, Handcart Days, Summerfest, Freedom Lights Festival, Farmer's Market, Food Truck League, and Community Garden, etc.

Must be available for emergency callouts with required 30-minute call response time

Under the direction of the Parks Director additional job responsibilities, assignments, or duties may be added or changed at any time.

 

  • Thorough knowledge of parks management and operation standards and best practices, relevant city, state, and federal regulations i.e. Americans with Disabilities Act (ADA), Environmental Protection Agency (EPA), Occupational Safety & Health Act (OSHA); development and implementation of capital improvement plans or projects, and personnel management process.
  • Knowledge of business management.
  • Considerable knowledge of the principles of landscaping, forestry, and a variety of other fields related to parks and related developments.
  • Thorough and working knowledge of sprinkler systems.
  • Proficiency in tree care, pruning and basic arboriculture industry best practices.
  • Knowledge of interactive water feature equipment including chlorination systems, pumps, valves, filtration devices, gauges, etc.
  • Skill in establishing and maintaining effective working relationships with other staff, department heads, other agencies, and the public.
  • Ability to direct, motivate, develop, and evaluate subordinates.
  • Ability to communicate effectively, verbally and in writing.
  • Ability to make well thought out decisions with confidence that are within established City and Division policies and procedures. Able to work calmly under stressful situations with calmness, competence, and appropriate response timing.
  • Ability to work in emergency response settings, work in emergency response teams, and assist with Police, Fire and Emergency organizations as directed.
  • Ability to proficiently operate a personal computer, including word processing software, spreadsheet software, and email; calculator; copy machine; phone; mobile or portable radio; typical park maintenance equipment including connecting and pulling trailers.
  • Ability to lift and/or move up to 50 pounds on a regular basis.
  • Ability to twist, stoop, bend, and climb on a regular basis.
  • Ability to perform other related duties and tasks as directed or required.

 

Requirements

  • Minimum Qualifications may include graduation from a college with a bachelor's degree in landscaping, horticulture, or related field and five to seven (5-7) years of experience in parks maintenance of which 3 years include responsibility in a supervisory or management role or an equivalent combination of education and experience.
  • Successfully pass a background check, a driving record check, and a pre-employment drug test.

 

  • Must possess or be able to obtain a valid Utah Driver's License.
  • Must possess or be able to obtain within 6 months a Non-Commercial Pesticides Applicators License with an Ornamental & Turf and Vertebrate endorsement
  • Must possess or be able to obtain within 1 year a Certified Playground Safety Inspectors (CPSI) license.
  • Must possess or be able to obtain within 6 months a Certified Pool Operators (CPO) license.

 

Benefits

Benefits begin on the date of hire. Bountiful City offers Select Health and PEHP networks, with the choice of Traditional or High Deductible plans on either network. Bountiful pays 100% of the premium for employees (single coverage), 95% of the premium for two-party coverage, and 90% of the premium for family coverage.

Dental and Vision coverage is provided by Renaissance. This coverage is optional and is paid for by the employee. It is effective on the first day of the month following the date of hire.

Group Term Life insurance coverage of two times the annual salary + $10,000 is provided to the employee, $10,000 for a spouse, and $10,000 per eligible dependent. The premium for this coverage is paid by the City. Additional supplemental life insurance may be purchased by the employee.

Eligible employees may elect to enroll in the FLEX$ program offered by PEHP. Employee contributions are made bi-weekly through payroll. Funds can be used to pay for eligible medical expenses (up to $3,300 per year for 2025 and may be spent during a grace period of 75 days) and for dependent childcare expenses (up to $5,000 per year) on a pre-tax basis.

Employees who are enrolled in a High-Deductible plan will receive pre-tax contributions from Bountiful City to fund their HSA. Employer contribution amounts rely on the tier of medical coverage chosen by the employee and are prorated based on date of hire. Annually these amounts are $1000 (single coverage), $2,000 (two-party coverage), and $3,000 (family coverage).

Employees have the option to make bi-weekly pre-tax contributions to their HSA account in addition to the contributions made on their behalf by Bountiful City. HSA contribution limits for 2025 are $4,300 for single coverage and $8,550 for family coverage. These limits include contributions made by the employee and the employer.

Accidental Death and Dismemberment Insurance coverage is provided by PEHP. This coverage is optional and is paid for by the employee. It is effective the first day of the month following the date of hire.

Bountiful City pays the premium for LTD coverage which offers 66.67% salary replacement after a 90 day waiting period.

Employees accrue 3.70 hours of sick leave per pay period and there is no cap on accrual. Employees accrue 3.70 hours of vacation leave per pay period and may carry a maximum of 240 hours. Vacation accrual rates increase with years of service. Employees who meet certain criteria may sell back sick and vacation leave annually.

Employees receive twelve paid holidays a year.

A counseling and consultation service through Blomquist Hale is provided to help employees and eligible family members with a wide range of personal issues. This plan is paid for by Bountiful City and there is no out of pocket expense for the employee to utilize this benefit.

Employees may receive COLA (cost of living adjustment) and/or merit salary increases based on performance evaluations, market adjustments, and/or the availability of funds as allocated by the City Council.

Bountiful City funds a pension plan and/or 401(k) account through Utah Retirement Systems (URS) on the employee's behalf. Specific contributions vary based on hire date and the tier the employee falls under and will be discussed further at the time of hire. For more information, please visit www.urs.org. Presently, Bountiful City makes additional contributions to Tier 2 employees 401(k) accounts to equalize contribution rates with Tier 1 employees.

Employees have the option to contribute to a variety of additional savings account options including 401(k), 457, and Roth IRA. Contributions can be made on a pre-tax or post-tax basis through bi-weekly payroll deductions.
