British Council Payband 6 Contract Type: Indefinite Contract Location: Singapore Closing Date: 10th June 2026 You must have the legal right to work in Singapore at the time of application. Role Purpose: * Responsible for operational delivery of all Facilities Management (FM) services for assigned sites in accordance with all contracted standards & legislation, company policies and procedures. * The postholder will ensure that all aspects of the service delivery are continually monitored, measured and reviewed so that expenses remain within the operational profit and loss (P & L) budget and the financial (savings) targets within the company business plan are achieved or exceeded. Role Context * The postholder will lead on Facilities Management for the Singapore Operations across all sites (currently 3). * They will also oversee elements of Office Services and will be involved in providing clarity to the team and stakeholders on the requirements of core and non-core facilities management and services. * The post requires strong communication skills and Facility Management background expertise. Main accountabilities Facilities Management * Lead on management of developments and programmes for the Singapore buildings we operate within, both from soft and hard FM services perspective, ensuring compliance with Singapore legislation and British Council practices and standards. * Lead on health and safety matters for British Council Singapore ensuring compliance with legislation in local, regional and environmental protection requirements. * Consider service efficiencies and opportunities for cost savings, and present these to the Singapore management as appropriate. * Manage the operational delivery of service contracts for the three sites, including monitoring and evaluating performance of suppliers/contractors and management of contractual amendments. * Ensure FM work orders are created on recurrent basis and assigned to technicians, subcontractors and vendors appropriately, as per the commercial arrangements in place. Responsible for analysing the SG-AllHelpDesk performance reviews and communicating these to the relevant internal and external stakeholders in order to ensure a good level of service delivery. * Responsible for ensuring building lease obligations are met and service charges are appropriate, through regular liaison with landlords and property managers. QHSE * Take personal ownership of Health & Safety and Environmental compliance for areas of responsibility and develop business relationships with internal counterparts (Risk and Security Department and the Environmental Team Unit) and external Singapore agencies (including SCDF and SPF) and act as Country Coordinator for Environmental Strategy. * Lead on health and safety matters and ensure compliance with Singapore regulations and legislation and environmental protection, including compliance by contractors and vendors. * Comply with all audit and assurance procedures to ensure good governance of HSE duties * Ensure contingency plans are in place for emergencies. These include approved business continuity plans, disaster recovery plans, operational risk assessments for operating sites. Investment Planning and FM Projects * Support the Global Estates Transactions and Capital Projects Team with insights at country and site level by providing advice on business decisions and projects with FM-related dependencies and implications (refurbishments, new offices, cost savings opportunities, improvements of premises and services provided by landlord). * Perform duties of project manager for small-medium building projects, including determining scope, resources required, planning, selection of vendors and reporting on project status. * Ensure project activities are within British Council and regulatory policies and procedures. These include project management of the contracted works to ensure achievement of specified project objectives in relation to project timetable, budget, tendering and procurement compliance, implementation and closure. Projects should be delivered within agreed scope, on time and to budget in the most efficient and cost-effective manner without exposing the organisation to unnecessary risk. Financial Management * Monitor the annual country FM budget, and recommend necessary budgetary planning and accurate forecasting throughout the year, identifying savings/efficiencies and ensuring adherence to budget, with effective management of all delegated spend within agreed internal governance procedures. * Assume ownership of internal finance (FCCF) processes for Premises and Depreciation and ensure compliance with all audit and internal assurance procedures. * Contribute to multi-year spending profile for all commodities, and optimise timing of order placements to ensure cost advantage. * Ensure processing of financial transactions ensuring purchase orders are prepared and invoices are journalled/paid in a timely manner, payment terms are met and spend is reported on a monthly basis for financial planning/accounting purposes. Business Partnering & stakeholder engagement * Represent Resources/Facilities on the Country Leadership Team. * Establish effective day-to-day business relationships with internal stakeholders and take a proactive approach to meeting their requirements. * Build and maintain a strong working customer relationship with strategic business units to ensure that the FM services reflect business needs and take account of inter- dependencies. * Exercise excellent customer service attitude and work positively with stakeholders. * Effectively manage conflicts and difficult conversations with all stakeholders. * Facilitate effective collaboration between the businesses and team members and external contractors/vendors. Communication and Workplace Experience * Articulate ideas and present complex information clearly, using an appropriate combination of written, graphical and financial data/analysis to enable evidence-based operational decision-making and planning. * Deploy active listening skills. Role specific knowledge and experience: Minimum/Essential Requirements * Educated to graduate degree level or with equivalent professional experience in Facilities Management. * Extensive experience of client-side Facilities Management and FM supply models including the framework, governance, commercial management, and mobilisation of contracts required for effective delivery. * Track record of providing FM oversight & technical assurance and carrying out strategic reviews. * Strong vendor management and commercial skills, particularly in relationship to alliances/partnerships with service providers. * Expert in commissioning and managing multi-disciplinary suppliers to achieve FM and business requirements. * Understanding how FM and business strategy can be aligned. Desirable Requirements * Understanding of business plans and KPIs. * Programme and Project Management experience, understanding of project governance and controls. * Knowledge of the British Council Mission and Brand. * Good understanding of the real estate and project management lifecycle and principles.
