Brookline DPW's Parks and Open Spaces Division seeks an experienced and highly motivated Operations Manager to oversee the daily maintenance, operations, and long-term care of the Town’s parks, athletic fields, playgrounds, cemeteries, school grounds, sanctuaries, and public landscapes. This position plays a central leadership role in coordinating staff, contractors, budgeting, planning, and public engagement to ensure high-quality, safe, and sustainable park assets for the entire community.

The Operations Manager supervises a team of regular and seasonal staff, manages multiple complex work programs, and collaborates closely with Town departments, state and federal agencies, utilities, and the public. The position also serves as a key leader during emergency operations, including snow and ice events; performs all other related work as required.

Key Responsibilities
Manages daily operations, maintenance, and oversight of all municipal parks, playgrounds, athletic fields, cemeteries, school grounds, street trees, traffic islands, and nature sanctuaries. Develops and implements a comprehensive maintenance and asset management plan and ensures safe and efficient operations of facilities, equipment, and fleet. Oversees contractors performing work such as turf renovation, playground repairs, irrigation and drainage improvements, asphalt and concrete work, and related services.

Uses the Division’s work order and asset management systems to ensure accurate data collection, reporting, workflow planning, and performance tracking. Supervises all Division activities and provides leadership, direction, and support to regular and seasonal staff, including hiring, training, scheduling, performance evaluation, and progressive discipline. Maintains high standards of safety and ensures compliance with applicable laws, regulations, and operational protocols.

Assists in preparing and managing operating and capital budgets, monitors expenditures, and ensures compliance with procurement and financial procedures. Develops and updates standard operating procedures, safety protocols, and written policies. Communicates regularly with the Director regarding operations, issues, and emerging needs.

Coordinates the Division’s snow and ice control program for Town and School properties, ensuring adequate staffing, equipment readiness, and material supply. Responds to emergency situations, including forestry incidents, weather events, and other urgent operational needs; carries a department-issued cell phone and participates in off-hour call-back as required.

Maintains positive public relations by responding promptly and courteously to inquiries and complaints, referring concerns to the Director when appropriate. Keeps current with industry best practices, equipment, and technologies, and participates in professional development. Performs related duties as required or assigned.

Associate or bachelor’s degree in parks management, forestry, horticulture, environmental studies, engineering, or a related field, along with five to seven years of progressively responsible experience in parks or facility management; or an equivalent combination of education, training, and experience. Mus have at least three years of supervisory experience, and familiarity with municipal or public-sector operations.

The ideal candidate will bring extensive knowledge of park operations, including turf management, horticulture, playground safety, integrated pest management, and the maintenance of public grounds and facilities. A strong understanding of procurement processes, contract oversight, budgeting, and municipal procedures is essential. The role requires effective leadership and supervisory ability, with the capacity to motivate staff, maintain high morale, and manage performance in a complex operational environment. Strong communication and conflict-resolution skills are necessary to work effectively with the public, coworkers, and staff across Town departments. Proficiency with computers—including word processing, spreadsheets, presentation software, and work order or asset management systems—is required. The position also demands the ability to remain calm and effective under pressure, particularly during emergency operations or periods of high workload.

  • Must have a driver's license (CDL and MA Hoisting License desired)
  • Additional credentials such as a Pesticide Applicator license or Arborist certification are also preferred.
