Are you passionate about driving meaningful work through strong financial stewardship, regulatory excellence, and strategic partnership? Carle Health is seeking a dynamic Manager of Grants Finance & Compliance to lead the administration of grant-funded programs that support innovation, research, community impact, and organizational growth.

 

In this key leadership role, you will oversee the Office of Grants Management, ensuring grant funding is managed efficiently, accurately, and in full compliance with sponsor, regulatory, and organizational requirements. From proposal submission through project closeout, you will serve as a trusted advisor to leaders, program directors, and funding agencies while helping maximize the impact of every grant dollar.

Responsibilities

Lead and manage the Office of Grants Management, ensuring high standards of quality, customer service, compliance, and operational effectiveness aligned with organizational priorities.Oversee all personnel functions, including recruitment, onboarding, training, performance management, payroll reporting, leave administration, and implementation of organizational policies and procedures.Ensure adherence to Carle Health grant administration procedures and applicable federal, state, sponsor, and industry compliance requirements.Provide financial and administrative guidance to project directors and organizational leaders during grant proposal development and submission.Conduct pre-award review and submit grant applications on behalf of Carle Health to federal, state, local, and private funding agencies.Serve as a subject matter expert on sponsor requirements, interpreting application instructions, award terms, and compliance obligations in collaboration with the Director of Grants Administration.Oversee post-award grant administration activities, including:
  • →Cost allowability reviews
  • →Sponsor invoicing and billing
  • →Financial and progress reporting
  • →No-cost extension requests
  • →Supplemental funding requests
  • →Sponsor approvals for budget or scope changes
Draft, review, negotiate, and amend consortium and sub-award agreements with collaborating institutions.Develop and maintain project timelines to ensure adherence to solicitation guidelines and proposal submission deadlines.Review grant proposals for completeness, accuracy, and compliance with sponsor requirements.Assist with responses to sponsor and funding agency inquiries, clarifying award terms, project actions, and administrative decisions.Coordinate and respond to Just-in-Time (JIT) requests and other sponsor documentation requirements.Serve as a resource for grant compliance and award-related questions across organizational departments and stakeholders.Manage grant-funded payroll allocations and effort reporting requirements, including preparation, distribution, and auditing of monthly Effort Certifications.Serve as a key participant in grants management system workstreams by:
  • →Testing new system releases and functionality
  • →Identifying and resolving cross-functional issues
  • →Collaborating with peer organizations to leverage best practices
  • →Developing and delivering training materials to promote compliant system use
Support grant-related aspects of organizational acquisitions, mergers, and restructures by ensuring sponsor approvals, agreement updates, and accurate award configurations.Assist with annual budget preparation and management for multiple grant-funded cost centers.Support negotiation, implementation, and distribution of Carle Health's Indirect Cost Rate Agreement.Develop and maintain grants-related policies, procedures, and training resources.Collaborate on internal and external audits of grant-funded activities and financial records.Complete grant-related accounting transactions and special projects as needed to support departmental operations.Maintain accurate grant documentation, records, and reporting systems to ensure compliance, transparency, and audit readiness.Partner with the Director of Grants Administration to continuously improve grant management processes, controls, and operational efficiencies.

Requirements

Education: Bachelor's Degree: Related Field, Work Experience: 5+ years of Grant experience. Prefers Leadership experience in a related field

The compensation range for this position is $35.46per hour - $60.99per hour. This represents a good faith minimum and maximum range for the role at the time of posting by Carle Health. The actual compensation offered a candidate will be dependent on a variety of factors including, but not limited to, the candidate’s experience, qualifications, location, training, licenses, shifts worked and compensation model.
