Enabled Intelligence seeks an independent HR operations and compliance consultant to deliver defined HR support services in coordination with the Chief People Officer (CPO).

This is a temporary independent contractor consulting engagement expected to last approximately 4 months, beginning mid-to-late November 2026. The engagement requires full-time availability, approximately 40 hours per week, with all services performed on-site at Enabled Intelligence headquarters in Falls Church, VA. Remote work is not available. Exact engagement dates, scope, and deliverables will be set out in a written Statement of Work (SOW).

Decision-Making Authority: The consultant will provide documentation, administrative coordination, analysis, and recommendations within the agreed SOW. The CPO retains responsibility for all employee and manager meetings concerning employee relations, investigations, employment decisions, policy exceptions, discipline, terminations, and final compliance approvals and submissions.

Responsibilities

  • →Review applicable federal, state, and local employment compliance requirements and prepare agreed compliance documentation and draft reports for CPO review.
  • →Prepare and coordinate applicable federal and government contractor HR compliance reporting that falls within the January-March 2027 reporting period, including maintaining accurate workforce data, supporting documentation, and draft/required submissions for an employer with more than 100 employees. Final review and approval will run through the CHRO.
  • →Maintain awareness of reporting deadlines and partner with the CHRO and other appropriate internal stakeholders to ensure required federal contractor filings and supporting records are prepared accurately and timely; final approval and authorization for submissions will run through the CHRO.
  • →Provide onboarding documentation and process support for new team members within the agreed SOW.
  • →Deliver specified HR operations support outputs, including onboarding/offboarding documentation, employee records and HRIS updates, I-9/E-Verify coordination, benefits and leave administration records, timekeeping/payroll reconciliations, and compliance training tracking. EI retains operational oversight and approvals.
  • →Employee Relations - Receive and accurately document employee complaints and concerns, promptly refer them to the CPO, and maintain confidential records as directed. The CPO will conduct all employee and management meetings, address complaints, lead investigations, and make all corrective action, performance, disciplinary, and separation decisions. The consultant will not independently investigate, resolve, or make decisions on employee relations matters.
  • →Receive and document HR inquiries within the agreed scope and route matters requiring decisions or employee meetings to the CPO.
  • →Compile performance-related records or documentation requested by the CPO; the CPO will lead manager discussions and decisions.
  • →Prepare policy reference materials and documentation for CPO consideration; the CPO will provide managerial direction and conduct performance or conduct meetings.
  • →Support agreed documentation and communications deliverables relating to Enabled Intelligence culture initiatives.
  • →Prepare and transmit approved HR change notifications to Payroll, including hires, separations, compensation, benefits, and leave changes; review payroll registers and flag discrepancies for EI approval before processing.
  • →Coordinate agreed benefits and SIMPLE IRA enrollment/change documentation, broker and vendor communications, new-hire notifications, and invoice reconciliations, subject to EI approval.
  • →Deliver an organized end-of-engagement handoff package identifying open HR matters, reporting deadlines, filing status, records, and outstanding deliverables.

Requirements

  • Minimum 2 years of previous HR experience at a federal government contractor.
  • Extensive knowledge of federal, state, and local employment laws including OFCCP.
  • Demonstrated hands-on experience preparing and completing required federal contractor and workforce compliance reporting; experience supporting reporting obligations for employers with 100+ employees is strongly preferred.
  • Ability to independently coordinate government contractor compliance deadlines and reporting requirements during the January-March reporting cycle, while routing final submissions and approvals through the CHRO.
  • Demonstrated HR consulting or generalist expertise spanning onboarding, offboarding, benefits, leave, HRIS/records, payroll reconciliation, compliance, and HR documentation.
  • Strong analytical, problem-solving, organizational, and communication skills.
  • Ability to independently plan and deliver defined HR consulting services, learn existing systems, and meet agreed milestones.
  • Ability to work with a diverse group of people with unique communication, learning and working styles in a culture focused on inclusion.
  • Active Secret Clearance.
  • Previous full lifecycle recruitment experience.
  • Previous experience helping a small company through a period of growth.
  • Previous experience delivering independent HR consulting services or time-limited HR operations and compliance projects.
  • Bachelor's degree in Human Resources.
  • SHRM-CP.
  • Prolonged periods of sitting at a desk and working on a computer.
  • Applicants selected will be subject to background investigation.
  • This engagement requires full-time, 100% on-site services at Enabled Intelligence headquarters in Falls Church, VA, approximately 40 hours per week. Remote work is not available. On-site presence is required to access secure systems and records and coordinate time-sensitive HR operations.
