Job Purpose:

The Senior Safety Manager will lead the development, implementation, and ongoing improvement of a comprehensive Health and Safety Management System (HSMS) for CLFN. The primary goal is to achieve and maintain Certificate of Recognition (COR) certification in occupational health and safety. This role ensures safety practices align with industry standards, community values, and applicable legislation, while supporting operational departments with cross-functional needs like incident investigations and equipment maintenance oversight from a COR compliance perspective.

 

Duties and Responsibilities:

  • Design, implement, and manage a customized Health and Safety Management System (HSMS) aligned with COR requirements.
  • Develop safety policies, procedures, manuals, and training programs tailored to CLFN’s operations (e.g., infrastructure, public works, administration, lands management).
  • Conduct regular audits, inspections, and reviews to monitor program effectiveness.
  • Identify gaps and areas for improvement, updating procedures and practices accordingly.
  • Prepare for and lead internal and external COR audits.
  • Lead the organization through the initial COR certification process.
  • Maintain ongoing compliance with COR standards through annual internal audits and external re-certifications.
  • Lead or oversee investigations of workplace incidents, near misses, and hazards.
  • Prepare comprehensive incident reports with root cause analysis and corrective action plans.
  • Communicate findings and recommend preventive measures to management.
  • Collaborate with equipment operators, maintenance teams, and asset managers to ensure maintenance practices support safety standards and COR compliance across the equipment life cycle.
  • Provide safety input during planning, acquisition, inspection, and retirement of equipment and vehicles.
  • Deliver safety orientation and ongoing training programs to employees, leadership, and contractors.
  • Promote a culture of health and safety throughout the organization, reinforcing accountability at all levels.
  • Ensure compliance with applicable legislation (Occupational Health and Safety Code, Workers Compensation Board requirements, Transportation Safety Codes, etc.).
  • Stay updated on regulatory changes and best practices, adapting the HSMS as needed.
  • Act as a safety advisor to senior leadership, providing updates, metrics, and strategic recommendations.
  • Participate in senior management meetings and committees, integrating safety into broader organizational strategies.

 

Knowledge, Skills, and Abilities Required:

  • Certification in Occupational Health and Safety (e.g., CRSP, NCSO, CHSC) preferred.
  • Minimum 5–7 years of progressive experience in health and safety management, preferably including COR development.
  • Strong experience in incident investigation, root cause analysis, and corrective action planning.
  • Familiarity with heavy equipment maintenance standards from a safety and lifecycle compliance perspective.
  • Strong understanding of applicable safety regulations and standards (Alberta OHS, WCB, transportation safety, etc.).
  • Excellent communication, leadership, and team-building skills.
  • Proficient in Microsoft Office Suite (Word, Excel, PowerPoint) and safety management software.
  • Experience working with Indigenous communities or organizations is an asset.
  • Valid driver’s license and ability to travel within the community as required.

 

Working Conditions and/or Physical Requirements:

  • Office/field environment. Monday to Thursday 8:30am – 4:30pm, Friday 8:30am – 2:00pm.
  • Working hours can vary and may require a flexible schedule depending on type of assignment or work plan task.
  • Evening and weekend work may be required to attend meetings, events, and community engagement sessions.
  • Exposure to construction, maintenance, and industrial environments.
