Schedule: Monday–Friday; coverage is required during normal operating hours of approximately 7:00 a.m.–4:30 p.m., excluding federal holidays.

Crossroads Talent Solutions is seeking an experienced and detail-oriented PIV General Clerk II / Security Assistant to support NOAA's Silver Spring Headquarters CAC/PIV-I Office Center. This position performs hands-on federal credentialing and badging functions, including the enrollment, issuance, and activation of CAC/PIV and other identification credentials.

The General Clerk II will support the complete credentialing process while providing high-quality customer service to NOAA personnel, contractors, Department of Defense personnel, dependents, and other eligible customers. The position also supports appointment scheduling, database management, credential accountability, reporting, and coordination with NOAA offices involved in employee onboarding and security.

Responsibilities

  • →Enroll, issue, and activate CAC, PIV, PIV-I, and other authorized identification credentials for NOAA personnel and eligible Department of Defense active-duty personnel and dependents.
  • →Take and/or process photographs necessary to produce completed identification credentials.
  • →Operate Real-Time Automated Personnel Identification System (RAPIDS) workstations.
  • →Enter and verify biographical and security-related information in government databases.
  • →Support the registration and removal of credentials within applicable access-control systems.
  • →Greet and assist customers and visitors and explain CAC/PIV-I processes when necessary.
  • →Manage incoming telephone calls, transfer calls, and document accurate messages.
  • →Handle communications regarding applicant credential/card status.
  • →Contact federal employees and contractors to schedule credential pickups and necessary follow-up activities.
  • →Support appointment management using DoD, GSA, and NOAA scheduling tools.
  • →Monitor and adjust appointment bookings to support efficient Badging Center operations.
  • →Generate weekly, monthly, and ad hoc badging and appointment reports.
  • →Track physical property and badge credentials to maintain accountability.
  • →Collect credentials from departing employees and contractors and complete applicable termination actions.
  • →Maintain inventory of badging equipment and supplies and provide general administrative support.
  • →Coordinate with NOAA's Office of Human Capital Services, Office of Security, and Office of the Chief Information Officer to help streamline onboarding information for new employees.
  • →Assist the Team Leader with credentialing and administrative functions.
  • →Serve as backup for the General Clerk I/Main Lobby Receptionist when required.

Requirements

  • Clearance Required
  • Three years of identification badge-control experience issuing government credentials.
  • Experience with Microsoft Excel and/or Microsoft Access for data management, analysis, coordination, and reporting.
  • Strong computer and database skills.
  • Ability to accurately enter, review, and maintain biographical and security-related information.
  • Ability to multitask effectively in a fast-paced customer-service environment.
  • Ability to establish priorities and meet deadlines.
  • Excellent verbal and written communication skills.
  • Strong attention to detail and accuracy.
  • Excellent customer service skills.
  • Ability to exercise discretion, tact, diplomacy, and professionalism.

  • Ability to review investigative documentation for accuracy and completeness.
  • Knowledge and understanding of Homeland Security Presidential Directive 12 (HSPD-12).
  • Experience using the GSA scheduling tool.
  • Previous experience supporting CAC, PIV, PIV-I, RAPIDS, federal badging, physical access control, or similar federal credentialing operations.
  • Must be a U.S. Citizen.
  • Must possess an active Public Trust security clearance or be able to obtain one.
  • Must comply with all NOAA and federal security, access, identification, safety, and conduct requirements.
  • Must protect PII, proprietary information, SBU information, and other sensitive information from unauthorized disclosure.
