PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Administrative Services this class is accountable for independently performing a full range of tasks in the procurement of commodities and/or services for statewide use with a focus on contract preparation, negotiation, contract management or customer service outreach and development.\r\n

EXAMPLES OF DUTIES

\r\n Performs a range of\r\n procurement duties in such areas as product and service specification\r\n development;\r\n Customer service\r\n delivery;\r\n Marketing;\r\n Contracting-negotiations;\r\n Contracting-administration;\r\n Project management;\r\n Problem solving;\r\n Utilization of\r\n technology;\r\n Ensures team success\r\n through motivation, support, training and feedback;\r\n Makes and follows up on\r\n work assignments;\r\n Assists in evaluation of\r\n individual and team performance;\r\n Works closely with other\r\n teams to ensure success;\r\n May lead day-to-day\r\n support team activities to ensure customer objectives are met or exceeded with\r\n highest quality service;\r\n Performs related duties\r\n as required.\r\n \r\n\r\n

KNOWLEDGE, SKILL AND ABILITY

\r\n Knowledge of\r\n \r\n relevant state and federal laws, statutes and\r\n regulations;\r\n procurement practices and procedures;\r\n principles and techniques of customer service\r\n delivery;\r\n business law and its applicability to\r\n procurement, contracting and sales;\r\n \r\n \r\n Skills\r\n \r\n interpersonal skills;\r\n oral and written communication skills;\r\n problem solving skills;\r\n negotiation skills;\r\n \r\n \r\n Ability to\r\n \r\n apply technology to business requirements where\r\n appropriate;\r\n utilize computer software;\r\n lead a team.\r\n \r\n \r\n\r\n

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Six (6) years of experience in procurement work with emphasis on contract negotiation or customer service delivery.\r\n

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

\r\n \r\n One (1) year as a\r\n Fiscal/Administrative Officer performing work involving contract\r\n negotiation or customer service delivery may be substituted for the\r\n General Experience.\r\n Two (2) years as a Purchasing\r\n Assistant may be substituted for the General Experience.\r\n College training may be\r\n substituted for the General Experience on the basis of fifteen (15)\r\n semester hours equalling one-half (1/2) year of experience to a maximum of\r\n four (4) years for a Bachelor's degree.\r\n A Master's degree in a related\r\n field may be substituted for one (1) additional year of the General\r\n Experience.\r\n Successful completion of a\r\n Connecticut Careers Trainee program approved by the Department of\r\n Administrative Services may be substituted for the General Experience.\r\n \r\n\r\n

PREFERRED QUALIFICATIONS

\r\n\r\n Experience with project management\r\n Experience prioritizing multiple projects with competing deadlines\r\n Experience communicating with internal and external stakeholders\r\n Experience with customer service\r\n Experience with Microsoft Suite, including Teams\r\n\r\n\r\n
