The incumbent will work out of our office at 79 Elm Street located in Hartford, CT with opportunities for hybrid work available.\r\n\r\n\r\nThe Division of Engineering Safety & Sustainability consists of five groups:\r\n\r\n\r\n Records Center and Geological Survey\r\n Portland Warehouse Operations\r\n Sawmill Operations\r\n Engineering\r\n Safety, Strategic Planning & Support\r\n\r\n\r\nThe Division is responsible for DEEP's: Records Management Operations; GIS and Geological Survey Programs; Bulk Receiving, Storage and Distribution Operations; Sawmill Facility; Facility Engineering Program; Environmental, Health and Safety Program; and Facility, Vehicle and Equipment Sustainability Initiatives.\r\n\r\n\r\nResponsibilities of this role may include, but are not limited to:\r\n\r\n\r\n Ensuring DEEP facilities and operations comply with applicable environmental, health and safety requirements;\r\n Maintaining DEEP's Continuity of Operations Plans and Learning Management System;\r\n Ensuring DEEP's records are managed in accordance with state and federal records retention requirements, and that opportunities for digitizing records for retention and production purposes are identified and effectively implemented;\r\n Ensuring DEEP meets its Executive Order No. 1 sustainability performance goals and commitments;\r\n Supporting the state's geologic related needs and the agency's GIS related needs;\r\n Ensuring infrastructure capital improvement and maintenance projects are properly identified, prioritized, managed and completed in accordance with state and agency goals, polices and requirements; and\r\n Managing the Portland Complex and Sawmill operations.\r\n\r\n\r\nABOUT DEEP\r\nDEEP is charged with conserving, improving and protecting the natural resources and the environment of the state of Connecticut as well as making cheaper, cleaner and more reliable energy available for the people and businesses of the state. PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Department of Energy and Environmental Protection this class is accountable for directing the staff and programs of a scientific, regulatory and/or technical division.\r\n
EXAMPLES OF DUTIES
\r\n Directs staff and operations of a scientific, regulatory and/or technical division;\r\n Coordinates, plans and manages division activities;\r\n Formulates and ensures implementation of program goals, objectives, new procedures and procedural revisions;\r\n Develops, implements and evaluates division policies, goals and objectives;\r\n Administers state and federal laws and regulations pertaining to division;\r\n Designs and implements performance review standards for division staff;\r\n Prepares or assists in preparation of division budget;\r\n Maintains contacts and liaison with public and private individuals and organizations and other agency units with potential to impact program activities;\r\n Recommends appropriate staffing levels;\r\n Develops new laws and regulations related to division programs;\r\n Serves as state liaison with federal programs;\r\n Leads the recruitment and hiring of staff, including outreach, interview and selection;\r\n Performs related duties as required.\r\n\r\n
KNOWLEDGE, SKILL AND ABILITY
\r\n Considerable knowledge of\r\n \r\n and ability to apply management principles and practices;\r\n relevant state and federal laws, statutes and regulations;\r\n and ability to apply relevant agency policies and procedures;\r\n energy, environmental or radiation protection principles, techniques, practices and issues;\r\n \r\n \r\n Considerable\r\n \r\n interpersonal skills;\r\n oral and written communication skills;\r\n analytical, organizational and negotiation skills.\r\n \r\n \r\n\r\n
MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Ten (10) years of professional experience in natural resource management, public outdoor recreation, environmental education, conservation law enforcement, pollution prevention, reduction and management, radiation control, radiological regulatory programs or integration of radiological policies and programs, environmental or energy conservation, environmental or energy regulatory programs, integration of energy and environmental policies and programs, energy research or policy development, strategic operational environmental planning, energy planning, radiological planning, emergency response or other related environmental protection or energy field.\r\n
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
Two (2) years of the General Experience must have been in a supervisory capacity responsible for the supervision of professional and technical support staff performing energy or environmental protection work,\r\n\r\n\r\nOR�\r\n\r\n\r\nOne (1) year of the General Experience must have been in a managerial capacity responsible for the management of professional and technical support staff performing energy or environmental protection work or accountable for establishing and monitoring energy and environmental financial and/or business policies and/or procedures.\r\n\r\n\r\n\r\nNOTE:\r\n\r\n\r\n Supervisory capacity is defined as scheduling, assigning and overseeing work, establishing performance standards for employees and taking corrective measures to implement those standards.\r\n For state employees supervisory experience is interpreted at the level of a Supervising Environmental Engineer (Environmental Protection), Environmental Protection Supervising Air Pollution Control Engineer, Environmental Protection Supervising Radiation Control Physicist, Environmental Protection Supervising Civil Engineer, Supervising Environmental Analyst, Environmental Protection Supervising Forester, Environmental Protection Supervising Fisheries Biologist, Environmental Protection Supervising Wildlife Biologist, Public Utilities Supervisor of Technical Analysis or other comparable supervisory title responsible for the supervision of professional and technical support staff performing energy or environmental protection work.\r\n Managerial capacity is defined as formulating program goals and objectives, developing and implementing program procedures, initiating program policies and developing and monitoring a budget.\r\n \r\n For state employees managerial experience is interpreted at the level of an Energy and Environmental Protection Assistant Division Director, Energy and Environmental Protection Office Director or other comparable managerial title responsible for the management of professional and technical support staff performing energy or environmental protection work.\r\n\r\n\r\n\r\n
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
\r\n\r\n College training in a scientific or technical discipline related to the energy or environmental field including but not limited to the biological, earth or physical sciences, health physics, physics, nuclear engineering or radiation science, environmental planning, conservation law enforcement, environmental law, economics, leisure services, geographic information systems, geography with a concentration in geographic information systems, natural sciences, natural resources, renewable energy, energy conservation or a related field may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.\r\n A Master's degree in a scientific or technical discipline related to the energy or environmental field including but not limited to the biological, earth or physical sciences, health physics, physics, nuclear engineering or radiation science, environmental planning, conservation law enforcement, environmental law, economics, leisure services, geographic information systems, geography with a concentration in geographic information systems, natural sciences, natural resources, renewable energy, energy conservation or a related field may be substituted for five (5) years of the General Experience.\r\n A law degree with a concentration in energy, natural resources or environmental protection law or a doctorate degree in the biological, earth or physical sciences, health physics, physics, nuclear engineering or radiation science or a field related to renewable energy, energy conservation or environmental protection may be substituted for six (6) years of the General Experience.\r\n\r\n\r\nNOTE: Education may only be substituted for a total of six (6) years of the General Experience.\r\n\r\n
PREFERRED QUALIFICATIONS
\r\n Experience providing strategic and operational leadership for multidisciplinary programs, including managing staff, setting priorities, allocating resources, and ensuring coordination across functional areas.\r\n Experience planning, prioritizing, and completing capital improvement and infrastructure projects, including integrating sustainability considerations, coordinating with internal and external stakeholders, and ensuring alignment with organizational goals, policies, and regulatory requirements.\r\n Experience ensuring organizational compliance with environmental, occupational health and safety, and regulatory requirements.\r\n Experience managing records retention or information governance programs, including digitization initiatives, ensuring compliance with applicable requirements, and working across programs to improve transparency, efficacy, and efficiency.\r\n Experience supporting or overseeing technical program functions, including coordinating technical staff and translating technical information into operational or policy decisions for geospatial or geologic programs.\r\n Experience managing more than one facility or operational site, including oversight of maintenance, operations, staff, and contractor or vendor coordination.\r\n Experience building and sustaining collaborative relationships and communicating across divisions, agencies, and external partners, including conveying technical, operational, and regulatory information to a general audience.\r\n Experience in Civil Engineering including developing and reviewing engineering plans and specifications applicable to the supervision of staff with an engineering or environmental technology background.\r\n\r\n
SPECIAL REQUIREMENTS
\r\n\r\n Incumbents in this class will be required to possess and retain a valid Motor Vehicle Operator’s license.\r\n Incumbents in this class may be required to travel.\r\n Incumbents in this class may be required to obtain a security clearance.\r\n Incumbents in this class may be required by the appointing authority to possess and retain appropriate current licenses, permits and/or certifications.\r\n\r\n\r\nRadiation Division:\r\n\r\n\r\n Incumbents in this class may be required to respond to radiological emergencies within Connecticut and other New England states.\r\n\r\n\r\n
