The candidates will work primarily with Quality Improvement\r\nstaff, Head Medical Records Technicians and fellow Medical Records Technician 2\r\nto perform the full range of tasks related to the SEER central cancer registry\r\noperations.\r\n�\r\nThe Connecticut Tumor Registry plays a vital role in the\r\nfight against cancer. PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Department of Public Health, Tumor Registry section this class is accountable for performing as a specialist by acting as either a field representative or liaison to all hospitals reporting cancer cases in Connecticut, Rhode Island and Massachusetts, or a quality control review technician for medical coding and maintenance of the master tumor and follow-up magnetic tape files.\r\n
EXAMPLES OF DUTIES
\r\n\r\n\r\n Assists in problem solving and training of lower level Medical Record Technicians;�\r\n Assists in coding (or codes) more difficult cases involving classification of cancer data;�\r\n Periodically reviews autopsy reports at Connecticut Office of the Chief Medical Examiner in order to verify all cancer related deaths;�\r\n Performs related duties as required.\r\n\r\n\r\nFIELD REPRESENTATIVE:�\r\n\r\n\r\n\r\n Acts as liaison between Connecticut Tumor Registry and reporting hospitals;�\r\n Abstracts complete tumor records at federal and state government and veterans' hospitals in Connecticut as well as participating hospitals in Rhode Island and Massachusetts;�\r\n Ascertains correct primary sites and cancer morphology from hospital pathology reports;�\r\n Investigates all inquiries submitted by Tumor Registry coders, obtaining missing or clarifying information from report originators through phone calls, correspondence or visits;�\r\n Conducts audits at selected hospitals to ensure all cancer cases have been identified and reported to Tumor Registry;�\r\n Compares pathology reports with hospital cancer incidence report and documents missed cases;�\r\n Reviews hospital records for special studies on cancer;�\r\n Abstracts complete tumor records at certain institutions such as federal and state hospitals;�\r\n At request of participating hospitals, trains medical records personnel in proper abstracting procedures and communicates Tumor Registry informational needs and procedures;�\r\n Assists hospital registries in preparing statistical reports on cancer;\r\n Performs related duties as required.\r\n\r\n\r\nQUALITY CONTROL REVIEW TECHNICIAN:�\r\n\r\n\r\n\r\n Maintains computer quality control procedures, which involves correcting coding errors on code sheets as well as processing changes to master files;�\r\n Participates in special tumor studies which involve more complex medical coding or medical review;\r\n Performs related duties as required.\r\n\r\n\r\n
KNOWLEDGE, SKILL AND ABILITY
\r\n Considerable knowledge of\r\n \r\n medical terminology and gross human anatomy relating to cancer;�\r\n coding principles and techniques used in Connecticut Tumor Registry and National Cancer Institute SEER Group;�\r\n \r\n \r\n Knowledge of\r\n \r\n proper use of International Codes of Disease;�\r\n standard procedures for cancer diagnosis and modes of therapy (such as radiation, chemotherapy, etc.);�\r\n hospital medical record and medical record library procedures;�\r\n \r\n \r\n Skills\r\n \r\n interpersonal skills;�\r\n oral and written communication skills;�\r\n \r\n \r\n Ability to prepare and interpret statistical reports.\r\n\r\n
MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Four (4) years' clerical experience in categorizing, cataloging, and assembling data for statistical purposes.
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
Two (2) years of the General Experience must have been at the level of a Medical Records Technician 1.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
College training in medical secretarial work may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of two (2) years.
PREFERRED QUALIFICATIONS
\r\n\r\n\r\n Experience with medical abstracting\r\n using formal coding principles and standardized guidelines. \r\n Experience or\r\n training in cancer related coding, abstracting, and guidelines, such as SEER,\r\n NAACCR and AJCC staging.\r\n Experience or training in cancer related diseases,\r\n including comprehensive understanding of etiology, pathology, symptoms, signs,\r\n diagnostic studies, treatment modalities and prognoses as well as core medical\r\n terminology, basic human anatomy, physiology, and pharmacology.\r\n Experience or training in independently locating,\r\n compiling and analyzing complex medical data and facts from specialized sources\r\n such as standard medical manuals and targeted internet searches. \r\n Experience utilizing data to\r\n perform visual quality control electronic files and accurately identify missing\r\n or incomplete medical information.\r\n Experience or training interpreting analytic\r\n reports as well as communicating findings. \r\n Experience with Federal and State\r\n reporting requirements and regulations as well as strict patient\r\n confidentiality / HIPAA procedures.\r\n Professional credentialing as an Oncology Data\r\n Specialist (ODS-C) is preferred or documented eligibility to site for the ODS-C\r\n credentialling examination. New ODS-C are encouraged to apply.\r\n Experience or training in compiling information\r\n from multiple sources, including hospitals, physician offices and laboratories.\r\n Experience or training working in a\r\n cancer registry or similar environment or academic training in a cancer\r\n registry.\r\n\r\n\r\n\r\n\r\n\r\n
