\r\n\r\n\r\n\r\nThe State of Connecticut, Department of Children and Families (DCF), Fiscal Services Division is seeking to fill a Payroll Clerk position located in our Central Office, 505 Hudson Street, Hartford, CT.�\r\n\r\n\r\nPosition Highlights:\r\n\r\n\r\n\r\n Full-time, 40 hours per week\r\n First (1st) shift\r\n Monday - Friday position\r\n 8:30 a.m. to 5:00 p.m.\r\n\r\nThe Position\r\n\r\n\r\n\r\nThe successful candidate in this position will report to a Payroll Officer and have responsibility for preparing biweekly regular, overtime and supplemental payrolls; reviewing employee timecards and timesheets for accuracy and completeness; and posting changes and/or adjustments to master files.� The position will also be responsible for processing a three- shift, 24/7 operation with varying schedules and pay rules.\r\n\r\n\r\nThe DCF Payroll Unit is responsible for providing a full range of payroll and benefit services to over 3,000 bargaining unit, confidential, and managerial employees at all DCF locations throughout the state.\r\n\r\n\r\n\r\nAbout Us:\r\nWorking together with families and communities to improve child safety, ensure that more children have permanent families, and advance the overall well-being of children is the central focus of the Department of Children and Families (DCF). PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Departments of Children and Families, Correction, Developmental Services, Emergency Services and Public Protection, Mental Health and Addiction Services, and Veterans Affairs this class is accountable for preparing and maintaining biweekly regular, overtime and supplemental payrolls for an assigned group of employees and for independently performing various payroll support activities.\r\n

EXAMPLES OF DUTIES

\r\n\r\n Prepares biweekly regular, overtime, and supplemental payrolls;\r\n Reviews employee timecards and/or timesheets for accuracy and completeness and posts hours worked to master payroll cards;\r\n Reviews personnel and/or payroll change notices and posts changes and/or adjustments to master files, e.g., new hires, transfers, reclassifications, terminations, retirements, overpayments and/or underpayments, wage increases, deduction changes (health insurance, union dues and/or fees, credit union payments, charitable contributions, bond or sheltered tax annuity payments, group life insurance payments, etc.);\r\n Calculates gross wages;\r\n Notes deductions on worksheets and deduction summary sheets;\r\n Prepares and balances prelists for Central Payroll (Office of State Comptroller), noting both salary and deduction data or codes standard payroll action forms in conjunction with computerized payroll system;\r\n Prepares and totals various deduction worksheets, e.g., credit union, medical and/or insurance providers, etc.;\r\n Prepares and submits summary sheets and transmittal certificates or detailed analysis of expenditure reports and expenditure certificates to Central Payroll;\r\n Verifies check register and printouts from Central Payroll against worksheets and records;\r\n Performs various clerical accounting functions such as calculating balances and posting charges to expenditure accounts;\r\n Prepares supplemental payrolls such as longevity payments, vacation pay, promotional adjustments, etc.;\r\n Calculates and processes retroactive payments, collective bargaining increases and annual increments;\r\n Performs various clerical accounting functions such as calculating balances and posting charges to expenditure accounts;\r\n Verifies provider checks issued by Office of State Comptroller against own records;\r\n Verifies providers' bills in same manner;\r\n Keeps abreast of collective bargaining contract requirements and restrictions as related to payroll (dates for salary increases, overtime, shift differential and holiday pay restrictions, etc.);\r\n Responds to employee inquiries regarding paychecks and payroll practices and procedures;\r\n Maintains various records and files for payroll data and forms;\r\n May calculate workers' compensation and/or retirement payments;\r\n May calculate and monitor payroll deductions for court ordered wage executions (garnishments);\r\n May consult division or facility supervisors regarding employee time recorded;\r\n Performs related duties as required.\r\n\r\n\r\n

KNOWLEDGE, SKILL AND ABILITY

\r\n Knowledge of\r\n \r\n payroll terminology, practices and procedures;\r\n basic accounting and bookkeeping principles and procedures;\r\n general office procedures;\r\n \r\n \r\n Skills\r\n \r\n interpersonal skills;\r\n oral and written communication skills;\r\n in performing arithmetic computations;\r\n \r\n \r\n Ability to\r\n \r\n read, understand and apply applicable contract guidelines and regulations;\r\n maintain records and files;\r\n follow complex oral and written instructions;\r\n operate office equipment which includes computers, tablets, and other electronic equipment.\r\n \r\n \r\n\r\n

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Four (4) years of experience in accounts payable, bookkeeping, payroll preparation or clerical work involving finances.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

One (1) year of the General Experience must have been as a State of Connecticut Payroll Clerk (class code 6157).\r\n

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of two (2) years.

PREFERRED QUALIFICATIONS

\r\n\r\n Experience compiling and analyzing payroll data, and reviewing for accuracy and completeness\r\n Experience with a three- shift, 24/7 operation with varying schedules and pay rules.\r\n Experience utilizing CORE-CT, PeopleSoft, or similar application for human resource and/or financial management\r\n Experience utilizing UKG-Pro or similar time and attendance software\r\n Experience working independently with problem-solving skills and ability to adapt to changing work priorities and compressed deadlines\r\n Experience working in Microsoft Office, with knowledge of Excel and Word\r\n\r\n\r\n

SPECIAL REQUIREMENTS

Persons having responsibility for supervising or observing the behavior of inmates or custodial�individuals will be required to possess a high school diploma or General Educational Development (GED) certification at the time of appointment.\r\n
