\r\n\r\nDo you have experience leading large teams and managing programs that protect the health and safety of the public?\r\nJoin us as a Public Health Section Chief and help ensure a safe, competent healtcare workforce across Connecticut!\r\n\r\n\r\n\r\nThe State of Connecticut, Department of Public Health (DPH) is currently seeking qualified candidates for the position of Public Health Section Chief within the Practitioner Licensing and Investigations Section of the Healthcare Quality and Safety Branch (HQSB).\r\n\r\n\r\nThe HQSB is a branch of the Connecticut Department of Public Health which includes the Facility Licensing and Investigations Section (FLIS), Practitioner Licensing and Investigations Section (PLIS), and the Office of Emergency Medical Services. Together these units oversee all healthcare licensing activities statewide, including more than 1,800 healthcare facilities and nearly a quarter-million health practitioners and Emergency Medical Services (EMS) professionals. PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Department of Public Health this class is accountable for directing the design, development and implementation of multi-faceted health services programs of an assigned section.\r\n
EXAMPLES OF DUTIES
\r\n\r\n Directs staff and operations of large, multi-faceted health services programs at the section level;�\r\n Coordinates, plans and manages section programs and activities;\r\n Develops, implements, communicates and evaluates section policies, procedures, goals and activities;\r\n Interprets and administers pertinent laws and regulations;�\r\n Determines appropriate staffing levels;�\r\n Directs preparation of section budget;�\r\n Maintains contacts with individuals within and outside of section who might impact policy, program or regulatory activities;\r\n Determines quality assurance and performance standards for staff;\r\n Obtains state and federal funds to maintain and implement programs;\r\n Develops and recommends changes to statutes and regulations;\r\n Reviews and evaluates legislative proposals and reports on health issues;�\r\n Directs preparation of statistical studies and required federal reports;\r\n Provides testimony at legislative hearings, the courts and public hearings;�\r\n Addresses professional and lay groups and prepares articles for publication on public health issues;\r\n Leads the recruitment and hiring of staff, including outreach, interview and selection;\r\n Performs related duties as required.\r\n\r\n\r\n
KNOWLEDGE, SKILL AND ABILITY
\r\n Considerable knowledge of\r\n \r\n and ability to apply management principles and practices;\r\n relevant state and federal laws, statutes and regulations;\r\n principles and practices of public health with emphasis on public health administration of programs;�\r\n \r\n \r\n Considerable\r\n \r\n interpersonal skills;�\r\n oral and written communication skills;�\r\n \r\n \r\n Considerable ability to interpret laws, regulations and statistical reporting data;�\r\n Ability to develop health policies.\r\n\r\n
MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Three (3) years of experience in a supervisory capacity in an organization with programmatic and/or regulatory responsibilities for promoting or protecting public health.\r\nNOTE: For state employees this experience is interpreted at the level of a\r\n\r\n\r\n\r\n Health Program Supervisor�\r\n Supervising Nurse Consultant�\r\n Child Care Licensing Supervisor�\r\n Epidemiologist 4�\r\n Environmental Protection Supervising Environmental Analyst\r\n Supervising Environmental Engineer�\r\n Supervising Environmental Sanitarian\r\n\r\n\r\n
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
One (1) year of experience as a Public Health Services Manager may be substituted for the General Experience.\r\n
PREFERRED QUALIFICATIONS
\r\n\r\n Experience managing large teams and applying established management principles and best practices in a professional setting.\r\n Experience overseeing and administering programs related to public health.\r\n Experience delivering clear and effective oral and written communications, including presenting to large audiences and serving as a subject matter expert.\r\n Experience interpreting state and federal laws, regulations, statutes, and statistical data to inform and develop health-related policies.\r\n\r\n\r\n
SPECIAL REQUIREMENTS
\r\n\r\n Incumbents in this class may be required to periodically undergo tests or immunizations for communicable or infectious diseases.\r\n Incumbents in this class may be required to undergo and successfully complete security background checks.\r\n Incumbents in this class may be required to travel.\r\n\r\n\r\n
