PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Department of Aging and Disability Services, Bureau of Rehabilitation Services this class is accountable for the administrative supervision of rehabilitation counselors; may be responsible for the administration of a local or small district office.\r\n
EXAMPLES OF DUTIES
\r\n\r\n Schedules, assigns and oversees work of staff;�\r\n Supervises, guides, and advises counselors in all phases of rehabilitation case work;�\r\n Reviews reports and case records for uniformity in the application of policies and standards of services;�\r\n Conducts performance evaluations;�\r\n Coordinates all programs and services to provide maximum effective service to clients;�\r\n Identifies in-service training and staff development needs;�\r\n Prepares progress and statistical reports and submits to District Director or central office as required;�\r\n Acts as a liaison with other operating units, agencies and outside officials regarding unit policies and procedures;�\r\n May plan, organize and direct all activities in a local office or small district office of the Bureau of Rehabilitation Services;�\r\n May represent the Bureau in community relations activities and speak before lay and professional groups;�\r\n Performs related duties as required.\r\n\r\n\r\n
KNOWLEDGE, SKILL AND ABILITY
\r\n Considerable knowledge of\r\n \r\n relevant agency policies and procedures;�\r\n vocational rehabilitation principles, methods, procedures and current developments;�\r\n current social legislation including federal and state laws, statutes and regulations pertaining to the rehabilitation of persons with a disability;�\r\n community organizations and other resources available to persons with a disability;�\r\n \r\n \r\n Considerable\r\n \r\n interpersonal skills;�\r\n oral and written communication skills;�\r\n \r\n \r\n Considerable ability to\r\n \r\n conduct in-service training;�\r\n relate to different cultural and economic backgrounds;�\r\n organize time, set priorities and manage workload using an electronic system;�\r\n \r\n \r\n Supervisory ability.\r\n\r\n
MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
A Master's degree from an accredited college with a major course of study in vocational rehabilitation, counseling, psychology, special education, or related behavioral or social sciences and five (5) years of experience in the vocational rehabilitation career series in a state/public vocational rehabilitation program.
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
Two (2) years of experience must have been with the Connecticut Department of Aging and Disability Services, Bureau of Rehabilitation Services as a Vocational Rehabilitation Counselor Specialist.\r\n
PREFERRED QUALIFICATIONS
\r\n\r\n Experience with the implementation\r\n of (WIOA) Workforce Innovation and Opportunity Act, with particular emphasis on\r\n Title IV, Vocational Rehabilitation, including involvement with the local\r\n workforce system.\r\n Experience with mentoring new staff or supervising\r\n interns.\r\n Experience using case management systems and\r\n Microsoft Office applications, including TEAMs and Outlook to support case\r\n management, organization, and time management.\r\n Experience communicating with internal and\r\n external stakeholders.\r\n Experience communicating with underserved\r\n populations and establishing community partnerships.\r\n Experience with regional and statewide priority\r\n work groups, initiatives, and projects.\r\n\r\n\r\n
SPECIAL REQUIREMENTS
\r\n Incumbents in this class are required to maintain a valid Motor Vehicle Operator's license or Identification Card.\r\n Incumbents in this class may be required to travel with or without an accommodation.\r\n\r\n
