The Manager of Insurance Consumer Protection\r\nEnforcement is a leadership role responsible for directing the Market Conduct,\r\nConsumer Services, and Producer Licensing Division. The Market Conduct,\r\nConsumer Services, and Producer Licensing Division regulates insurance\r\ncompanies, insurance producers, agents, public adjustors, and issuers of bail\r\nbonds. This position oversees regulatory compliance and consumer protection\r\ninitiatives across the insurance industry, leads investigations into consumer\r\ncomplaints, oversees market conduct examinations, and ensures fair and ethical\r\nmarket practices. The Manager also represents the Department at meetings of the\r\nNational Association of Insurance Commissioners (NAIC), contributing to\r\nregulatory discussions and the development of industry standards.\r\n
Essential Functions
Essential functions are fundamental, core functions common to all positions in the class series and are not intended to be an exhaustive list of all job duties for any one position in the class.� Since class specifications are descriptive and not restrictive, incumbents can complete job duties of similar kind not specifically listed here.\r\n\r\n Manages directly, and through subordinate supervisors, the entire market conduct analysis and field examination function. \r\n Serves as the technical expert on the most complex insurance consumer protection issues; provides interpretation, implementation and communication of insurance regulatory, investigation and examination issues to insurance industry, other departments, the Commissioner, and administrative staff.� Develops and designs presentations for instructing continuing education classes, and promoting public awareness. \r\n Develops, defines, and implements department standards, goals, objectives, policies, procedures, administrative rules and regulations concerning insurance marketing practices, products, agents, and claims adjusters. Conducts review of analyst conclusions, develops corrective actions and has signing authority on completed reviews. \r\n Represents the Commissioner on national committees, chairs statewide committees, task forces, and coordinates Department policy among various divisions to promote timely and consistent service to the public. \r\n Analyzes industry trends and advises Commissioner of possible impact on federal and state legislation and administrative policy. \r\n Oversees contract programs related to actuaries, agent licensing, continuing education, and examination. \r\n Meets with peers and various professional staff of cooperating federal and state agencies to�review common areas, develop cooperation, and negotiate agreements and contracts to ensure state compliance with federal laws, rules, and regulations. \r\n Implements enforcement proceedings against insurance professional licensees for violation of licensure standard and unfair claim settlement and trade practices. \r\n Prepares market conduct and analysis summary reports as well as drafts legislation and regulations consistent with other NAIC member states. \r\n\r\n
Job Requirements
JOB REQUIREMENTS for Manager, Insurance Consumer Protection Enforcement\r\nApplicants must have education, training and/or experience demonstrating competence in each of the following areas:\r\n\r\n Three years experience in analyzing insurance and financial market trends to make recommendations to management. \r\n Three years experience in interpreting and ensuring compliance with insurance industry laws, rules, regulations, standards, policies, and procedures. \r\n One year experience in program administration such as overseeing and directing the development, implementation and evaluation of programs and services; planning and establishing short and long range program goals and objectives; providing advice to other agency organizational units through consultation. \r\n One year experience in developing policies and procedures. \r\n Six months experience in operations management which includes planning, directing, coordinating, controlling and evaluating operations typically through subordinate supervisors. \r\n Six months experience in writing and defending proposed legislation and regulations. \r\n\r\n
