Summary Statement
The incumbent is a Strategic Information Systems Project Leader for the Department of Health and Social Services (DHSS) Infrastructure Engineering unit.� Responsibilities include managing engineering team development, migration, and modernization\r\nefforts, both on-prem and in the DHSS cloud tenants.� The project leader will manage end-to-end migration lifecycles including documenting activities and ensuring industry and DHSS standards and best practices are followed. The project leader will work with DHSS vendors, contractors, and business teams throughout charter and business case processes, maintain budget compliance and reporting activities, and will identify and document project risks.\r\n\r\n
Essential Functions

Since class specifications are descriptive and not restrictive, incumbents can complete job duties of similar kind not specifically listed here.\r\n\r\n Manages and participates in the development of documentation to include project requirements analysis, information needs analysis, alternate design approaches, cost/benefit analysis, cost and time estimates, programming and testing a major project of strategic importance.\r\n Plans, schedules, prioritizes tasks, assigns, coordinates and reviews the work of assigned personnel.\r\n Prepares project budget; writes requests for proposals for the services of contractors, participates in the selection process and administers ensuing contracts.\r\n Conducts review meetings with users, monitors the project progress and budget, which may include the requisition process(es), and writes monthly progress reports.\r\n Responsible for the documentation of data system logic flow, programming, computer operations and user manuals.\r\n Reviews current technology on software and hardware, evaluates new products and makes recommendations for purchases.\r\n Submit a business case to DTI for\r\n approval of any agency information technology (IT) initiative before work\r\n begins (this includes work to prepare and publish an RFP).�\r\n May support a 24x7 operational environment, which may require\r\n extended hours, including engagement outside normal working hours.\r\n May lead and/or support IT audit, IT security, and/or IT\r\n compliance activities.\r\n Performs related work as required.\r\n\r\n
Job Requirements
JOB REQUIREMENTS for Strategic Information Systems Project Leader \r\nApplicants must have education, training and/or experience demonstrating competence in each of the following areas:\r\n\r\n Three years' experience�in information systems design, configuration and implementation.\r\n Two years' experience in information technology project management which includes planning, scheduling, staffing, coordinating, controlling, monitoring, evaluating and reporting on status of IT projects. \r\n Coursework, training and/or work experience in staff supervision which may include performing as a lead worker overseeing the work of others.\r\n\r\n
