About the Agency
The mission of the Compensation Board is to determine a reasonable budget for the participation of the Commonwealth toward the total cost of office operations for Constitutional Officers, and to assist those Officers and their staff through automation, training and other means, to improve efficiencies and to enhance the level of services provided to the citizens of Virginia.

About the Position
The Compensation Board is seeking an experienced individual to work in the fiscal and procurement section. This position serves as the agency’s Purchase Officer, responsible for routine preparation of all requisitions/purchase orders for agency goods and services through EVA and in accordance with VPPA/APSPM, utilizing state contracts and SWAM vendors, on an as needed basis and as determined through performance of monthly stock inventory. The position is responsible for preparing and processing fiscal documents in a timely manner by coding, determining due dates, keying into Cardinal and maintaining data electronically in the agency’s internal accounting files. The position also compiles, reviews and tracks all invoices from VITA, tracking IT inventory, invoices, disputes and payments.

The incumbent in this role will prepare weekly and monthly reconciliations of accounting transactions from agency accounting files to Cardinal queries and reports under the direction of the Accounting Manager, to include researching, analyzing, and assembling financial data. Other responsibilities include fixed assets maintenance internally and in FAACS, and financial record maintenance such as vendor files, deposit certificates, vouchers, procurement and payment logs and other financial documents in agency systems and in Cardinal. The incumbent in this role also assists with other accounting duties and agency projects as assigned.

Minimum Qualifications

· Comprehensive knowledge of GAAP, government accounting practices and Virginia procurement regulations.
· Ability to apply accounting theory and principles to daily accounting practices.
· Ability to focus on a detail-oriented, multi-faceted workload, and to prioritize in a deadline-oriented environment;
· Experience with Cardinal, EVA, and FAACS.
· Experience with PC-based accounting, spreadsheet and database software (e.g. Excel, Access, Word).
· VCA Certification required, or the ability to obtain such certification within 12 months of employment.

Additional Considerations

· Extensive experience in a government procurement or accounting environment desired.
· Prior experience in data input, accounting to include accounts payable, and billing operations, preferably in a government setting.
