Primary Role:
Doctors Hospital (DH) increasingly relies on its healthcare computer systems in all areas of its hospital operations, clinical care delivery and decision-making processes. It is therefore crucial to ensure the correct operation and maintenance of the DH Hospital Information Systems (HIS) remains optimal including all of its supporting clinical software applications.
The Lead Developer will work with the Information System Department leadership to develop and maintain DH HIS clinical applications and manage its development resources. Oversee and manage the deployment of new hospital applications and supporting medical systems and software strategies using new emerging technologies to maintain DH’s lead in technological competitiveness in the healthcare industry.
The position requires to understand how medical information systems are used and apply their experience and technical knowledge related to clinical applications and software.
General Duties and Responsibilities:
- Provide and support a strategic vision that integrates a broad range of ideas for DH applications and software development initiatives
- Work on web-based and native software development projects within different disciplines which influences multiple areas of the hospital’s business model
- Work closely with the department heads, hospital leadership, and the Director of Information Services to develop hospital wide technical designs and solutions
- Be an integral part of the lifecycle of software and web development initiatives
- Collaborate effectively with existing 3rd party services providers, B2B/EDI Financial Service Providers and developers to integrate required systems and technologies to DH hospital systems
- Analyze, code, test, implement, and update existing and new software and web applications and provide solutions to DH’s technology needs
- Assess the hiring process of the team selection to ensure the balance between selecting skilled and experienced as required by DH and Information Systems Department’s projects
- Provide solutions to technical difficulties and complex issues that might affect various hospital interests, operational factors and subject areas simultaneously
- Coordinate with other team members and provide the tangible end-to-end solutions and products
- Mentor other peer developers with workflow and complex software with your skills and experience
- Work collectively with the team and department leaders, DH leadership, and others and support them in resolving hitching issues
- Good interpersonal communication skills to work in a friendly and effective workplace environment
- Adaptive and up for cross-functional collaborations to achieve common goals for the growth and development
- Plan development tasks accordingly to improve and grow development performance KPIs
- Create and maintain department KPI’s and provide regular KPI performance reports
Specific Technical Responsibilities:
- Manage the development of the OpenVMS based MedWorxs/STAT suite of hospital applications
- Managing development on UNIX/Linux Operating Systems such as OpenVMS, *BSD Unix and Linux
- Manage the MedWorxs/STAT source code tree repository
- Lead the development of new parallel hospital systems and applications to replace or supplement existing legacy technologies with newer emerging technologies
- Develop APIs to connect to the MedWorxs OpenVMS RMS Databases
- Develop and Maintain AI enabled applications, agents and workflows and RAG servers.
- Develop and maintain HL7/EDI and DICOM communication platforms between all hospital applications
- Develop UI/UX Client-Side technologies for the MedWorxs Applications which can employ both commercial and open-source frameworks, such as but not limited to .NET, HTML5, CSS3, JavaScript, AngularJS, Backbone, iOS, Android, Cordova, Node.js, Vue.js and others
- Deploy API based componentized services which include Java, restful services, API management, micro services
- Be proficient in .NET, C#, C/C++ programming languages
- Develop application databases and schemas using latest SQL Server technologies
- Familiarity with opensource databases such as MySQL/Heidi and PostgreSQL
- Review and manage existing systems utilizing opensource programming and scripting languages such as Python, Perl, PHP, Ruby, Bash and others
- Knowledge of systems development from methodology through detailed design, construction, change control, implementation and production support
- Assess and analyze business and system requirements to design application integration solutions with principles of component reusability and security
- Develop Technical Design Documentation, codes and design, design and code, execute unit tests
- Provide systems support and leadership for prioritization of deliverables
- Provide production and non-production systems support
- Facilitate small to medium size group meetings for problem solving, application design and implementations
- Support solution design of emergent business demands
- Oversee all hospital application development initiatives and its developers
- Maintain optimal operation of hospital applications
- Work with other departments to assess departmental needs and develop solutions
- Oversee hospital application support ticketing system to assess application requests and issues
- Ensuring data protection is maintained throughout the development process and the operations of the applications
- Ensure DR/BCP capabilities and documentation are updated specific to development and application operations
- Maintaining updated and accurate information of the source tree and other development data assets
- maintain staff and clients’ communications through a series of actions, either face-to-face or over the telephone, to help set up systems or resolve issues
- Providing procedural documentation and relevant reports
- Support the roll-out of new DH applications
- Working continuously on a task until completion (or referral to third parties, if appropriate)
- Rapidly establishing a good working relationship with clinical service providers, internal customers and other professionals, such as software developers
- Testing and evaluating new technologies
- Maintaining uptime requirements of all DH medical applications
- To operate effectively with good communications skills
Accountability:
The HIS Lead Developer will be accountable to the Director of Information Systems
Mandatory Qualification and Knowledge Requirements:
- Bachelor’s degree in Information Technology, Computer Science, Software Engineering, Computer Engineering, or a related discipline. A relevant master’s degree or equivalent professional certifications is preferred.
- Demonstrated IT or Software Development management experience, supported by a relevant postgraduate degree, management certification, or equivalent leadership experience.
- Minimum of seven (10) years of software development experience using .NET, C#, C/C++, SQL databases, and related technologies.
- Minimum of three (3) years of development or integration experience with clinical systems such as Cerner, Epic, MEDITECH, eClinicalWorks, MedWorxs, or equivalent healthcare information systems.
- Strong knowledge of Windows Server, virtualization technologies, including VMware and Hyper-V, and UNIX/Linux operating systems.
- Strong understanding of modern AI technologies, including Large Language Models (LLMs), AI agents, Retrieval-Augmented Generation (RAG), Model Context Protocol (MCP), embeddings, vector databases, and prompt engineering.
- Experience designing, developing, integrating, or managing AI-enabled applications using cloud-hosted or locally deployed language models.
- Strong understanding of the Cayman Islands Data Protection Act (DPA), HIPAA, GDPR, and other applicable healthcare data privacy and information security requirements.
Other Beneficiary Expertise:
- Familiarity with open-source development platforms.
- Familiarity with the Joint Commission International Accreditation process advantageous
Travel:
No overseas travel expected. Local travel to other facilities expected semi-regularly
Physical, Mental and Environmental Requirements:
- Good Physical and mental fitness to attend work on campus premises regularly
- Ability to walk moderate distances
- Ability to sit for extended periods of time while working on a computer or performing other administrative work; perform repetitive motions pertaining to the operation of a computer keyboard
- Ability to hear normal speech when talking to staff, face to face and on the telephone
- Ability to work in an environment that has frequent risk of exposure to hazardous materials, infectious agents, and/or radiation
- Although most work is performed inside, occasional outside activities are required
