You are a seasoned and execution-focused Technical Program Manager who thrives in fast-paced environments and can bring structure to ambiguity. You’re comfortable working across time zones and functions, and enjoy partnering with engineering, product, and business stakeholders to drive high-quality delivery.

You take ownership of the operational side of software development — intake, prioritization, delivery tracking, and stakeholder coordination — and bring the clarity and alignment needed to keep things moving. You’re proactive about ensuring new asks are clearly defined, appropriately scoped, and visible. You take accountability for follow-through — whether that means chasing down vendor updates, surfacing blockers and unblockers, or prompting stakeholders when things stall. You don’t assume someone else will do it — you make sure it happens.

You have the technical depth to understand how systems work, how components connect, and where things can break down. While you’re not writing code, you can follow architecture conversations, dig into dependencies, and represent the technical state of a project with confidence. Engineers trust you to understand the nuance, and business stakeholders rely on you to translate it

You’re equally comfortable managing complex projects with multiple dependencies and rolling up your sleeves to clean up a JIRA board or produce a crisp weekly status update. You operate with independence and urgency, and are confident enough to represent the work of globally distributed teams at the executive level.

You’re based in London and can play a key role in bridging the time zone gap between New York and Hong Kong, enabling consistent communication and execution across teams.

Responsibilities

  • Act as a key execution partner to the Hong Kong-based Head of Operations Technology, supporting multiple engineering teams (approx. 20–30 developers across New York and Hong Kong)
  • Own the end-to-end intake process for new workstreams — ensuring new asks are captured, clarified, scoped, and prioritized in coordination with tech leads, product, and stakeholders
  • Maintain a global view of team resourcing and delivery, tracking who is working on what, what the current priorities are, and where there are conflicts or gaps
  • Create and maintain up-to-date status dashboards and reporting tools (“single pane of glass”) to provide visibility for leadership and stakeholders
  • Work closely with tech leads to ensure structured delivery across time zones and consistent execution rhythms
  • Facilitate agile ceremonies (planning, stand-ups, retrospectives) where needed, and ensure JIRA and other tooling reflect accurate project states
  • Own project management for larger or more complex initiatives that span multiple teams or functions — including dependency management and stakeholder coordination
  • Coordinate with adjacent teams (e.g. infrastructure, security, controls) where dependencies impact your team’s delivery
  • Proactively surface blockers, risks, and shifts in scope or resourcing — and ensure the right people are aware early
  • Provide regular, concise, and structured status updates to senior leadership, including the CTO
  • Contribute to the evolution of delivery process maturity across the Technology organization
  • 7+ years' experience in Technical Program Management, with direct involvement in engineering-led delivery
  • Strong track record of leading complex, cross-functional initiatives — ideally across time zones and with multiple engineering teams
  • Proven ability to manage intake, triage new requests, and partner with tech leads to define scope and priorities
  • Confident tracking resource allocation and team workloads across multiple pods, and surfacing gaps or overloads early
  • Comfortable driving execution — organizing work, chasing follow-ups, resolving blockers, and keeping teams on track
  • Highly structured in approach, with fluency in delivery tooling (JIRA, dashboards, docs) and ability to create clear visibility for both working teams and executive stakeholders
  • Strong communicator, capable of producing concise weekly status updates and interfacing directly with senior stakeholders including the CTO
  • Able to manage larger projects with multiple dependencies across teams, functions, or locations
  • Experience running or facilitating agile ceremonies (planning, standups, retros, etc.)
  • Operates independently, with a bias for action and accountability — able to work as an execution partner to senior leadership
  • Ability to engage deeply with technical projects and system workflows — not coding, but able to understand architecture, dependencies, and implementation complexity
  • Based in London and able to bridge the time zone and execution gap between New York and Hong Kong
  • Experience in digital assets, financial markets, or operations-heavy environments is a plus
  • Prior experience as a software engineer or in a hands-on technical role is a strong plus
