Under the overall supervision of the Programme Manager WASH and direct supervision of the National Programme Officer WASH in Cox’s Bazar Sub Office, Bangladesh, the successful candidate will be responsible and accountable for the implementation of field level WASH services of Implementing Partners and Operational Partners, as well as strengthening technical capacity of the partners’ field staff. The candidate will be field based (in the camps where IOM is the area focal agency, AFA) and will have extensive travel to project sites for accomplishing his/her responsibilities.

1.    Contribute towards achieving the WASH project objectives in coordination with National Programme Officer, Site Management, implementing partners and government counterpart. 
2.    Support implementing partners to develop effective work plan and execution of the plan in accordance with complying IOM policy and procedures. 
3.    Assist the National Programme Officer in developing plans of action for the timely and successful implementation of WASH activities for the respective project areas in consultation with IP and according to IOM Standing Operating Procedures.
4.    Promote community participation and ownership through engaging beneficiary communities, capacity development and monitoring activities are implemented to reflect coverage and prioritized needs. 
5.    Carry our regular field visits to the project area for monitoring whilst ensuring quality of work and provide regular feedback for improvement to IP and Vendors, as well submit progress update to National Programme Officer stating recommendation in case of any amendment/change in the work plan.
6.    Prepare camp progress reports using Kobo monitoring tools.  
7.    Participate in WASH needs assessment in coordination with beneficiaries, implementing partners and other agencies/organizations working within the target location.
8.    Participate in camp coordination meetings, WASH biweekly/monthly coordination meetings and other working groups or meetings as required, update the key discussion and decision to WASH management.
9.    Maintain effective collaboration with local administration and all stakeholders to achieve programme objectives.
10.    Ensure all technical records are prepared and maintained by our partners as per IOM and Government of Bangladesh guidelines. Update 
11.    Implement the WASH project monitoring & evaluation plan in coordination with M&E officer to measure progress on qualitative and quantitative indicators. 
12.    Perform any other duties assigned by the supervisor and the Programme Manager, WASH. 
 

EDUCATION
•    Completed university degree in Civil engineering, Water engineering, Environmental science, Social Science, Anthropology, Community development or any other degree in relevant field from an accredited academic institution with at least three years’ experience, or
•    An accredited diploma with at least five years of relevant experience. 
 

EXPERIENCE
•    Experience in participating in medium to large scale construction and community-based projects and working with local communities including corporations and other national entities.
•    Experience of construction, bore whole drilling and WASH activity supervision and monitoring.
•    Work experience with international humanitarian organizations and non-government organizations in a multi-cultural setting is an advantage.
•    Team-work oriented, capacity to work independently; personal commitment, efficiency, flexibility, experience in working effectively and harmoniously with colleagues from varied cultures and professional backgrounds at all levels.
•    Demonstrated ability to work well under pressure to meet deadlines.
•    Strong coordination, monitoring and evaluation, analytical, project development, liaison and reporting skills.
•    Excellent drafting and communication skills in Bangla and English is essential.
 

LANGUAGES
Required- Fluency in English and Bengali is required.  
Advantageous- Chittagonian language is an added advantage.

Notes

Internals of the Organization as well as external female candidates, will be considered as first-tier candidates. This vacancy is also open to second-tier candidates.

The appointment is subject to funding confirmation and certification that the candidate is medically fit for appointment and has successfully completed the required security checks.
