The position operates within a shared organizational framework between the Jefferson County Sheriff’s Office, Emergency Management, and Jefferson County Human Services. Emergency Management provides strategic and functional oversight of the position’s emergency management responsibilities, including countywide ESF-6 alignment, mass care preparedness, emergency planning, response and recovery coordination, integration with the Emergency Operations Center, training and exercises, and alignment with the National Response Framework (NRF), National Incident Management System (NIMS), and applicable county emergency management plans and standards.
Human Services provides day-to-day administrative oversight of the position, including personnel administration, routine work direction, employee development, and coordination of the position’s ongoing Human Services program responsibilities. This administrative structure ensures that the position remains connected to the operational expertise and service-delivery responsibilities of Human Services while maintaining countywide alignment with Jefferson County’s emergency management framework.
The Mass Care Coordinator works across county departments, municipalities, nonprofit and voluntary organizations, community partners, and other stakeholders to develop and maintain capabilities related to emergency sheltering, mass care, emergency assistance, reunification, feeding, donations and volunteer coordination, and support for individuals with access and functional needs. During emergencies and disasters, the position supports the transition from preparedness to response and recovery and provides technical expertise and coordination in support of ESF-6 operations and the Jefferson County Sheriff Emergency Operations Center.
The position serves as a critical link between Human Services program expertise and the countywide emergency management system, ensuring that mass care capabilities are incorporated into preparedness, response, and recovery planning and can be effectively integrated into incident and emergency operations.

- EOC Readiness & Planning: Ensure ESF-6 in the Emergency Operations Center (EOC) is ready for activation to support the mass care needs of Jefferson County. Develop, review, and update emergency plans, annexes, and documents related to mass care within the County Comprehensive Emergency Management Plan. Lead planning for sheltering, feeding, family reunification, disaster assistance centers, and integration of ESF-6 components.
- Inclusive Preparedness: Provide expertise on Access and Functional Needs (AFN) to support whole community inclusion during planning and response. Maintain and update checklists, forms, standard operating guides, and reference materials that reflect Human Services considerations within Mass Care operations. Coordinate planning to ensure actions address the needs of vulnerable populations, including people with disabilities, children, and older adults.
- Partnership Coordination: Facilitate partnerships with Human Services, nongovernmental organizations (NGOs), nonprofits, Volunteer Organizations Active in Disaster (VOAD), and community organizations such as the Red Cross, United Way, and Salvation Army to strengthen ESF-6. Respond promptly to requests, emergencies, and communications from citizens and partners.
- Resource & Facility Coordination: Support the identification, assessment, and maintenance of resources, facilities, agreements, and other capabilities necessary to support Mass Care operations. Coordinate with appropriate county departments and external partners to address resource requirements and operational needs before, during, and following emergencies.
- Training & Exercises: Support Jefferson County’s integrated preparedness, training, and exercise efforts in coordination with Emergency Management and participating county departments. Participate in the development, coordination, and delivery of Emergency Operations Center Team training and exercises, as appropriate to the position’s responsibilities. Assist with the development and review of exercise objectives, scenarios, materials, and related documentation, and contribute to after-action and improvement planning activities. Support other preparedness, training, and exercise activities as assigned or as appropriate to county needs.
- ICS & DOC Support: Provide guidance and support related to Incident Command System (ICS), Department Operations Center (DOC), and emergency coordination concepts. Assist with developing and delivering training and orientation for Human Services staff regarding their emergency roles and responsibilities, including ESF-6 operations and coordination during emergencies.
- Activation Support: Assist and support EOC activations by coordinating ESF-6 activities and liaising with partners for emergency assistance, shelter support, mass care, temporary housing, and human services opportunities.
- Recovery Coordination: Support the transition of Mass Care activities from immediate response to short-term and long-term recovery in coordination with Human Services, Emergency Management, and appropriate community partners. Assist with identifying unmet needs, coordinating continued assistance, and incorporating lessons learned into future planning and preparedness activities.
- Information & Situational Awareness: Support the collection, coordination, and dissemination of information related to Mass Care needs, resources, facilities, populations, and operational activities. Provide information and subject matter expertise to support situational awareness, planning, decision-making, and coordination during emergencies and other events.
- Representation & Outreach: Represent Jefferson County Sheriff’s Office Emergency Management and Human Services in a professional and collaborative manner at meetings, conferences, and committees. Conduct briefings and outreach to promote Mass Care capabilities. Attends and participates in various local and regional meetings, committees, seminars, and conferences for the coordination of planning efforts, training and exercises, and emergency management collaboration.
- Planning & Capability Development: Develop, write, implement, and maintain the Emergency Management plans for the County and Human Services, to include volunteer and donations management, Continuity of Operations Plan (COOP), Mass Care Annex with specific shelter plans, reunification, and Disaster Assistance Center (DAC) planning. Maintain and develop mass care capabilities supporting EOC functions to include identifying shelter facilities, expanding stakeholder relationships, and any necessary project management. Work with HS divisions to develop additional program-specific emergency responses, including Children, Youth, and Family Services, Adult and Family Services, and Economic Assistance.
- Administration: Manage records and funding documentation related to budgets and grants.
- Availability: Maintain 24/7 availability to respond to emergencies for the department operations center (DOC) or emergency operations center (EOC) activations as needed.
- Duty Officer: Maintains, on a rotational basis, 24-hour availability when serving as duty officer. Must be able to adjust work hours as necessary and be available 24/7 for callouts in event of emergencies and EOC activations. Carries a department supplied cell phone and other issued equipment.

Minimum Qualifications:
- Education: Bachelor’s degree
- Experience: Five (5) years of work-related experience
- Certifications/Licenses: None
- Note an equivalent combination of education and experience is acceptable
At hire:
- Completion of IS-405, Mass Care and Emergency Assistance Overview
- Completion of FEMA course work including Independent Study (IS)-100, IS-200, IS-405, IS-700, IS-800, IS-2200
- Completion of FEMA’s Professional Development Series
Within two (2) years of hire:
- Completion of the Colorado Emergency Managers Basic Academy
- Completion of FEMA’s Advanced Professional Series
- Colorado Certified Emergency Manager (CO-CEM) Designation or equivalent

Technical Skillset:
- Emergency planning & documentation: writing, reviewing, and maintaining plans, annexes, SOPs, and checklists.
