Job Summary: The Online Course Quality Assurance Program Manager provides leadership and operational oversight for course quality, accessibility, academic integrity, compliance, and continuous improvement initiatives. Establishes, manages, and evaluates quality assurance frameworks across the full course lifecycle, from initial request and design through development, delivery, review, and continuous improvement, ensuring alignment with institutional standards, national quality benchmarks, and regulatory requirements. Researches and implements best practices and emergent trends in online course design, quality, and integrity.


Additional Department Summary: Leads cross-functional collaboration among instructional designers, instructional technology staff, media staff, and faculty to ensure consistent, effective pedagogy across the course portfolio. Evaluates courses against institutional standards, national quality frameworks (e.g., Quality Matters, OLC Scorecard), and accessibility requirements (WCAG, Section 508), while leveraging data, reporting, and trend analysis to identify gaps and inform strategic improvements. Oversees review processes and drives scalable enhancements in course design, accessibility compliance, rights and resources (including copyright and licensing) and academic integrity. Provides guidance on the appropriate and ethical use of artificial intelligence in teaching and learning, ensuring alignment with institutional policy and academic standards.


Required Minimum Qualifications: Bachelor's degree and six (6) years of instructional technology experience; OR master's degree and four (4) years of instructional technology experience.


Skills and Knowledge: Strong written and verbal communication skills, knowledge of instructional design principles and online pedagogy. Familiarity with quality assurance frameworks (e.g., Quality Matters, OLC Scorecard). Ability to manage multiple projects and timelines simultaneously. Familiarity with online learning environments, including experience using learning management systems (LMS), in higher education or K–12 settings.


Preferred Qualifications: Master’s degree in education, instructional design, educational technology, curriculum and instruction, or a related field. Experience in instructional design in higher education or K–12 environments, with learning management systems (e.g., Blackboard), course development, curriculum design, or multimedia development, tools such as Adobe Creative Cloud and/or Articulate Storyline/Rise. Experience in analyzing data and identifying trends to inform improvements. Experience with online accessibility standards (e.g., WCAG, Section 508). Quality Matters certification and/or formal reviewer training.
