This senior leadership role oversees end-to-end IT delivery within a complex tolling, vehicle, traffic, and regulatory technology environment.
You’ll shape technology strategy while leading development, production support, modernization, and cloud transformation initiatives.
The position provides leadership to a multidisciplinary team of 40+ technology professionals across engineering, infrastructure, databases, and operations.
You’ll work at the intersection of technical strategy, operational reliability, innovation, and public-sector service delivery.
The role offers significant influence over high-availability systems that support critical transportation and regulatory programs.
You’ll drive modernization through cloud technologies, DevOps, automation, advanced analytics, and AI-enabled capabilities where appropriate.
This is a fully remote, full-time opportunity requiring strong technical credibility, strategic leadership, and stakeholder management skills.

Lead all aspects of IT delivery, including application development, production support, maintenance, incident and problem management, release management, and continuous improvement.
Provide strategic and operational leadership to a team of 40+ professionals spanning software development, architecture, databases, infrastructure, application support, and technical leadership.
Establish clear objectives, performance expectations, delivery standards, and accountability across technical teams.
Partner with program leaders, business stakeholders, and client representatives to align technology execution with operational and program objectives.
Define and execute the technology roadmap for complex tolling, vehicle, traffic, transportation, and regulatory systems.
Lead modernization initiatives involving legacy applications, cloud migration, scalable architectures, DevOps, automation, and performance optimization.
Oversee architecture and full-stack engineering practices across frontend, middleware, backend, database, and cloud environments.
Ensure applications and services meet high standards for performance, resilience, security, maintainability, scalability, and operational continuity.
Oversee the complete software development lifecycle, from requirements and design through development, testing, deployment, support, and enhancement.
Establish effective support models for business-critical applications and lead resolution of major incidents and production challenges.
Drive cloud strategy and transformation initiatives using AWS and Azure.
Promote emerging technologies, AI-enabled capabilities, automation, and advanced analytics while balancing innovation with operational stability and compliance.
Establish technical governance, delivery standards, quality controls, risk management, change management, and release governance.
Monitor and report on delivery performance, operational health, risks, technology roadmap progress, and service quality.
Support compliance with applicable security, privacy, regulatory, and operational requirements in a highly regulated public-sector environment.
Develop and mentor technical talent while fostering collaboration, innovation, technical excellence, and reliable service delivery.

Requirements

Bachelor’s degree in a relevant field or equivalent professional experience.
10+ years of experience in a technical field or related industry.
At least 2 years of experience in a team leadership or management position.
Strong experience in tolling, vehicle technology, traffic systems, transportation technology, mobility, or a related technical environment.
Hands-on and strategic experience with AWS, Azure, and broader cloud transformation initiatives.
Strong understanding of full-stack application development, including frontend, backend, APIs, databases, and cloud platforms.
Experience with React and modern web application frameworks.
Strong experience with .NET and Java-based enterprise systems.
Deep knowledge of database technologies, including Oracle, data modeling, performance tuning, and application integration.
Experience with Agile, DevOps, CI/CD, and modern software engineering practices.
Experience with application monitoring, observability, cybersecurity, and service management practices is preferred.
Experience delivering technology programs in public-sector, transportation, mobility, tolling, or highly regulated environments is preferred.
Familiarity with high-volume transaction systems, customer-facing digital platforms, and mission-critical operational environments.
Experience modernizing legacy systems into cloud-based or hybrid architectures.
Strong strategic leadership, technical communication, stakeholder management, risk management, and problem-solving skills.
Ability to build, mentor, and motivate multidisciplinary technical teams while maintaining delivery accountability.
Strong understanding of AI literacy and digital enablement, with the ability to evaluate emerging technologies in an enterprise environment.
