Project Manager

KeenLogic is seeking a Project Manager/Task Lead to support the U.S. Air Force’s Executive Airlift Communications Network (EACN) under the Senior Leader Command, Control, and Communications Systems–Airborne (SLC3S-A) program. EACN provides voice, video, and data communications to senior U.S. Government leaders while aboard specially equipped executive aircraft. The program supports operational gateways at Scott Air Force Base, Joint Base Andrews, and Joint Base Lewis-McChord, along with a Systems Integration Lab at Scott Air Force Base.  

This position will serve as the contractor’s primary point of contact for overall contract management and performance. The Project Manager will supervise contract personnel, coordinate activities across supported locations, oversee project milestones and deliverables, and work closely with the Government EACN Program Manager, engineers, and operational stakeholders.

• Anticipated Start: January 2, 2027. Key Personnel must be fully qualified and available at the beginning of the phase-in period.  

• Contract Length: Anticipated phase-in from January 2–February 1, 2027, followed by a base period from February 2–September 30, 2027. The contract includes four one-year option periods through September 30, 2031, and a potential six-month extension through March 31, 2032.  

• Location: Scott Air Force Base, Illinois.  

• Onsite Requirements: Hybrid, with onsite attendance 3–4 days per week or as requested by the Government EACN Program Manager. Telework requires Government coordination and approval.  

• Schedule: Monday–Friday, with an assigned schedule within the Government’s normal working window of 6:30 AM–5:30 PM Central Time, excluding federal holidays. Individual daily hours and weekly hours remain to be confirmed. Pre-coordinated maintenance cutovers may occur outside normal hours.  

• Clearance: Active Top Secret security clearance required at contract award.  

• Travel: Government-approved travel within the continental United States may be required for program coordination and other contract activities.  

• Current Project Management Professional (PMP) certification awarded by the Project Management Institute.  

• Active Top Secret security clearance at contract award, maintained throughout performance.  

• Ability to serve as a prime-contractor employee with the authority required to oversee contract personnel and contractor-related functions.  

• Ability to meet the onsite requirements at Scott Air Force Base.  

• Ability to satisfy applicable Government access, security training, and DoD workforce qualification requirements.  

• Ability to oversee a multi-site technical services program while maintaining accountability for staffing, performance, deliverables, and operational continuity.  

• Ability to translate Government priorities into coordinated project activities, milestones, and measurable outcomes.  

• Ability to communicate project status, configuration issues, dependencies, and resource needs clearly to technical and management stakeholders.  

• Ability to maintain accurate program documentation and ensure required reporting is complete and submitted on time.

  Serve as the contractor’s primary point of contact for overall management and performance of the EACN contract.

  Supervise contract personnel and coordinate contractor activities across Scott Air Force Base, Joint Base Andrews, and Joint Base Lewis-McChord.

  Maintain the Projects Status List, including milestones, project points of contact, and current status.

  Maintain a Project Checklist for each project and update documentation throughout project execution.

  Prepare and submit Monthly Status Reports covering activities and performance across all three locations.

  Establish, maintain, and report service performance metrics.

  Organize biweekly coordination meetings with Government and gateway personnel to review configuration issues, validate requirements, establish priorities, and discuss project status.

  Conduct annual, in-person Program Management Reviews with the Government EACN Program Manager and key stakeholders.

  Coordinate preparation and maintenance of technical deliverables, including white papers, installation and configuration guides, disaster recovery documentation, and configuration management materials.

  Maintain staffing continuity so scheduled leave, unexpected absences, and personnel transitions do not degrade required service coverage.
