In this role, you will serve as the on-site Owner's Representative for quality and commissioning activities supporting the construction and delivery of a mission-critical data center. You will work closely with the owner, General Contractor, Commissioning Agent, operations teams, subcontractors, and vendors to provide technical oversight, program leadership, and commissioning coordination. This position is focused on managing and overseeing the commissioning program rather than directly executing field commissioning activities.
Responsibilities
~2 min read- →Serve as the primary on-site point of contact for Owner quality and commissioning activities, ensuring compliance with project commissioning requirements, stage gates, and key milestones.
- →Provide technical oversight of electrical, mechanical, controls, and other critical data center systems throughout the commissioning process.
- →Coordinate commissioning activities between the Owner, General Contractor, Commissioning Agent, operations teams, subcontractors, and equipment vendors.
- →Oversee Commissioning Agent and QA activities, deliverables, staffing, performance, and overall alignment with project requirements.
- →Manage the transition between commissioning levels, including L1-L3 construction and installation activities through L4-L5 functional and integrated systems testing.
- →Review and manage commissioning plans, checklists, test scripts, QA plans, project drawings, specifications, RFIs, submittals, FAT/FWT procedures, and final commissioning documentation.
- →Oversee commissioning schedules and two-week look-ahead plans, ensuring commissioning activities, equipment deliveries, vendor support, and project resources align with required milestones.
- →Monitor commissioning progress, system readiness, tagging completion, deficiencies, and quality issues while escalating risks that may impact project schedule or final readiness.
- →Lead commissioning issue management by reviewing priorities, coordinating resolution, maintaining accurate issue data, and driving critical deficiencies through closure.
- →Provide oversight of site-level BIM commissioning processes, including program standards, issue management, asset information, final equipment settings, and supporting documentation.
- →Lead commissioning change control and ensure project-specific deviations from established commissioning requirements are appropriately reviewed, documented, and approved.
- →Develop and maintain commissioning metrics and reporting, providing project leadership with accurate updates on L1-L5 progress, quality performance, system readiness, and key project milestones.
- →Coordinate and participate in commissioning kickoff meetings, startup meetings, quality meetings, schedule reviews, testing activities, and other project coordination meetings as required.
- →Support site inspections, quality walks, equipment quality reviews, FAT/FWT activities, and commissioning readiness assessments to promote a strong quality culture.
- →Coordinate commissioning resources, specialty vendors, QA personnel, equipment technicians, and operational support necessary to maintain the commissioning schedule.
- →Support project closeout, final readiness assessments, turnover, lessons learned, defect analysis, and continuous improvement of quality and commissioning processes.
- →Any other duties or responsibilities that may be assigned to you in your role.
- Strong experience managing or overseeing commissioning programs for large-scale data center or mission-critical construction projects.
- Strong technical knowledge of electrical, mechanical, controls, and critical infrastructure systems within data center environments.
- Thorough understanding of commissioning levels, including installation verification, startup, functional testing, integrated systems testing, and final turnover.
- Experience coordinating General Contractors, Commissioning Agents, subcontractors, equipment vendors, operations teams, and client stakeholders.
- Strong knowledge of QA/QC programs, commissioning documentation, issue management, scheduling, and project readiness reporting.
- Ability to review technical drawings, specifications, commissioning plans, test procedures, schedules, RFIs, and submittals.
- Strong project management, stakeholder management, communication, organization, and problem-solving skills.
- Experience with BIM, commissioning management platforms, reporting tools, and construction document management systems.
- Bachelor's degree in Engineering, Construction Management, or related field preferred.
- Commissioning certification preferred.
- Relevant electrical, mechanical, or construction certifications preferred.
- Proof of education, licenses, and certifications will be required where applicable.
