Main Purpose of Job

The main purpose of the position of Accountant Lead for the Baltimore City Department of Social Services (BCDSS) is to prepare accurate and precise reconciliations of all bank accounts, gift cards and financial transactions ensuring that Generally Accepted Accounting Principles (GAAP) are applied and proper internal controls are maintained. Responsible for ensuring that all funds received are expended by BCDSS are properly documented and booked utilizing various departmental worksheets and system reports. The incumbent must have a working knowledge of all systems utilized by BCDSS to include the Automated Financial System (AFS – D365), the Child Juvenile and Adult Management System (CJAMS), the Foster Care Payment Legacy System and the Financial Management Information System (FMIS) to enable them to analyze and interpret the system records and reports. The incumbent is also responsible for the adherence to all imposed daily, weekly and monthly deadlines.�\r\n

POSITION DUTIES

\r\n Provide advice, training and guidance to an Accountant II and other Accountants while reconciling all Bank Accounts, Gift Cards, Salary Advances (Monthly Summary), MA Copay, Working Fund(Monthly Summary), and other financial transactions.�\r\n\r\n\r\n\r\n Must analyze and interpret records and reports that are accessed thru the Automated Financial System(AFS-D365), the Child Juvenile and Adult Management System(CJAMS),the Foster Care Payment Legacy System and the Financial Management Information System(FMIS).�\r\n\r\n\r\n\r\n\r\n Assist internal and external auditors who examines agency records by providing relevant source documents and reports while ensuring internal controls are maintained within all job functions.�\r\n\r\n\r\n\r\n\r\n Serves as a backup when necessary for running and reconciling the AFS-365 Check Issuance Reports that are transmitted to the Department of Human Services (DHS) each month.�\r\n\r\n\r\n\r\n\r\n Responsible for resolving complex accounting issues.\r\n\r\n\r\n

MINIMUM QUALIFICATIONS

Applicants must meet all minimum (and selective) qualifications to be considered, and to appear on the list of people eligible for hire. Please read all requirements before applying.\r\nEducation: A Bachelor's degree in Accounting from an accredited college or university, including or supplemented by three credit hours in auditing. \r\nExperience: Three years of experience examining, analyzing and interpreting accounting systems, records and reports by applying generally accepted accounting principles. \r\nNotes: \r\n1. Candidates may substitute a Bachelor’s degree from an accredited college or university with thirty credit hours in Accounting and related courses, including or supplemented by three credit hours in auditing, for the required education. \r\n2. Applicants who have met the requirements for admission to the CPA examination prior to July 1, 1974 will be considered to have met the educational requirement referenced above. \r\n3. Possession of a certificate as a Certified Public Accountant or a Master's degree in accounting from an accredited college or university may be substituted for one year of the required experience. \r\n4. Applicants may substitute one year of professional auditing experience for one year of the required experience. \r\n5. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Accounting Officer classification or Financial Management specialty codes in the Accounting field of work on a year-for-year basis for the required experience and education.\r\n

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants�who possess the following preferred qualification(s).�Include clear and specific information on your application regarding�your qualifications.\r\n\r\n\r\n One year of experience reconciling bank accounts, gift cards, program audits, and internal control processes.\r\n One year of experience using Microsoft Office including D365 and Financial Management Information System (FMIS).\r\n One year of experience preparing accounting and compliance reports.\r\n\r\n\r\n
