Main Purpose of Job

The incumbent in\r\nthis position functions as an Administrator in EEO investigations and supports\r\nthe Assistant Director of EEO & Investigations within the Office of Fair\r\nPractices and Inclusion. With nearly 9,000 employees, and a budget of close to\r\n$1.2 billion, the Department of Public Safety and Correctional Services is one\r\nof the largest state agencies in Maryland. The Department’s functions include\r\nthe operation of three correctional divisions that total 27 facilities, and 45\r\nparole and probation supervision offices. This position will handle high level\r\ntasks and responsibilities under the direction and guidance of the OFPI\r\nExecutive Leadership. The incumbent will be responsible for intake,\r\ninvestigation, and following through to making recommendations for discipline,\r\ntraining, policy adjustments depending on the dispute and fact finding.\r\nCasework includes externally filed matters where the incumbent will represent\r\nthe DPSCS in administrative or other adjudicatory processes involving\r\ncomplaints of discrimination, fair labor practice, or harassment and bullying.\r\nThis Administrator will also support requests for ADA medical accommodations\r\nand religious accommodations, as well as assisting with other EEO related\r\nprogram administration tasks, developing processes, templates and training.\r\n

POSITION DUTIES

\r\n\r\nThis\r\nposition’s primary duty will be to investigate complaints of discrimination and\r\nbullying to include equal employment opportunity, Americans with Disabilities\r\nAct and sexual harassment complaints.�Receive, triage, investigate, document, and recommend\r\ncorrective action to charging parties’ supervisor via the Executive Director\r\nand Assistant Director of EEO & Investigations. Coordinate the\r\nadministrative processes needed for the management of investigations and the\r\nresolution of all EEO/ADA related complaints filed by DPSCS employees, assist\r\nwith preparing detailed responses to EEO/ADA related complaints from outside\r\nagencies including the U.S. Equal Employment Opportunity Commission and the\r\nMaryland Commission on Civil Rights in their respective region. The incumbent\r\nwill assist in developing program resources and process improvement, as well as\r\nprovide support for reporting and data management for EEO complaints. The\r\nincumbent will support the ADA Program when needed by responding to requests\r\nfor accommodation as well as supporting policy review, SOP creation, process\r\nimprovements, etc.\r\nBeing readily available\r\nin-person to meet with investigators and provide EEO training at various DPSCS\r\nlocations across the state.\r\nDuties\r\ninclude but aren’t limited to:\r\nProviding administrative\r\nassistance to manage cases from beginning to end, including intake, triage,\r\ninvestigation, processing documentation, drafting investigative reports, memos,\r\nand preparing communications on the OFPI Executive Leadership’s behalf; data\r\ntracking and reporting; maintaining comprehensive and accurate records and\r\nstoring data; compiling and sharing EEO related reports for the OFPI Executive\r\nLeadership review.\r\nAdditional\r\nduties of this position include:\r\nMaking recommendations to\r\nExecutive Director and/or Assistant Directors on issues related to EEO/ADA\r\ninvestigations, case work, or training; participating on interview panels to\r\nensure fair hiring practices; reviewing statistical data of Department’s\r\nworkforce and employment practices and monitoring recruitment and retention\r\nprogress data to share with the OFPI Executive Leadership; assisting with\r\nupdating information and guidance to managers regarding EEO/ADA laws and\r\nrequirements for compliance; mediation where appropriate in support of the ADR\r\nprogram. Developing SOPs for all processes: templates and forms.\r\nReview investigator work for\r\nconformity to policy and practice approved by the Executive Director.\r\nTraining:\r\nThis position will collaborate\r\nwith and assist the EEO Training & Compliance Manager. The incumbent will\r\ndevelop and provide EEO/ADA training and related workshops as needed. This\r\nincumbent will also assist in developing a comprehensive training program for\r\ninvestigators. The incumbent must be available to administer in-person training\r\nacross various DPSCS locations.\r\nPartner with the Assistant\r\nDirector of Data, Compliance & Operations on identifying issues for\r\ntargeted training and development to be coordinated with the EEO Training &\r\nCompliance Manager.\r\nData\r\nAnalytics:\r\nData analytics focused on EEO\r\ncase data, including analysis, optimization of data tracking and processing,\r\nand development of standard operating procedures (SOPs) and templates.\r\nOther assignments as needed by the OFPI Executive\r\nLeadership.�\r\n\r\n

MINIMUM QUALIFICATIONS

Applicants must meet all minimum qualifications to be considered, and to appear on the list of people eligible for hire. Please read all requirements before applying.\r\n\r\n\r\nEducation: Graduation from an accredited high school or possession of a high school equivalency certificate.\r\nExperience: Six years of administrative staff or professional work.\r\nNotes:\r\n1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to four years of the required experience.\r\n2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience.\r\n3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience.\r\n4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.\r\n

DESIRED OR PREFERRED QUALIFICATIONS

Experience leading or training and developing others into an\r\nEEO Investigator who can process and handle investigations and/or complaints of\r\ndiscrimination that require a thorough analysis based on Federal and State\r\nemployment policies, laws, and regulations.\r\n\r\n\r\n
