Introduction

The Maryland School for the Deaf provides an inclusive,\r\nlanguage-rich environment for deaf and hard of hearing students from birth\r\nthrough age 21. Rooted in a bilingual education approach, we ensure full access\r\nto American Sign Language and English across comprehensive academic,\r\nextracurricular, and student life programs. Main Purpose of Job

Under the leadership of the Superintendent, the Columbia Campus Chief Educational Programs Officer provides strategic educational leadership, develops the short-and long-term instruction goals/vision and works to establish a culture of high expectations and shared responsibility for equitable access to high-quality bilingual (ASL/English) and culturally relevant instruction for all students at the Columbia Campus. Collaborates with the MSD leadership team members including the Frederick Campus Chief Educational Programs Officer to ensure close alignment of campus resources with school needs, to implement an instructional plan for the school that ensures effective teaching in every classroom, and to create conditions that ensure systemic improvement to support students’ learning in a bilingual environment. Provides progressive educational leadership, supervision, and evaluation of department principals and supervisors (Family Education/Early Childhood Education, Elementary, Middle School/Career & Technical Education, Student Life & Student Health Center) at the Columbia Campus. Reports directly to the Superintendent and consults with the Superintendent on high level needs.\r\n

POSITION DUTIES

Provides strategic\r\neducational leadership, develops the short- and long-term instruction\r\ngoals/vision and works to establish a culture of high expectations and shared\r\nresponsibility for equitable access to high-quality bilingual (ASL/English) and\r\nculturally relevant instruction for all students at the Columbia Campus.\r\n\r\n\r\nPlans, coordinates,\r\nand supervises the academic/instructional programs at the Columbia Campus in\r\ncollaboration with the Frederick Campus Chief Educational Programs Officer to\r\nalign assessments, curriculum, instruction and resources.\r\n\r\n\r\nEstablishes direction\r\nfor school improvement efforts by monitoring the progress of school\r\nperformance, student achievement objectives and academic excellence indicators\r\nto align strategies for school improvement; administers multi-tiered system of\r\ninterventions to improve achievement of students who are not meeting\r\ngrade-level expectations.\r\n\r\n\r\nWorks with members\r\nof the MSD Leadership Team (MLT) including the Director of Student Support\r\nServices to address students' unique needs through integrated services and\r\nsupport.� Supports the implementation of\r\nIEPs, oversees compliance with MSD and Maryland State Department of Education\r\npolicies, and collaborates on key school policies and procedures.\r\n\r\n\r\nIn collaboration with\r\nother leaders including the Director of Language & Literacy and\r\nProfessional Development, facilitates the planning, implementation, and\r\nevaluation of related professional development activities for instructional\r\nstaff to ensure a robust, systemic approach that meets student needs.\r\n\r\n\r\nAssists in the\r\ndevelopment and implementation of the instructional budget based on student\r\nneeds and school priorities; manages the campus budget as well as recommends\r\nand participates in determining necessary capital budget projects in\r\npartnership with the Chief Financial Officer/Chief Operating Officer and the\r\nSuperintendent.\r\n\r\n\r\nConducts Personnel\r\nactions for assigned departments and staff, including interviewing, hiring,\r\nsupervising, and evaluating department principals, the Student Health Center\r\nSupervisor, the Director of Student Life, teachers, support and office staff.\r\nCollaborates with Human Resources on recruitment, employee relations,\r\nperformance management and disciplinary matters.\r\n\r\n\r\nCollaborates with\r\nother key leaders to maintain a strong partnership between school, student\r\nlife, athletics and afterschool programs.\r\n\r\n\r\nSupports the\r\nDirector of Student Life in overseeing the afterschool program and Student Life\r\nactivities, ensuring they provide a safe and supportive environment conducive\r\nto students' personal development and well-being during after-school hours.\r\n\r\n\r\nLeads the Columbia\r\nCampus Administrative Team (CCAT), serves on the MSD Leadership Team (MLT),\r\nCampus Alignment Team and Admissions Review Team, and collaborates with other\r\nleaders to maintain partnerships between school, student life, athletics, and\r\nafterschool programs.\r\n\r\n\r\nSupports the\r\nDepartment Principals and Supervisors in ensuring the effectiveness of daily\r\nschool operations including but not limited to student class schedules and\r\nteacher assignments, student/faculty rosters, and IEPs/report cards, etc.\r\n\r\n\r\nDetermines school\r\nclosings, early dismissals, or delays due to inclement weather, oversees\r\ntransportation coordination with counties, and leads emergency responses as the\r\nincident commander.\r\n\r\n\r\nEngages staff,\r\ncommunity stakeholders and families to plan/support school priorities through\r\ncollaborative opportunities to improve student academic success and overall\r\nstudent experiences.\r\n\r\n\r\nPerforms other duties as\r\nassigned by the superintendent.\r\n

MINIMUM QUALIFICATIONS

\r\nEducation: A Master's Degree in School Administration,\r\nEducation of Deaf students, Education of Deaf students with additional\r\ndisabilities, or related field.\r\n\r\n\r\nMaryland State Department\r\nof Education Administrator I & II or Principal Certificate required (or the\r\nability to obtain in a specific time).\r\n\r\n\r\nExperience: Minimum of three years of K-12 classroom\r\nteaching experience.\r\n\r\n\r\nMinimum of three years\r\nof supervisory or educational administrative experience in a deaf\r\nschool/program demonstrating experience and knowledge in curriculum,\r\ninstruction and special education laws/services.\r\n\r\n\r\nMust be proficient in\r\nAmerican Sign Language and written English. Knowledge of Deaf community\r\nrequired.\r\n\r\n\r\n

DESIRED OR PREFERRED QUALIFICATIONS

\r\nExperience working\r\nwith students with additional disabilities.\r\n\r\n\r\nFive years of\r\nsupervisory or educational administrative experience in a deaf school/program.\r\n\r\n\r\nExperience in\r\npromoting academic rigor desired.\r\n\r\n\r\n
