Main Purpose of Job

The Maryland Health Services Cost Review Commission seeks a Chief of Financial Methodologies to assist the Director of Medical Economics and Data Analytics, the Deputy Director of Financial Methodologies, and the Associate Director of Financial Methodologies with developing, revamping, evaluating, modeling, and assessing research projects and policies. The HSCRC is responsible for implementing Commission policy geared toward achieving maximum efficiency at Maryland hospitals and meeting the goals of the Achieving Healthcare Efficiency through Accountable Design Model (AHEAD). An independent state agency, the HSCRC is unique in the U.S. because it sets hospital rates for self-pay, commercial, Medicaid, and Medicare patients via its waiver from Medicare's Prospective Payment System.\r\n

POSITION DUTIES

This position will primarily be responsible for: evaluating, modeling, and assessing projects related to Research and Methodology across a broad spectrum of activities. Major job functions fall into these three areas:\r\n\r\n\r\n Methodological research and evaluation of potential reimbursement methodologies;�\r\n Development of implementation approaches for newly approved methodologies; and,�\r\n Evaluation of existing reimbursement mechanisms for alteration and refinement.\r\n\r\n\r\n

MINIMUM QUALIFICATIONS

Qualified candidates must possess a Master's degree or higher from an accredited college or university in Public Health, Healthcare Administration, Public Policy, Health Economics, or related field.�Five years experience evaluating, modeling and assessing hospital financial and reimbursement projects.�A Doctoral degree will substitute for three years of experience.\r\n

DESIRED OR PREFERRED QUALIFICATIONS

Successful candidates will demonstrate the ability to lead tasks and projects that require manipulation of large datasets to analyze trends and report findings to various internal and external audiences, in addition to evaluating, modeling, and assessing projects related to hospital financial and reimbursement methodologies. Experience with statistical analysis using SAS and Excel is strongly required. Excellent management; oral and written communication skills; and the ability to handle multiple tasks/projects simultaneously and meet deliverable deadlines are pivotal in this role.\r\n
