Main Purpose of Job

Child Support Specialist Supervisor (Current Position):�\r\n\r\nThe main purpose of the Human Service Specialist V Supervisor position is to promote family�well-being and self-sufficiency by assigning, reviewing and approving work of Child Support�staff; training Child Support staff; providing supervision to the Non-Custodial Parents�Employment Program (NPEP) and Parents as Partners Program (PAP) staff; and supervise the�Child Support Specialist’s (CSS) in the Enforcement Unit.\r\n\r\n\r\nNature of Work:�\r\nA Human Service Specialist V Supervisor is the expert staff level of work in the field of human service program administration. Employees in this classification conduct studies and analyses of agency programs, procedures and organizations and makes recommendations to improve system efficiency and operations. Employees in this classification specialize in one or more human service program areas, such as program planning or evaluation, child support, child welfare, adult services, family investment, aging, energy assistance, federal compliance, Title IV-E program, or volunteer program administration. Employees in this classification function as a technical subject matter expert in a specific human services program with responsibility for program administration. Employees in this classification supervise professional and/or staff.�\r\n

POSITION DUTIES

Child Support Specialist Supervisor (Current Position):\r\n\r\n\r\n\r\nSupervises�\r\n\r\n\r\n Directs, assigns, monitors, disciplines, schedules, assists, delegates, trains, reviews�work and provides guidance to Parents as Partners/Non-Custodial Parent Employment Program�case manager, Child Support Specialist’s (CSS) in the Enforcement Unit and ensure customer�service goals are met.\r\n Monitors and delegates workloads for staff supervised to meet program�and case processing timelines, data reliability/accuracy targets and program performance goals in Child Support, Non-Custodial Parent Employment Program, and Parents as Partners Program as required by Federal, State or local laws, regulations, policy. Allowing for proper allocation of NPEP & PAP Budget. At all times, the incumbent will provide customer service to both internal and external customs that meets or exceeds the standards set by the Department.\r\n\r\n\r\n\r\n\r\n\r\n\r\nAssign, review and approve work of Child Support staff and provide training.\r\n\r\n\r\n\r\n Review for accuracy and timeliness, and monitor cases selected for�Data Reliability Audits, Quality Control Reviews, or other reviews as instructed in accordance with current Federal, State or local policy as measured by supervisory review of appropriate management reports, CSES screens, or other management tools.\r\n\r\n\r\n\r\n\r\n\r\nMaintain caseload within current policies, procedures, and timelines.\r\n\r\n\r\n\r\n Monitors and delegates workloads for enforcement and fiscal staff supervised to meet program requirements, data reliability/accuracy targets and program performance goals as required by Federal, State or local laws, regulations, policy.\r\n\r\n\r\n\r\n\r\n\r\n\r\nExamples Of Work:�\r\n\r\n\r\n Plans, organizes, assigns, reviews and approves the work of professional and/or support staff.\r\n Supervises professional and/or support staff.\r\n Functions as a technical subject matter expert in a specific human services program, such as program planning or evaluation, child support, child welfare, adult services, family investment, energy assistance, federal compliance; Title IV-E program, or volunteer program administration.\r\n Administers a human service program with responsibility for the planning and implementation of new or revised procedures, practices and processes, and the disposition of a variety of problems, issues and projects.�\r\n Evaluates reports and recommendations of lower-level Human Service Specialist staff for conformance with the appropriate laws, policy and case precedent and determines adequacy of recommendations.�\r\n Advises subordinate staff and other Human Service Specialists assigned to other areas on the handling of special cases involving unusual ramifications or applications of the human services policies and procedures.�\r\n Ensures compliance with departmental policies, directives, and objectives in day-to-day operations.�\r\n Recommends changes in legislation, policies or procedures.�\r\n Participates in the formulation and modification of program goals, and in the process of program planning.�\r\n Prepares final reports and evaluations of the human service program.�\r\n Plans and conducts special projects or analyses of the human service program.\r\n Conducts studies and analyses of agency human service programs, procedures, practices and organizations and makes recommendations to improve system efficiency and operations.\r\n Consults with program heads and administrative officials regarding policies, trends and interpretation of data and program needs.�\r\n Prepares statistical tables and charts, work-flow charts, staffing patterns and organizational charts.�\r\n Plans and implements new or revised procedures, practices and processes.�\r\n Assists in the formulation and preparation of an agency's budget.�\r\n Performs other related duties.\r\n\r\n\r\n

MINIMUM QUALIFICATIONS

Applicants must meet all minimum (and selective) qualifications to be considered, and to appear on the list of people eligible for hire. Please read all requirements before applying.\r\nExperience: Eight years of experience, four years of experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations and an additional four years of professional or technical experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations. \r\nNotes: \r\n1. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and four years of experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations for the required experience. \r\n2. Candidates may substitute graduate level education at an accredited college or university in a human services related field at the rate of 30 credit hours per year for up to six years of the required experience. \r\n3. Candidates may substitute U.S. Armed Forces military experience as a commissioned officer in Administrative Officer classifications or Administrative Officer specialty codes in the General, Administrative, Clerical and Office Services field of work on a year-for-year basis for the required experience.\r\n

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants�who possess the following preferred qualification(s).�Include clear and specific information on your application regarding�your qualifications.\r\n\r\n\r\n One year of experience in a Human Services Program.\r\n One year of experience in supervision and/ or training staff.\r\n One year of experience monitoring budgets, or developing and analyzing data and/or reports, or monitoring and evaluating program compliance.��\r\n One year of experience using Child Support Management System (CSMS), or WORKS (Work Opportunity Record Keeping System), or E&E (Enrollment & Eligibility) Systems, or Google and/or Microsoft Suites.\r\n One year of experience communicating with internal and eternal customers and/or community stakeholders.\r\n\r\n\r\n
