We are seeking a passionate individual for the\r\nrole of Deputy Director of Human Resources (HR), so come\r\njoin our team and make a meaningful impact on youth and the community at DJS!\r\n\r\n\r\n\r\nThis critical\r\nposition serves as Deputy Director of HR and is responsible for overseeing the\r\ndaily operations of the DJS Office of Human Resources, to include managing the classification,\r\nreclassification, compensation, employee relations, leave, and administrative\r\nactivities. This position provides direct supervision to unit managers with\r\nresponsibility for overseeing the operations of HR divisions. The Deputy\r\nDirector requires the use of independent judgment in interpreting and applying\r\nHR Laws, COMAR, State Personnel and Pensions, and pertinent policies and\r\nprocedures to address various administrative activities, problems, issues, and\r\nprojects within the purview of the Office of Human Resources.�\r\n

POSITION DUTIES

\r\n\r\n\r\n\r\nOrganize, direct, and coordinate the work of HR units and subject matter areas:\r\n\r\n\r\n\r\n Establish HR program goals and objectives for units.\r\n Direct activities of the Employee Relations and Leave Units.\r\n Evaluate the effectiveness of HR policies and procedures.\r\n Oversee, review, and approve classification and compensation matters agency-wide.\r\n Evaluate the efficiency of HR unit operations and HR program accomplishments.\r\n Evaluate appropriateness of HR actions based on established guidelines, procedures and precedents.\r\n Analyze approaches and develop solutions to HR related issues.�\r\n\r\n\r\n\r\n\r\nDevelop and review HR policies and procedures, and review agency-wide policies and procedures:\r\n\r\n\r\n Review and implement HR policies and procedures.\r\n Ensure all OHR policies are fully up-to-date with State and Federal laws.\r\n Review, analyze, and evaluate Department-wide policies and procedures to ensure compliance with HR regulations.\r\n Advise management and employees on application of policies and procedures.�\r\n\r\n\r\n\r\n\r\nOversee and manage work activities of HR Managers and Staff:\r\n\r\n\r\n Plan, organize, direct, and coordinate the daily work of HR managers and staff to ensure comprehensive delivery of human resources services agency-wide.\r\n Establish work priorities and evaluate performance of employees engaged in administration of HR related activities.\r\n Manage staff in the performance of employment functions to include, but not limited to: new employee orientation, probation, performance appraisals, leave administration, discipline and grievance administration, prescreen requirements, and new employee onboarding.�\r\n\r\n\r\n\r\n\r\nAdvise Executive and Management Staff:\r\n\r\n\r\n Provide technical guidance and advice to DJS management on the interpretation and application of applicable Federal regulations, State Personnel and Pensions Article, COMAR, MOUs, State and agency policies and procedures.\r\n Advise department executives regarding new or revised HR legislation affecting the Department and related to or concerning sensitive HR issues.\r\n Advise department executives and management staff on all personnel related matters.�\r\n\r\n\r\n\r\n\r\nUnions:\r\n\r\n\r\n Directs and provides guidance to collective bargaining issues including implementation of applicable Memorandums of Understanding, Personnel Guidelines, and inquiries from collective bargaining.\r\n Represents DJS at LMC meetings, and provides updates on DJS policy changes.\r\n Contact for union inquiries and communications for DJS, DBM and unions.\r\n Responds to MOU questions from agency Secretary, Deputy Secretary, Attorney General Office, DBM and unions.\r\n\r\n\r\n

MINIMUM QUALIFICATIONS

Experience: Eight (8) years of increasingly responsible\r\nprofessional experience in human resources. Professional human resources\r\nexperience must include work in recruitment, employment services,\r\nclassification and compensation, employee relations, job analysis, salary\r\nadministration, HR program evaluation and policy formulation, or HR\r\ngeneralist functions. This experience must include at least 3 years supervising\r\nHR professionals and/or paraprofessional HR staff.\r\n\r\n\r\nNote: Candidates may\r\nsubstitute the possession of a Bachelor's degree from an accredited college or\r\nuniversity for four (4) years of the required general experience.\r\n

DESIRED OR PREFERRED QUALIFICATIONS

Strong analytical, communication, and interpersonal skills\r\nwith the ability to effectively operate in a variety of settings and work\r\ncollaboratively with diverse populations having differing needs and priorities.\r\n\r\n\r\nExperience advising executive leadership on sensitive,\r\nconfidential, and complex personnel and HR matters.�\r\n\r\n\r\nExcellent conflict resolution, negotiation,\r\nproblem-solving, and relationship management skills.�\r\n\r\n\r\nExperience developing, implementing, and evaluating\r\nhuman resources policies, procedures, and operational improvements.�\r\n\r\n\r\nExperience utilizing Human Resources Information\r\nSystems (HRIS), preferably Workday, to support HR operations, reporting, and\r\ndata analysis.\r\n
