Main Purpose of Job
PRIMARY DUTIES AND RESPONSIBILITIES\r\n�\r\n● Reports to the District Public Defender for District V.\r\n● With the District Public Defender, effectively leads the District V\r\nmanagement team to�ensure quality representation of MOPD clients and the\r\nprofessional growth of all District�V employees.\r\n● Represent the District at stakeholder meetings and community events to\r\nenhance the�District V profile.\r\n● Prepares, interprets, and directs the District’s procedures, policies,\r\npractices, and�personnel decisions.\r\n● Ensures accountability, resourcefulness, and excellence through regular\r\nobservation and�evaluation.\r\n● Handles administrative matters including but not limited to managing\r\nconflict cases.\r\n● Develop strategies for advancing litigation, collaboration, advocacy,\r\nand holistic�representation.\r\n● Works collaboratively with the District V Leadership Team and MOPD\r\nAdministration�to determine communications strategy, including ongoing\r\nevaluation and supporting�technology/infrastructure improvement.\r\n● Supports and provides leadership for staff through effective resource\r\nplanning, work�assignments, information exchange, and goal setting.\r\n● Serves as a supervisor, mentor, coach, and visible, approachable\r\nsounding board and�resource to district team members.\r\n● Cultivates excellence and professional development amongst attorneys\r\nand staff,�including providing regular in-house training programs, and\r\nworking with the Training�Division and other Statewide Divisions to\r\ndevelop training programs.\r\n● Continuously seek professional and personal development through\r\ntraining, CLEs, and�trial skills courses.\r\n● Maintains an active caseload.\r\n● Performs other duties as determined by the State Public Defender.\r\n
MINIMUM QUALIFICATIONS
CORE COMPETENCIES AND REQUIREMENT\r\n�\r\n● Demonstrated leadership abilities, including management &\r\nsupervisory abilities (2-5�years).\r\n● Excellent writing, research, and oral advocacy skills.\r\n● Commitment to addressing systemic inadequacies and inequities in the\r\ncriminal and�juvenile justice systems.\r\n● Demonstrated mentorship, communication, supervisory, client advocacy,\r\nand�management abilities.\r\n● Substantial litigation experience and strong litigation skills (min. 5\r\nyears criminal trial�experience).\r\n● Exceptional organizational and administrative skills necessary to\r\nmanage dynamic teams�and high-volume caseloads.\r\n● Strong interpersonal skills, including the ability to communicate\r\neffectively with�colleagues, adversaries, clients, and parents.\r\n● Active membership in good standing in the Maryland Bar or Bar of\r\nanother state.\r\n\r\nAttorneys barred in another state must become member of the Maryland Bar within\r\n18�months of the start date.\r\n

BENEFITS
SALARY\r\n�\r\nSalary is dependent on experience, and the State of Maryland salary rules\r\nwill apply to any offer made.�\r\nThis is a promotional opportunity for current MOPD attorneys at Grade 23\r\nor below.�\r\n\r\n\r\nThis would be a lateral transfer for MOPD attorneys currently at\r\nGrade 24.\r\n\r\nAssistant District Public Defender: Starting at $132,259.00 (Grade 24: Step\r\n15).\r\n�\r\nBENEFITS\r\n�\r\nThe\r\nMaryland Office of the Public Defender offers a generous benefits package that\r\nincludes excellent medical, dental, and vision insurance. Benefits also\r\ninclude retirement savings, life insurance, and the option to participate\r\nin supplemental retirement options. MOPD Employees receive 6 days of\r\npersonal leave, 15 days of sick leave, and at least 10 days of annual leave\r\neach calendar year in addition to paid�\r\n
