Main Purpose of Job
The Deputy Secretary of Support Services is an executive strategic leadership position responsible for the backbone of the Department’s operations. This role ensures that the agency’s administrative, financial, and technological infrastructure is robust, compliant, and directly aligned with the mission of supporting youth and staff.\r\n\r\n\r\nThis position oversees a broad portfolio including Human Resources, Information Technology, Fiscal Services, Procurement, and Capital Projects. The Deputy Secretary ensures that the agency has the talent, tools, and facilities necessary to provide high-quality care and rehabilitative services.\r\n\r\n\r\nKey Responsibilities:\r\n\r\n\r\n Human Resources & Talent Management: Oversees recruitment, retention, and hiring strategies to build a diverse and skilled workforce; serves as the primary liaison for union relations and labor management.\r\n Information Technology (IT): Directs the department’s IT strategy, overseeing the development of complex IT projects and ensuring frontline staff have access to modern technology that enhances their ability to serve youth effectively.\r\n Fiscal Services & Budgeting: Manages the department’s multi-million dollar budget, including development, execution of financial requirements, and comprehensive contract management.\r\n Procurement: Leads the Office of Procurement to ensure all vendor partnerships and service acquisitions follow state regulations and provide maximum value to agency operations.\r\n Capital Projects & Design: Oversees the Office of Design and Capital Projects, ensuring the Department’s physical infrastructure and facilities are safe, modern, and conducive to rehabilitation.\r\n Strategic Collaboration: Coordinates with other Departmental units, such as the Secretary’s Office and Residential Services and Community Operations, to ensure administrative functions are responsive to the needs of staff, young people, and families.\r\n\r\n\r\n\r\n\r\n\r\n
MINIMUM QUALIFICATIONS
\r\nEducation: A\r\nBachelor’s Degree (or higher) from an accredited institution of higher\r\neducation.\r\n\r\n\r\nExperience:\r\nEight (8) years of experience in Executive Leadership or senior-level\r\nadministration. Five (5) years of this experience must include overseeing\r\nlarge-scale operations in areas such as HR, Finance, IT, or Procurement,\r\npreferably within a government or large non-profit sector.\r\n\r\n\r\n
DESIRED OR PREFERRED QUALIFICATIONS
\r\nThe preferred candidate for this position\r\nwill possess the following:\r\n\r\n\r\n Master’s Degree in Public\r\n Administration, Business Administration, Finance, Human Resources, or a related\r\n field;\r\n Demonstrable experience managing\r\n large-scale state or local government budgets and complex procurement\r\n processes;\r\n Proven track record of leading IT\r\n modernization efforts or implementing large-scale enterprise resource planning\r\n (ERP) systems;\r\n Significant experience in labor\r\n relations and navigating collective bargaining environments;\r\n Demonstrable evidence of\r\n developing organizational strategies and being accountable for measurable\r\n operational results.\r\n\r\n\r\n\r\n\r\n\r\n
