Main Purpose of Job
The Administrative Program Manager serves as the Director\r\nof Central Services main responsibility is to provide management, direction,\r\noversight, and policy in the areas of leases, headquarters and remote\r\nfacilities, health and safety services, fleet management, mailroom and\r\nreceiving operations, capital inventory, and records management. These services\r\nare essential to the basic operations of the Maryland Department of the\r\nEnvironment (MDE).\r\nThe incumbent in this position\r\nwill occasionally visit MDE facilities in the following counties: Wicomico,\r\nAnne Arundel, and Allegany, and will be required to drive a State vehicle.\r\nDriver’s License:�A valid driver’s license with no more than\r\nfive points is required to operate a State vehicle.\r\nOut-of-State Licenses:�If you hold an out-of-state license, you must\r\nprovide a certified copy of your driving record from the appropriate Motor\r\nVehicle Administration at the time of appointment.\r\n
POSITION DUTIES
The key area of job responsibilities consist of, but not limited\r\nto the following:\r\n\r\nFacility & Office Operations\r\nManage the Montgomery Park office, warehouse space, and eight field office\r\nlocations to ensure all sites are properly maintained and fully operational.\r\nFacilitate lease renewals for MDE Headquarters and field offices, totaling over\r\n$4 million annually.\r\nOversee repairs, maintenance, and services for all fixed assets, including\r\naudio-visual equipment, movable partitions, HVAC units, fume hoods, and\r\nbreakroom equipment/supplies.\r\nDirect correspondence between Montgomery Park Management and MDE employees\r\nregarding building and property issues.\r\nOversee ongoing facility renovations, upgrades, field office shutdowns,\r\nimprovements, and relocations.\r\n\r\nFleet Management\r\nDirect the Fleet Management Program to ensure vehicles are properly maintained,\r\noperated safely, and used in compliance with State Fleet guidelines.\r\nOversee the procurement, transfer, and disposal of all vehicles, boats, and\r\ntrailers, and make recommendations for future vehicle projections.\r\nMaintain data fields in the Access Tracking Database, generate reports as\r\nrequired, and assist with the Vehicle Assignment/Accident Review Board.\r\n\r\nAsset, Inventory & Administrative Oversight\r\nManage the Department’s annual capital inventory database, acquisitions, and\r\ndisposals.\r\nPrepare documentation for the Annual Insurance Survey in coordination with\r\nFiscal Services.\r\nOversee Records Retention Schedules and records disposal processes.\r\nManage warehouse and receiving operations, including the distribution of paper\r\nsupplies for the Department.\r\n�\r\n
MINIMUM QUALIFICATIONS
Education:\r\nAn Associate’s degree from an\r\naccredited college or university.��\r\nExperience:\r\nFive (5) years of direct experience\r\noverseeing the operations, inventory, maintenance, and project management of an\r\norganization’s facility. This includes two (2) years of supervisory\r\nprofessional staff experience.\r\nNote:�\r\nCandidates may substitute the possession of an�Associate's\r\ndegree from an accredited college or university in management�with�four\r\n(4) years of direct experience overseeing the operations, inventory,\r\nmaintenance, and project management of an organization’s facility.� This\r\nincludes two (2) years of supervisory professional staff experience.\r\n
DESIRED OR PREFERRED QUALIFICATIONS
It is preferred that the selected candidate has the following:\r\n\r\n\r\n\r\n\r\n Experience managing capital inventory processes and\r\n systems.\r\n Experience managing full array of facilities management\r\n responsibilities.\r\n Experience managing fleet management program. \r\n\r\n\r\n
